SUBSECTION 84-201 (i) "LIGHTING"
Public hearing regarding an amendment to Chapter 84 'Unified
Development Code" Subsection 84-201(i) "Lighting" of the Code of
Ordinances of the City of Euless to modify fixture materials and
replacement requirements.
ITEM 6 RECOMMENDATION --- AMENDMENT TO UDC - 98.05-UDC --
SUBSECTION 64-201 (1) `-LIGHTING"
Consider the recommendation of an amendment to Chapter 84 "Unified
Development Code" Subsection 84--201(i) 'Lighting" of the Code of
Ordinances of the City of Euless to modify fixture materials and
replacement requirements.

MINUTES
The Pre-Commission, meeting of the Planning and Zoning Commission was called to
order by Vice-Chairman George Zahn at 5:30 p.m. in the Building "C" Conference
Room. Five members of the Planning and Zoning Commission were in attendance.
PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS
COUNCIL CHAMBERS.
Vice-Chairman Zahn called the Planning and Zoning Commission meeting to order at
7:00 p.rn, for the consideration of scheduled items. He stated there were five members
of the Planning and Zoning Commission present. Chairman Young and Commissioner
Bright were absent.

PLEDGE OF ALLEGIANCE AND INVOCATION: The Pledge of Allegiance was led by
Commissioner Eggers and the Invocation was given by Vice--Chairman Zahn.
APPROVAL OF MINUTES
Commissioner Owens moved to approve the minutes of the Planning and Zoning
Commission meeting of August 4; 1998. Commissioner McMillon seconded the motion.

The vote was as follows:

REGULAR AGENDA
ITEM 1 PUBLIC HEARING — ZONING CHANGE - #98-30-ZC — BELL RANCH
TERRACE ADDITION, BLOCK 4, LOT 12
Public input regarding the request of the City of Euless for a zoning
change on Bell Ranch Terrace Addition, Block 4, Lot 12, from its current
zoning classification of C-2 (Community Business District) to R-1 (Single
Family Detached Dwelling District).
Carol Griffith, City Planner, gave a brief description of the case. She stated that this is a
clean up case, and that this lot was left out of a previous case in error.
Vice-Chairman Zahn opened the Public Hearing. There being no speakers he closed the
Public Hearing.
ITEM 2 RECOMMENDATION — ZONING CHANGE - #98-30-ZC — BELL RANCH
TERRACE ADDITION, BLOCK 4, LOT 12
Consider a recommendation for the request of the City of Euless for a
zoning change on Bell Ranch Terrace Addition, Block 4, Lot 12 from its
current zoning classification of C-2 (Community Business District) to R-1
(Single Family Detached Dwelling District).
Commissioner Eggers stated he had no comments but that he was in favor of the zoning
change.
Commissioner Shuler made the motion to recommend approval of Zoning Case 98-30-
ZC, Bell Ranch Terrace Addition, Block 4, Lot 12, Commissioner Eggers seconded the
motion.
The vote was as follows:
Ayes: Vice-Chairman Zahn, Commissioners McMillon, Owens, Shuler, Eggers
Nays. None
Absent: Chairman Young, Commissioner Bright
The motion carried.

Public input regarding the request of Sheppard Drive Baptist Church for a
church expansion in a C-2 (Community Business District) zoning district
located within the Sheppard Subdivision, Block A, Lots 18, 19, 20R, 21R,
22, 23.
Carol Griffith, City Planner, gave a brief description of the case.
Vice-Chairman Zahn opened the Public Hearing.
Vice-Chairman Zahn asked the applicant/representative to come to the podium and give
a brief presentation.
Danny Holifield, 219 N. Sheppard Drive, Euless, Texas, pastor of the church, stated that
this church was established in 1965, and that this is the largest project for the church in a
long tune. He stated additional fellowship and educational space is being added.
Vice-Chairman Zahn closed the Public Hearing.
ITEM 4 RECOMMENDATION ® SPECIFIC USE PERMIT - #98-27-SUP ---

Consider a recommendation for the request of Sheppard Drive Baptist
Church for a church expansion in a C-2 (Community Business District)
zoning district located within the Sheppard Subdivision, Block A, Lots 18,
19, 29R, 21 R, 22, 23.
Commissioner Eggers asked what was the result of the discussions regarding the fire
sprinkler system.
Rev. Holifield explained the decision was made to fire sprinkle the entire project.
Commissioner Eggers asked if this case would come back before the Planning and
Zoning Commission as a Site Plan. Carol Griffith answered it would be a Replat.
Commissioner Eggers asked what material would be used in the construction of the
addition to the church. Carol Griffith answered it had to meet current standards and
therefore it would be masonry exterior. Rev. Holifield gave details on the construction
and said that the addition would be masonry to match the existing building.
Commissioner Shuler stated she was in favor and pleased with the plans.

Commissioner Owens stated he was pleased with the decision to put in a fire sprinkler
system.
Rev, Holifield asked how the Board felt about the fire sprinkler system being required.
Commissioner Owens answered that the concern of the Commissioners was the safety
of the children and everyone else in the building. Rev. Holifield stated the church has
90 children in the Daycare Center on a daily basis, and that when the fire sprinkler
system is installed, the church is hoping to utilize the 1200 square feet upstairs for
additional space for the Day Care facility.
Commissioner Owens made the motion to approve Specific Use Permit #98-27-SUP.
Commissioner Shuler seconded the motion. Commissioner Owens stated he would like
for the record to reflect that staff should highly recommend that fire sprinklers be
installed for the whole building.
The vote was as follows:
Ayes: 'Mice-Chairman Zahn. Commissioners McMillon, Owens, Shuler, Eggers

ITEM 5 PUBLIC HEARING — AMENDMENT TO UDC #98-05-UDC
SUBSECTION 84-209 (i) 'LIGHTING"
Public Hearing regarding an amendment to Chapter 84 "Unified
Development Code" Subsection 84-201 (i) "Lighting" of the Code of
Ordinances of the City of Euless to modify fixture materials and
replacement requirements.
Carol Griffith, City Planner, gave a brief description of the case. She stated that this
amendment allows wood poles to be installed in areas other than the street yard, and it
allows existing wood poles that were installed in accordance with TU Electric's tariff rate
OL Outdoor Lighting" to remain in place if they were installed by May 28, 1998.
Vice-Chairman Zahn opened the Public Hearing.
Bo Bass, Director of Planning and Development stated that John Pena from TU Electric
was available to answer any questions if there were any.
Vice-Chairman Zahn closed the Public Hearing.

Ordinances of the City of Euless to modify future materials and
replacement requirements.
Commissioner Eggers made the motion to approve Amendment to UDC #98-05-UDC,
Subsection 84-201 (i) "Lighting,,. Commissioner McMillon seconded the motion.
Commissioner Owens stated he would like to see the staff review ordinances more
thoroughly before presenting it to the Planning and Zoning Commission and City
Council, so that in the future amendments would not be necessary at such an early
date.
The vote was as follows:
Ayes; Vice-Chairman Zahn, Commissioners McMillon, Owens, Shuler, Eggers
Nays: None
Absent: Chairman Young, Commissioner Bright
The motion carried.
ITEM 7 REPORTS
Commissioner Owens thanked Bo Bass; Director of .Planning and Development for
allowing cross training in the department.
ADJOURNMENT:
There being no further business, Vice-Chairman Zahn adjourned the meeting at 7:25 p.m.
