ITEM 2 RECOMMENDATION — AMENDMENT TO UDC - #98-06-UDC -- ARTICLE V - DOFF STREET PARKING, LOADING AND DRIVEWAY STANDARDS' Consider a recommendation regarding a request by the City of Euless to amend Chapter 84 'Unified Development Lode" Article V "Off Street Parking, Loading and Driveway Standards," Section 84-201 'Off meet Parking" of the Cade of Ordinances of the City of Euless to modify paving standards, and is amend Chapter 84, Article 'ill "Landscaping, Fence_, Walls, Screening and Outdoor Storage Requirements," Section 84-336 "Screening Requirements"of the Lode of Ordinances of the City of Euless to modify pavement reinforcing standards for trash collection areas. PLANNING AND ZONING COMMISSION MARCH 2, "1999 MINUTES The Pre-Commission meeting of the Planning and Zoning Conir ission was called to order by Chairman Donald Young at 5:30 p.m- in the Building "C' Conference Room. Six members of the Planning and Zoning Commission were in attendance. PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS COUNCIL CHAMBERS. Chairman 'Young called the Planning and Zoning Commission meeting to order at 7:900 p,rr. for the consideration of scheduled items. He stated there were six members of the Planning and Zoning Commission present and that Commissioner Robert McMillan was absent. PLEDGE OF ALLEGIANCE AND INVOCATION: The Pledge of Allegiance was led by Commissioner Owens and the Invocation was given by Commissioner McNeese. APPROVAL OF MINUTES Commissioner Zahn requested a clarification of the minutes of the Planning and Zoning Commission meeting of February 2; 1999, correcting page 3 to say: "Commissioner Zahn stated he thought that was what happened off of South Pipeline, that in his f pinion the Commission made a mistake". Commissioner Owens asked to also amend page 4 to say: 4Commissioner Owens asked Mr. Bass if the Commission is working on anything with that developer tRydand Homesj, for example [Parer Ho#io�rv] entrances,,. Commissioner Zahn moved to approve the minutes with the corgections. Cori.missioner tartcNeese seconded the motion. Commissioner Owens complimented the way the minutes have been reflecting exactly that the Commission is doing. He stated he appreciated that. REGULAR AGENDA ITEM I PUBLIC HEARING -- AMENDMENT TO UDC - #98-€36-UDC -- ARTICLE V w "OFF STREET PARKING, LOADING AND DRIVEWAY STANDARDS" Public input regarding a request by the City of Euless to amend Chapter 84 "Unified Development Code' Article V "Off Street Parking, Loading and Driveway Standards." Section 84-2031 "Off Street Parking" of the Code of Ordinances of the City of Euless to modify paving standards, and to amend Chapter 84, Article VII "Landscaping. Fences, Walls, Screening and Outdoor Storage Requirements," Section 84-336 "Screening Requirements" of the Code of Ordinances of the City of Euless to modify pavement reinforcing standards for trash collection areas. Bo Bass, Director of Planning and Development, gave a brief description of the case and introduced Andrea Baxter, Assistant Director of Public storks Chairman Young opened the Public Hearing. Ms, Baxter stated staff recommended approval, She also requested that a stipulation be addend requiring a clarification as to whether the new standards woutd apply to new development only or to redevelopment as well. Chairman Young closed the Public Hearing. ITEM 2 RECOMMENDATION AMENDMENT TO UDC a #98-€36-UDC ARTICLE V a "OFF STREET PARKING, LOADING AND DRIVEWAY STANDARDS" Consider a recommendation regarding a request by the City of Euless to amend Chapter 84 "Unified Development Code" Article V "Off Street Parking, Loading and Driveway Standards,» Section 84-211 "Off Street Parking" of the Cade of Ordinances of the City of Euless to modify paving standards, and to amend Chapter 84, Article VII "Landscaping; Fences; �4Nalls, Screening and Outdoor Storage Requirements," Section 84-338 "Screening Requirements"of the Code of Ordinances of the City of Euless to modify pavement reinforcing standards for trash collection areas.. Commissioner Zahn stated he liked the product. PLANNIN'O AND ANIN6 COMMISSION plkf"11- 3 M"N't ME I's OF IMARO 12,19V4 Commissioner McNeese stated he wanted to make Sure. the Commission was clear on wnether existing residential (R-1) will have to meet the new standards. Andrea Baxter, Assistant Director of Public. Works, stated it was staffs tention for this ordinance that all newly platted subdivisions after the date the ordinance was accepted by City Council, would have to conform to these standards. She stated that staff was in the proc,ess of deciding how rehabilitation would be addressed. She stated that staffs intention was not to interfere on single or two family lots but to focus on fire lanes and parking lots that are used extensively. Commissioner Bright stated it looked fine to her, Commissioner Houk asked if this would be similar to sign ordinances where you must bring it up to standard if you replace 50% or 60% of it, Ms, Baxter answered that the City's intention was to take care of that in the revision of the Unified Development Code Article X, which covers all public improvements. Ms. Baxter also stated that this was a stop gap measure to get the City something While the details are worked out as to haw far to take the requirements when somebody would have to rebuild something with concrete that is currently asphalt. Commissioner Houk asked if this was a ministerial call. Ms. Baxter answered that -staff had attempted this before and it did not. work out too well. Commissioner Owens stated he hoped there were no negotiations allowed where "Ire ianes were concerned, and that the City should make sure the thickness will withstand the weight of large trucks, heavy equipment, etc. Ms. Baxter answered that Article X revisions wi-11:1 have scientific methods for determining what thickness of concrete, or asphalt (if asphalt was even allowed) would be permitted in rehabilitation situations. Commissioner Owens stated that the City should realize that when these kinds of situations are put on new developments, the City would be driving away businesses that can not afford it. He continued that Highway 10 is a good example, He stated that the City has some places that are going down and are going to be re-developed and if You apply the standards that the City has been setting to those little businesses, the only thing that would be left was a bulldozer. Commissioner Owens stated he would hate to see the Cilby go to nothing but big corporate giants because the City was built on little Mom and Pop operations. Commissioner Owens asked the Fire Marshal what he thought of this. Michael Logan, Fire Marshal, answered that his department was in favor of the new standards, and that they were hoping fior greater longevity on the texture and structure, of the fire lanes. Chairman Young asked Ms. Baxter regarding Table 5-A-1 what percentage of time stabilization was required. Ms. Baxter answered that generally a minimum of 6% was required. Chairman Young requested the insertion of that percentage into the ordinance. Chairman Young also stated it would probably be a good idea to add a grandfather clause to Section Two of the ordinance to say "excepting single family structures in existence prior to the effective date of this ordinance". Commissioner Zahn moved to approve the amendment of Unified Development Code Article V with the changes requested by Chairman Young. Commissioner Owens seconded the motion. ITEM 3 REPORTS Commissioner Owens stated he wants the Commissioners to receive the case status report every month. Bo Bass. Director of Planning and Development, stated that this was an oversight and it would be provided in the future. Commissioner Owens stated that the Commission might consider an amendment to the Sian Ordinance in the Unified Development Code that would allow permanent off premise signs or directional signs, and that probably the City would need this for the 121 area. Commissioner Owens stated that for example people do not know wlhere, the Raven's Grille is located because there are no signs. Commissioner Owens stated that the Simmons Park drainage ditch is very hard to maintain, and that he would like to see some hind of maintenance on a regular basis, it would dive the feeling that it is not just an abandoned area. Andrea Baxter, Assistant Director of Public Works, stated she would pass the word along. Mr, Bass stated that staff would look into the off premise sign issue, and that he especially saw a need on S.H. 121 because of the depth of the property.
