B19-UC-48-0001-22-50 TO PM CONSTRUCTION & REHAB, LLC DBA IPR SOUTH CENTRAL, PASADENA, TEXAS, IN THE AMOUNT OF $330,605.48 FOR THE REPLACEMENT OF SANITARY SEWER MAIN IN THE MIDWAY PARK 2ND ADDITION PHASE I. WHEREAS, the City Council of the City of Euless, Texas, does hereby recommend the award of contract for CDBG Project No. B19-UC-48-0001-22-50 to PM Construction & Rehab, LLC dba IPR South Central, Pasadena, Texas, in the amount of $330,605.48 for the replacement of the sanitary sewer main in the Midway Park 2nd Addition Phase I; and WHEREAS, CDBG Project No. B19-UC-48-0001-22-50 consists of the replacement of approximately 2,409 linear feet of sanitary sewer main between Stonewall Drive and Milam Drive and from Limestone Drive to Ector Drive, and between Freestone Drive and Ector Drive on the southside of Milam Drive and Limestone Drive using trenchless technology and open trench methods; and WHEREAS, the City Council recommends including the authorization for the City of Euless staff and Tarrant County to issue change order(s) totaling an amount not to exceed five percent of the base contract amount ($16,530.00) without requiring formal action by the City Council and Commissioner's Court; and WHEREAS, the construction funds available through Tarrant County for this project are $356,200; and WHEREAS, City staff has reviewed the bid tabulation and based on supporting documentation from Elliott and Hughes, Inc. (Exhibit A), recommends that Tarrant County award the contract to the low bidder, PM Construction & Rehab, LLC dba IPR South Central. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS, THAT: SECTION 1. The City of Euless City Council recommends award of a contract to PM Construction & Rehab, LLC dba IPR South Central, for the replacement of the sanitary sewer main in the Midway Park 2nd Addition Phase I in the amount of $330,605.48 of which Tarrant County Community Development will pay the full amount. SECTION 2. This Resolution shall take effect immediately from and after its passage in accordance with the Charter of the City of Euless and upon publication, and it is accordingly so resolved. Harts, P.E. Senior Civil Engineer Re: Sanitary Sewer Line Replacement Midway Park 2"d Addition Phase I City of Euless, Tarrant County, Texas. CDBG Project No. B19-UC-48-0001-22-50 Dear Mr. Harts: Our firm completed the civil engineering design and construction plans and prepared contract documents for the above captioned improvements.An official "Advertisement for Bid Notice" was published and the plans and documents were available from Tarrant County and were on file in area plan rooms. Sealed bids for the construction were received and publicly opened and read aloud at 10:30 AM, November 20, 2019. A copy of the Bid Summary Sheet is attached to this correspondence for your review. Five (5) sealed bids were submitted. They ranged from a low bid of $330,605.48 submitted by PM Construction and Rehab, LLC, of Pasadena, Texas; to a high of $470,820.69 submitted by Joe Funk Construction of Dallas, Texas. The engineer's estimate of cost for the construction was $340,791.50. Completion time was established in the bid documents at 75 calendar days. We submit that a recommendation be made to Tarrant County Commissioner's Court to award the construction contract to PM Construction & Rehab, LLC dba IPR South Central in the amount of their low bid of $330,605.48. Funds are available for the construction through Tarrant County in the total amount of$356,200.00. In any resolution on construction contract award, we recommend that the City Council include authorization for the City of Euless Staff and Tarrant County to issue change order(s) totaling an amount not to exceed five (5%) percent of the base contract amount ($16,530.00) without requiring formal action by the City Council and Commissioner's Court. As a matter of information, PM Construction has been active in sanitary sewer facility rehabilitation utilizing trenchless technology (pipe bursting) for 22 years. They currently operate fourteen (14) crews consisting of 8 to 9 employees per crew. The majority of their work has been in the greater Houston area, although they have . recently been awarded contracts in varying cities in the north Texas area (including Euless) and have to the best of our knowledge comlpeted same with out incident. Page 2 Representatives of PM advised us that they have reviewed the unit prices of their bid as well as those of the other bidders and they are comfortable with their bid prices as submitted. In addition, they advised us that their crew(s) working on this project would be quartered in hotels/motels in this area and would rotate at 3 week intervals. This is important since they will be available to address problems that might arise during non-working hours. Surety bonds (performance, payment, and maintenance bonds) are underwritten by Arch Insurance Company of Jersey City, New Jersey. The project is located in the west central part of the City in the Midway Park Additiion. The area is bounded by Ector Drive on the west, the Euless Post Office on the south, and Freestone and Limestone on the north. The project serves only residential properties and generally includes replacement by up-sizing deteriorated 6-inch vitrified clay tile and/or concrete pipe with 8-inch diameter high density polyethylene pipe by traditional open-trench, and pipe bursting (trenchless technology) methods. Reconnection of individual sewer services, replacement and/or rehabilitation of manholes, and other incidental construction items required for a complete project are included.
