MINUTES
The PYi-ewommission meeting of the Planning and Zoning Commission was called to order by
Chairman Ronald Young at 5.30 p,rn, in the Building "C' Conference Room. All rya€nbars of
the Planning and Zoning Commission were present,
PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS --
COUNCIL CHAMBER
Chairman Young called the Planning and Zoning Commission meeting to order at 7.00 p.m. for
the consideration of scheduled items. He stated that all seven members of the Planning and
Zonmg Commission were present.

Commissioner Eggers made the motion to approve the minutes for the February 17, 1998.
Planning and Zoning meeting as presented. The motion was seconded by Commissioner
Shuler. The vote was as follows.

Kevin Mercer, Deve=opment Services Manager, gave a brief description of the. property.. He
stated that t he Specific Use Permit #98-24-SUP request was to allow a bicycle shop in C-1
(Neighborhood Business District) zoning district in the Midway Pads Commercial Addition, Lot
A, which has the address 603 North Main Street, He stated that bicycle shops are allowed by
right in C--2 (Community Business District) zoning district, but require a Specific Use Permit in a
C-1 zoning district.
Chairman Young explained the public hearing procedures.
Chairman Young opened the Public bearing.
Thomas Hall, applicant, 203 Walnut ' ay, Euless, Texas, spoke can behalf of the request.
Chairman Young closed the Public Hearing.

Kevin Mercer, Development Services Manager, gave a brief description of the property. He
stated that Specific Use Permit #97-56-SUP request was to allow an automotive repair facility
W:thin the C-2 (Comrnunity Business District) zoning district located in the Ector Gardens
Addition, Block 1, Lot 7, which has the address 204 South Ector Drive. He stated that the
Development Review Committee recommended approval.
Chairman Young opened the Public Hearing,
Walter Elliott, Elliott and Hughes Engineering, 1001 W. Euless Boulevard, Suite 214, Euless,
exas, spoke on behalf of applicant Tim. Everitt, He stated that Mr. Everitt, along with Rocky
McCiain, is part-owner of HEB Collision Repair, which is located at 200 S, Ector. He stated
that Mr. Everitt and Mr. McClain purchased the property at 204 S. Ector to expand the collision
repair facilities. He stated that the 204 S, Ector property will be used for automobile body
work, and that any painting would be done at the 200 S. Ector property.
Chairman Young closed the Public Hearing.
ITEM 4 RECOMMENDATION OF - SPECIFIC USE PERMIT - #97-56-SUP - 204 S,
ECTOR DRIVE -AUTOMOTIVE REPAIR FACILITY
Consider recommending the request of Tim Everitt for a Specific Use Permit to
allow ar, automobile repair facility within the C-2 'Community Business District'
zoning district located in the Ector Gardens Addition, Block 1, Lot 7; 204 South
Ector Drive
Commissioner Eggers asked if the fence surrounding part of the property in question would be
repaired, Mr. Elliott replied that was the applicaffs intent.
Commissioner Eggers asked if any vehicles will be parked outside the fence, Mr. Elliott replied
that there were three parking spaces in front of the building. , and ttlese would be used by
employees. He stated that vehicles under repair would be stored behind the fence.
Commissioner Shaler asked if the gate would Dave wood slats like the fence., and if it would be
six feet tall like the fence. Mr. Everitt replied that the gate would have wood slats and would
be six feet in height, He -stated that the slats in the fence would be completely replaced,
Commissioner Owens stated that he believed this Specific Use Permit should be tied to these
owners of HEB Collision Repair only. Chairman Young asked Mr, Eventt if he would have an
objection to that. Mr. Everitt replied that he would not.
Commissioner Zahn made the motion to recommend approval of Case #97-56-SUP, with the
Specific Use Penn t granted for the current owners of HEB Collision Repair only.
Commissioner Eggers seconded the motion. The vote was as follows,
Ayes-. Commissioners Young, Bright, Eggers, McMillan, Owens, Shiuler, Zahn
Nays'. None

BOULEVARD - FIRST BAPTIST CHURCH
Consider the request of games Riley, representing Fist Baptist Church, for a
church located on 20.58 acres out of the J. Halford Sumey, ,abstract#711
Kevin Mercer, Development Services Manager; stated that because of changes to the site
circulation design for the new church, the applicant had requested that all cases concerning
First Baptist Church be tabled for two weeks,
Commissioner Zahn made the notion to table Case#P-97-28. Commissioner Bright seconded
the motion.
Commissioner Owens asked if the City Engineer had found any problems with drainage near
State Highway 157, Paul Kruckemeyer; C--ity Engineer; replied that drainage details will be
considered when construction plans are, submitted, but that the level of detail is not available
on a Land Plan. He stated that the Engineering Department would determine the adequacy of
drainage when Construction Plans are submitted. The vote was as follows:
Ayes: Commissioners Young, Bright, Eggers, MoMillon, Owens; Bhuler, Zahn
Nays: None
The notion carried unanimously.

Church, for a Specific Use Permit to allow a church within the CM2 (Community
Business Districts zoning district located in the J. Halford Eumey, ,abstract#711
Kevin Mercer, Development Services Manager, stated that because of changes to the site
circulation design for the new church; the applicant had requested that all cases concerning
First Baptist Church be tabled for two weeks.
Chairman 'young opened tie public hearing.
Commissioner Owens made the motion to table, Case, #97-78-SUP and continue the public
hearing at a future date. Commissioner Shuler seconded the motion,
Commissioner McMillan asked the audience if anyone wanted to speak in reference to this
case,, and stated that he wanted to make sure that everyone understood that if a public
hearing is opened and tabled, no additional public notification is required in order for it to be
brought black from€ the table and conducted. The vote,was as follows:
Ayes. Commissioners Young, 'Bright, Eggers: McMillon, Owens, Ehuler, Zahn
Nays: bone
The motion carried unanimously.

Center, Block 1, Lot I into Made Crossing Shopping Center; Block t, Lot I
Kevin Mercer, Development ,13ervioas Manager, gate a grief description of the proposed replat;
Case#P-98-04. He Mated that the Development Review Committee recommended approval,
Paul Kruckemeyer, City Engineer, noted that the distance at the northwest corner of the Pep€at
did not coincide with t<he first distance described in the owner's certificate on the Peplat. He

requested that if the Commission recommended approval, that it be contingent an tt°e
correction of these distances.
