MINUTES
The Pre-Commission meeting of the Planning and ,Zoning Commission was called to
order by Chairman Ronald young at 5:39 p.m. in the Building "C' Conference Room.
Six members of the Planning and Zoning Commission were in attendance.
PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS
- COUNCIL CHAMBERS.
Chairman Young called the Planning and Zoning Commission meeting to order at 7-100
p.m. for the consideration of scheduled items. He stated there were six members of the
Planning and Zoning Commission present.

APPROVAL OF MINUTES
Commissioner Eggers made the motion to approve the minutes for the January 20,
1998, Planning and Zoning meeting as presented. The motion was seconded by
Commissioner Zahn.
The vote was as follows:
Ayes: Commissioners Zahn, Eggers, Young, Bright; Shuler, Owens
Nays: None
Absent: Commissioner McMillion
The motion carried.
REGULAR AGENDA
Chairman Young informed the audience six public hearings were scheduled and
explained the public bearing procedures. Chairman Young stated the Planning and
Zoning Commission and City Staff had been reviewing the land uses for the City of
Euless and the City had initiated the zoning change requests.
Bo Bass, Director of Planning and Development, gave a grief overview of the zoning
change requests initiated by the City.

Bass stated the property was currently zoned various categories. The proposed zoning
would be "C-2" Community Business District. He stated the Development Review
Committee recommended approval.
Chairman Young opened the Public Hearing,
Teresia Foreman, 208 Carter Drive, spoke in opposition to the request. Ms. Foreman
stated concerns of traffic problems and elimination of trees.

Tom Alston, 342 Arbor Court, spoke in favor to the request.
Tom Clernmer, 300 Carter Drive, spoke in opposition to the request. Mr. Clemmer
stated he did not want commercial property behind his house and if rezoned it would
cause traffic problems.
Bill Pasteur, 1900 Trailwood Drive, stated he was the developer for Hideaway Addition
which is adjacent to the proposed area. Mr. Pasteur asked if a site plan was required to
be submitted to the City when developing property zoned C-2. Mr. Pasteur requested
the Commission consider property just north and south of the Hideaway Addition for
single family zoning.
Bo Bass, Director of Planning and Development, stated the City requires a site plan
submittal for any commercial development.
Chairman Young closed the Public Hearing.

The Commission discussed R-1 zoning for Tract 3A3 south of Hideaway Addition.
Commissioner Owens made the motion to recommend approval of zoning case #98-18-
ZC, omitting Huitt Solomon Survey, Abstract 705, Tract 3A3, from the C-2 zoning
change, Commissioner Shuler seconded the motion.
Commissioner Eggers amended the motion to state that "staff would bring back an R-1
recommendation to the Commission on the Huitt Solomon Survey, Abstract 705, Tract
3A3.
Commissiner's Owens and Shuler accepted the amendment.
The vote was as follows:
Ayes: Commissioners Eggers, Bright, Shuler, Owens
Nays: Commissioners Young, Zahn

Commissioners Young, Shuler, Owens, Zahn agreed the R-4 zoning for the 13.26 acres
would be appropriate and C-2 zoning for the remaining property.
Commissioner Eggers compared zonings on surrounding apartments and stated he
could go either R-4 or R-5 zoning.
Commissioner Owens made the motion to recommend to City Council that proposed
,zoning case #93-19-ZC be separated into two categories; 1) the northern most 13.26
acres be approved as R-4 and, 2) the southern most 10.91 acres and all remaining
parcels be approved as C-2 zoning. Commissioner Bright seconded the motion.
The vote was as follows:
Ayes, Commissioners Young, Bright, Shuler, Owens, Zahn
Bays: Commissioners Eggers
Absent: Commissioner McMillion

ITEM 6 PUBLIC HEARING -ZONING CHANGE -#98-20-ZC - C-2 (COMMUNITY
BUSINESS DISTRICT)

Bo Bass, Director of Planning and Development, described the property for this item as;
Samuel Tucker Survey, Abstract 1512, Tract 3A, Bo Bass stated the property was
currently zoned R-1 Single Family Detached Residential District. Bo Bass stated the
Development Review Committee recommended denial due to an error with the
proposed zoning map. The required legal notification to property owners within 260 feet
was published and included the incorrect proposed zoning category. Mr. Bass stated
the staff would renotify the property owners and resubmit this case to the Commission
at a later date for consideration.
Chairman Young opened the Public Hearing.
Joyce Bates, 515 Bayberry Lane, spoke in opposition to the rezoning of the proposed
property. Ms, Bates stated rezoning would cause more traffic and a hazard for children.
Chairman Young closed the Public Hearing.

due to a mapping error. Commissioner Eggers seconded the motion.

Bo Bass, Director of Planning and Development, described the property for this item as;
Edward Taylor Survey, Abstract 1550, Tract 1A. Bo Sass stated the property was
currently zoned "R-1" Single Family Detached Residential District. The proposed zoning
would be "C-2" Community Business District. He stated the Development Review
Committee recommended approval.

Commissioner Shuler seconded the motion.

ITEM 11 PUBLIC HEARING - AMENDMENTS TO UDC - #PZ-98--01 - STATE
HIGHWAY 121 CORRIDOR DISTRICT ORDINANCE
Public input regarding the amendments to Chapter 84 "Unified
Development Code" of the Code of Ordinances by the addition of a new
Section 84-115 "State Highway 121 Corridor District„
Bo Bass, Director of Planning and Development, stated staff requested tabling this itern
until a later date. Bo Bass stated recently a group of property owners along the State
Highway 121 Corridor had formed a work group referred to as "EPIC" Euless Property
Investors/Owners Cooperative and desired to join with the City to discuss the proposed
District. Bo Bass recommended tabling the item for 00 days to allow sufficient time for
joint participation to discuss State Highway 121 Corridor District Ordinance #13'10.
Chairman Young asked the consensus of the Commission.

Chairman Young stated if the Commission agrees then the Public Hearing would be
put off for the 60 days as recommended.
ITEM 12 RECOMMENDATION OF 4 AMENDMENTS TO UDC - #PZa98-01
STATE HIGHWAY 121 CORRIDOR DISTRICT ORDINANCE
Consider recommendation of the proposed amendments to Chapter 84
"Unified Development Code" of the Code of Ordinances by the addition of
a new Section 84-116 "State Highway 121 Corridor District"
Commissioner Owens stated he would like to hear input from the property owners at
tonight's meeting if they were prepared.
Commissioners Shuler, Bright, Eggers, and Zahn were in support of tabling this item for
60 days.
Commissioner Zahn requested the staff provide reports of the property owners input from
the joint meetings at the Pre-Commission meetings or in their packets.
Art Anderson, 6400 Renaissance Tower, Dallas, Texas stated he represented 7 _ 8
property owners owning approximately 300 acres and they would be agreeable with
tabling this item.
Commissioner Owens asked Mr. Anderson if the other property owners he did not
represent were aware of and invited to the EPIC work group meetings.
Mr. Anderson stated everyone would be invited to participate.
.John Hiser, 2611 Tallow Drive stated last year he attended a City Council meeting
regarding a zoning change to property located behind his house and understood the
zoning would be single-family. Mr. Hiser stated he spoke to Nevin Mercer, Development
Services Manager, and Barbara Chambers, Development Coordinator, and asked them
what zoning would be planned for this area. He stated he was told commercial zoning
had been proposed. Mr. Hiser stated he had a problem with commercial zoned land
backing up to his property and was upset because he had not received notification. Mr.
Hiser stated he would support postponing the item and asked that all citizens affected by
the 121 Corridor Distict be notified for the next meeting.
Bo Bass, Director of Planning and Development, stated the City was legally required to
notifiy property owners within 200 feet of the property with a proposed zoning change and
not property owners outside the 200 feet.

Commissioner Eggers made the motion to recommend tabling #PZ-98-01 State Highway
121 Corridor District Public Hearing and Action Item for 60 days and notification be resent
to the property owners within the 121 Corridor District only, and to readvertize in the Fort
Worth Star Telegram - Northeast Tarrant Zone. Commissioner Shuler seconded the
motion.
Commissioner Owens amended the motion that all property owners within the 121
Corridor District per the Tarrant County Tax Roll be notified by certified or registered mail
which ever is less costly.
Commissioner Eggers and Shuler accepted the amendment.
Commissioner Owens stated notifing by registered or certified mail can be costly,
however, due to complaints from property owners, attorney's, etc, of not being notified or
informed of the 121 Corridor District proposals this has become a necessity. He felt this
should not be left kip to the staff, because they are only required to notifity by State law
and we need to make sure all citizens in the 121 Corridor District are notified.
The vote was as follows:
