HomeMy WebLinkAbout2019-11-26 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, November 26, 2019 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:31 p.m. on Tuesday, November 26, 2019, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Jeremy Tompkins, Council Members Tim Stinneford, Eddie Price, Perry Bynum, Harry Zimmer, and Salman Bhojani. During the Precouncil meeting: Council Member Salman Bhojani expressed his appreciation to Assistant Director of Public Works James Whitt for leading him on a tour of Public Works facilities and apparatus on Thursday, November 21, 2019. He advised that he was impressed by City staff and their efficiency. Council Member Harry Zimmer advised that he has recently spoken to residents in the Arbor Glen neighborhood who expressed their concerns regarding traffic issues. Mayor Martin announced that The Salvation Army Mayor's Red Kettle Challenge is scheduled to be held on Saturday, December 14, 2019, at Kroger on Main Street from 10:00 a.m. to 7:00 p.m. and requested any available Council Members join her that day in raising money for The Salvation Army. Additionally, she advised that the Diabetes Awareness 5k/1 k fun run on Saturday, November 23, 2019, was a wonderful event and congratulated Finance Director Janina Jewell for completing the whole 5k distance. Mayor Martin introduced Community Outreach Coordinator Kathryn Rotter representing Tarrant County Judge Glen Whitley. City Manager Loretta Getchell wished a happy birthday to Assistant City Manager Chris Barker, Human Resources-Risk Director Donny Beasley, and Finance Director Janina Jewell. Ms. Getchell advised of several upcoming events, including: • Wednesday, December 4, 2019, Floating for Hope and chili cook-off, Euless Family Life Senior Center, 12:00 p.m.; • Thursday, December 5, 2019, Mayor's Holiday Kickoff Glade Parks Town Plaza, 7:00 p.m.; and • Friday, December 6, 2019, Dashing for Hope fundraiser, Trinity High School Indoor Athletic Field, 10:00 a.m. City Manager Getchell reviewed the regular agenda. Council Minutes Page 2 of 8 November 26, 2019 Discussion ensued regarding Agenda Item #13 related to the Tarrant Appraisal District Board of Directors. • Finance Director Janina Jewell presented the Financial update for the fiscal year ending September 30, 2019 (pre-audit.) ➢ Director of Parks and Community Services Ray McDonald announced the 2019 Christmas Parade of Lights scheduled to be held Saturday, December 7, 2019, and advised that each Council Member is welcomed to ride in the parade. CLOSED SESSION The City Council convened into closed session at 6:20 p.m. for deliberation regarding the following: Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas Government Code related to: • 1451 West Euless Boulevard The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: • William R. PLEDGES OF ALLEGIANCE Mayor Linda Martin led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR DECEMBER Library Director Sherry Knight introduced Library Clerk Amanda Torres. Amanda was accompanied by members of the Library Department and Library Board members Barney Snitz and Mavy Wright. Mayor Martin presented Amanda with a plaque and certificate commemorating her selection as employee of the month for December 2019. ITEM NO. 2. PRESENTATION OF CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING AWARD Finance Director Jewell accompanied by Budget/Treasury Manager Diana Ayala and Accounting Manager Ross Fairclo announced that the Government Finance Officers Association (GFOA) has awarded the City of Euless a Certificate of Achievement for Excellence in Financial Reporting. Ms. Jewell presented the certificate to Mayor Martin and advised that this is the 32nd consecutive year the City of Euless has received this award. Additionally, she recognized Assistant Finance Director Jackie Theriot and her staff for their hard work in achieving this recognition. ITEM NO. 3. PRESENTATION OF FINANCIAL REPORT FOR FISCAL YEAR ENDING SEPTEMBER 30, 2019 Finance Director Jewell presented the financial report for the Fiscal Year ending September 30, 2019. Council Member Stinneford motioned to approve the consent agenda items number 4 through 10. Mayor Pro Tern Tompkins seconded the motion. AUTHORIZED PURCHASE OF THREE (3), CAB AND CHASSIS TRUCKS Authorized the purchase of three cab and chassis trucks (two Parks Department and one Public Works) from Sam Pack's Five Star Ford, 1635 South Interstate-35E, Carrollton. Texas, through the Tarrant County Contract No. 2019-041 . The estimated expenditure is $104,137. ITEM NO. 5. AUTHORIZED PURCHASE OF TWO (2), FULL-SIZE POLICE PATROL VEHICLES Authorized the purchase of two full-size Chevrolet Tahoe Police utility vehicles for Police Patrol from Caldwell Country Chevrolet, 800 Texas 21 , Caldwell, Texas, through the Tarrant County Contract No. 2019-041. The estimated expenditure is $71 .440. ITEM NO. 6. AUTHORIZED PURCHASE OF TWO (2), MID-SIZE POLICE PATROL VEHICLES Authorized the purchase of two mid-size Ford Police Interceptor Police Patrol vehicles from Rockdale Country Ford, 479 US-79, Rockdale, Texas, through the Tarrant County Contract No. 2019-041. The estimated expenditure is $80,028. ITEM NO. 7. AUTHORIZED PURCHASE OF THREE (3), POLICE CID VEHICLES Authorized the purchase of three Ford Escape crossovers for use in the Police Criminal Investigation Department and Police Administration from Rockdale Country Ford, 479 US-79, Rockdale, Texas, through the Tarrant County Contract No. 2019-041 . The estimated expenditure is $77,235. Council Minutes Page 5 of 8 November 26, 2019 ITEM NO. 8. AUTHORIZED PURCHASE OF A RESTROOM FACILITY Authorized the purchase of restroom facilities related to the JA Carr Park renovation project from Restroom Facilities Ltd., 1707 Colt Circle, Marble Falls, Texas, through the BuyBoard Cooperative Purchasing Program Contract No. 592-19. The estimated expenditure is $112,374. ITEM NO. 9. AUTHORIZED PURCHASE OF SENSUS WATER METERS AND TRANSPONDERS Authorized the purchase of Sensus water meters and transponders from Aqua Metric, 16914 Alamo Parkway Building 2, Selma, Texas. Aqua Metric is the sole source distributor for Sensus meters and transponders. New meter settings and meter replacements are performed on an as needed basis. The estimated expenditure is $200,000. ITEM NO. 10. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of November 12, 2019. REGULAR AGENDA ITEM NO. 11. APPROVED SITE PLAN NO. 19-16-SP Director of Planning and Economic Development Mike Collins advised that the applicant, Univest Properties, is seeking to develop a 10,125 square foot retail building located at the northeast corner of Centurion Way and the northbound frontage road of State Highway 121. He reviewed the proposed architectural design features, landscaping, site access, and parking requirements. The Planning and Zoning Commission considered the item on November 5, 2019, and recommended approval of the Site Plan by a 7-0-0 vote. Brent Lovelady, representing Univest, was present to address any questions. Mayor Pro Tem Tompkins requested the installation of a pedestrian crosswalk on Centurion Way. Mayor Martin confirmed that staff will research the addition of a pedestrian crosswalk. Council Member Bhojani motioned to approve Site Plan No. 19-16-SP, for a Commercial Development proposed to be located on Shops at Vineyard Village Addition, Block A, Lot 4C at 2700 State Highway 121. Council Member Bynum seconded the motion. ITEM NO. 12. APPROVED SITE PLAN NO. 19-17-SP Director of Planning and Economic Development Collins advised that the applicant, M Laxmi Hospitality LLC, intends to construct a five story, 67,525 square foot Four Points by Marriot Hotel. The site plan was originally submitted and approved by the City Council as Case Number 18-12-SP November 27, 2018. Since that time, the developer has continued to work on the project, but has not moved forward with submittals to the City of Euless. Under Section 84-386 of the Euless Unified Development Code, an approved site plan expires without any commencement of development within 12 months of the approval of the site plan. The new submittal is seeking a new approval of the site plan by the Planning and Zoning Commission and the City Council without changing any of the previously approved development standards. The site plan is exactly as it was approved in 2018. The Planning and Zoning Commission considered the item on November 5. 2019, and recommended approval of the Site Plan by a 7-0-0 vote. John Watson, representing Four Points by Marriott, addressed the City Council and provided further explanation for the delay in beginning the project. Council Member Tim Stinneford expressed his appreciation to the developer for their efforts in mitigating concerns from nearby residents. Council Member Bynum inquired if the developer is intending to be a long-term owner. Pankaj Patel, Architect and M Laxmi Hospitality LLC owner, confirmed that it is his company's intention for the property to be a long-term investment in the community. Council Member Bynum motioned to approve Site Plan No. 19-17-SP, for a Commercial Development proposed to be platted as Cadence Capital Addition. Block A. Lot 2 at 970 E. Harwood Road. Council Member Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford. Price, Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. Council Minutes Page 7 of 8 November 26, 2019 ITEM NO. 13. APPROVED RESOLUTION NO. 19-1561 Mayor Pro Tern Tompkins motioned to approve Resolution No. 19-1561, casting 12 votes for Kathryn Wilemon and 12 votes for Richard DeOtte to serve as a Director on the Tarrant Appraisal District Board of Directors for a two-year term beginning January 1, 2020. Council Member Stinneford seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford. Price. Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 14. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2236 AMENDING THE OFFICIAL OPERATING AND CAPITAL BUDGET FOR FY2018-2019 AND FY2019-2020 City Manager Getchell advised that during fiscal year 2018-2019, Texas Star Golf Course experienced nearly two months of adverse weather days resulting in the need for Texas Star Golf Reserves to cover a shortage in the operating fund. This amendment for fiscal year 2018-2019 will transfer $130,000 of available Texas Star Golf Reserves to Texas Star Golf Operations to re-establish a positive fund balance to begin fiscal year 2019- 2020. Additionally, during renovation of the library, unforeseen issues have arisen that will require change orders to the construction contract. This amendment requests an additional $150,000 for the project to be funded from available funds in the Car Rental Tax Fund in the current fiscal year 2019-2020. Finally, unforeseen issues have also arisen during the construction of new water wells at the Fuller and Far North well sites. The original motors and pumps were expected to be reused, however, due to mechanical failures, new motors and pumps will be needed. This amendment requests $300,000 for the project to be funded from the Water and Wastewater Rate Stabilization Fund. Council Member Bhojani motioned to approve Ordinance No. 2236, amending the budget for the fiscal year beginning October 1 , 2018, and ending September 30, 2019 and amending the budget for fiscal year beginning October 1, 2019, and ending September 30, 2020. Council Member Stinneford seconded the motion. REPORTS City Manager City Manager Getchell expressed her appreciation to the Finance Department as well as the entire City staff for their continued hard work, and wished everyone a Happy Thanksgiving.
