Consider the recommendation regarding the request of Gary W. Scarlett,

Public input regarding the request of Monarch Development for a consider

gated streets, The property is located within Bear Creek Villas, Block A, Lot
1; South of Harwood Road and West of Fuller-Wiser Road just east of the

Consider the recommendation regarding the request of Monarch

MINUTES
The Pre-Commission meeting of the Planning and Zoning Commission was called to
order by Chairman Ronald Young at 5:39 p.m. in the Building "C" Conference Room.
Four members of the Planning and Zoning Commission were in attendance.
PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS

Chairman Young called the Planning and Zoning Commission meeting to order at 7:00
p.m, for the consideration of scheduled items. He stated there were four members of the
Planning and Zoning Commission present and that Commissioners Bright, McP illon,
Owens were absent.

PLEDGE OF ALLEGIANCE AND INVOCATION: The Pledge of Allegiance was led by
Commissioner Zahn and the Invocation was given by Chairman Young.
APPROVAL OF MINUTES
Commissioner Zahn moved to approve the minutes of the Planning and Zoning
Commission meeting of December 1, 1998. Commissioner McNeese seconded the
motion.
The vote was as follows:

Chairman Young stated the rules for Public Hearings.
REGULAR AGENDA
ITEM 1 PUBLIC HEARING -- SPECIFIC USE PERMIT - #98-32-SUP — 801 W.
MIDWAY DRIVE
Public input regarding the request of Gary W. Scarlett, Pastor of First
Church of the Nazarene for a Specific Use Permit request for an addition
to an existing building which will be used for classrooms, kitchen,
restrooms, and fellowshiplactivity area in the R-1 (Single Family Detached
Dwelling) Zoning District in the Midway Park Addition; Block 45, Lot 1.
Carol Griffith; City Planner, gave a brief description of the case. She stated the
Development Review Committee (DRC) recommended approval.
Chairman Young opened the Public Hearing.
Gary Scarlett, Pastor of the First Church of the Nazarene, 801 Midway, Euless, Texas,
stated that during the last four years the church had seen significant growth in the
congregation which made it necessary to expand. Pastor Scarlett stated their eagerness
to comply with most of the requirements, but stated the church wanted a deviation to the
sidewalk required along Midway Drive for the following reasons;
1. There is an existing sidewalk on the north side of Midway Drive which most
students who walk to school use.
2. The adjoining property on the west (owned by H.E.B. I.S.D.) does not have
sidewalks, Most likely a retaining wall would have to be built if sidewalks were
put in.
3. The east most 100-ft of the property is unimproved land which will be used for
a larger sanctuary in the future, and putting in a sidewalk now would mean it
would have to be removed later.
4, Landscaping that has been put in would have to be removed.
5. The existing gas meter in the middle of the 9 feet owned by the City of Euless
would have to be removed.
Pastor Scarlett stated their intention was to put in a sidewalk in the future.

Consider the recommendation regarding the request of Gary W. Scarlett,

Lot 1.
Carol Griffith, City Planner gave a brief description of the case.
Chairman Young asked the City Engineer and the Fire Marshal for their comments
concerning this case.
Paul Kruckemeyer, City Engineer, stated that he has the same concerns as the Fire
Marshal regarding the fire lane, which does not meet the current standards. Mr.
Kruckemeyer requested that the (Minutes reflect that any expansion to the proposed
new building or any proposed new buildings or expansion to the parking lot in the future
would require that the fire lane be brought up to current standards as far as paving
depth and dimensions.
Chairman Young asked Ms. Griffith for the status of the Trinity High School expansion.
Ms. Griffith stated that Trinity High School has been expanding their building and they
had to come up to current standards. Trinity High School had a Preliminary Plat
approved about a year ago and now they are getting their public improvements in;
during the summer they will work on the parking lots; install a sidewalk on Midway
Road, and do the Final Plat.
Commissioner McNeese wanted to know if the activity room was going to be used as a
gym at some point in tirne. Pastor Scarlett answered it would initially be a gym and
multi purpose building.
Commissioner Houk asked where the sanctuary would be located. Pastor Scarlett
answered it would be by the street. Commissioner Houk asked where the parking area
would be. Pastor Scarlett answered it would be expanded in the front and more parking
would be added in the back.
Chairman Young stated he did not see any reason to deny the SUP request but that the
church needed to be aware that in the future parking areas would have to be upgraded,
and to be aware of fire lane and sidewalk requirements. Chairman Young stated he did
not feel he could recommend to City Council to approve the SUP without a sidewalk.

Mike Logan, Fire Marshal, stated for clarification that the width of the current fire lane
needs to be modified to accommodate current fire apparatus. Mr. Logan stated the
width needs to be 24 feet at rear.
Commissioner Zahn asked if it would be necessary to stipulate the sidewalk and fire
lane requirements or if these items would be mentioned in another document like the
Site Plan. Ms. Griffith stated that these two items are what would bring the church up to
current code requirements. Chairman Young said that since the sidewalks had been
mentioned as a possible variance request, it would be clearer if they were specifically
included. Ms. Griffith agreed and said that since the Unified Development Code stated
"generally 24 feet", the restriping of the fire lane could be stated in the notion as well.
Paul Kruckerneyer asked if the Church of the Nazarene would have to come back for a
Site Plan. Ms. Griffith answered no, that they would need to get a Building Permit after
this. Mr. Kruckemever stated these items needed to be considered as if this was a Site
Plan to have some direction as far as where to go with the construction plans.
Commissioner Zahn made the motion to approve Specific Use Permit #98-32-SUP with
the stipulation that the 20' fire lane in the back parking area would be increased to 24',
and that it would also include the sidewalk from the west property line to east property line
as shown on the plan, and with the understanding that in any future expansion the church
would bring the fire lane paving up to the Unified Development Code standards.
Commissioner Houk seconded the motion.
The vote was as follows:

Public input regarding the request of Monarch Development for a consider
a change of zoning from R-1 {Single Family Detached Dwelling District} into
a Planned Development for Single Family Residential Dwellings with private
gated streets. The property is located within Bear Creek Villas, Block A, Lot
1; South of Harwood Road and West of Fuller-Wiser Road just east of the
Harwood Courts Subdivision,
Carol Griffith, City Planner, gave a description of the case. Ms. Griffith stated that the
applicant needs to file an access easement before re-platting into a separate extension.
Ms. Griffith stated that staff supports this as a rare opportunity for ,single family infill
development. The Comprehensive Plan, the City Council and the Planning and Zoning

Commission have indicated in the past a real desire for additional single famine
development, and this is an opportunity, as staff sees it, to turn a vacant tract of land
into new single family homes. Ms. Griffith stated it was recently rezoned from multi-
family to R-1 as part of a city wide rezoning. fps. Griffith also stated that the Planned
Development comes into play because it is going to be a gated community as an
extension of the Harwood Courts subdivision. She said the lot sizes will be similar to
Harwood Courts, and they are somewhat in line with the R-11- zoning standards, which
will be the underlying zoning for this area. Ms. Griffith stated this developer has a good
track record with the City with the Forest Pointe Subdivision and that staff
recommended approval of this Planned Development.
Chairman Young opened the Public Hearing.
Henry Rahmani, 1520 Alberi Drive, Euless. Texas, stated that because of some
difficulties the original developer had decided not to continue with Phase II of Harwood
Courts. Mr. Rahmani stated that he will make it a continuation of Phase I with different
street names, and that he will make it as close to Forest Pointe as possible. Mr.
Rahmani stated that he would talk to the Homeowners Association about putting some
of the sane features of Phase 11 on Phase 1, Mr. Rahmani also stater it will work better
for the new hones to have front entries as opposed to side or rear entries, since they
had some problems with these in Forest Pointe.
Chairman Young closed the Public Hearing.

Carol Griffith, City Planner, gave a description of the case.
Chairman} Young asked Mr. Rahmani if the Homeowners Association would be a
separate entity from Harwood Court Phase 1. Mr. Rahmani stated it Would be the same
association.
Commissioner McNeese asked where the primary entrance would be. Ms. Griffith
showed Commissioner McNeese where the entrances will be. Commissioner McNeese
asked how many parking spaces were in the common area. Mr. Rahmani answered
there Would be 10 parking spaces in the common area.

Public input regarding the request to consider a preliminary replat of all or
part of Bear Creek Villas, Block A, Lot 'I into Harwood Courts Addition
Phase 11, Bloch B, Lots 1-18 and Block C, Lots 1-7, a 25 lot residential
subdivision. The property is located south of Harwood Road and west of
Fuller-Wiser Road, just east of the Harwood Courts subdivision.
Carol Griffith, City Planner, gave a description of the case and stated that this Public
Hearing was advertised in anticipation that corrected construction plans would be
submitted to the Engineering Department. These construction plans were not
satisfactory; therefore this case did not meet the requirements for placement on a
Planning and Zoning Agenda. Staff recommends this case be tabled indefinitely.
Chairman Young opened the Public Hearing and asked for a motion to table the Public
Hearing,
Commissioner Houk made the motion to table the Public Hearing for Preliminary Replat
#98-14-RP, Commissioner McNeese seconded the motion.
The vote was as fellows:

Nays: None

Carol Griffith, City Planner gave a brief description of the case. She stated that Staff
recommends tabling this case.
Commissioner McNeese made the motion to table Preliminary Replat #98-14-RP.
Commissioner Houk seconded the notion.

ITEM 8 DIRECTOR'S REPORT
There was no Director's Report
Commissioner Zahn stated that he had made a request for information on a specific Land
Plan and also the Commission had asked for an opinion from the City Attorney with
regard to a specific Land Plan. He stated that for the third time he is requesting that
information and a status report on what the City Attorney is doing with regard to that
opinion.
