MAY 4, 1999
MINUTES
The Pre-Commission meeting of the Planning and Zoning Commission was called to
order by Chairman Ronald Young at 5:30 p.m. in the Building "r" Conference Room. Six
members of the Planning and Zoning Commission were in attendance.
PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS -
COUNCIL CHAMBERS.
Chairman Young called the Planning and Zoning Commission meeting to order at 7:00
p.m. for the consideration of scheduled items. He stated there were six members of the
Planning and Zoning Commission present and that Commissioner Katherine Houk was
absent.

PLEDGE OF ALLEGIANCE AND INVOCATION: The Pledge of Allegiance was led by
Commissioner McMillon and the Invocation was given by Commissioner Owens.
APPROVAL OF MINUTES
Commissioner Owens moved to approve the minutes of April 24, 1999, Commissioner
McNeese seconded the motion.
The vote was as follows:
Ayes: Chairman Young, Commissioners McMillon, McNeese, Owens, Bright,
Zahn
Nays: None
The motion carried.

Public input regarding the request for a replat of Bear Creek Villas I
Addition, Block A, Lot 1 And Woodcreek Addition, Block G, Lot 1 Into
Harwood Courts Addition Phase 11, Block B, Lots 1-24, Block C, Lots 1-8,
Block D, Lots 1-16, Block E, Lots 1-9, Block F, Lots 1-24, and parcels A
through J (private street and common open space) in the current PD
#1357 (Planned Development for small lot single family gated
development) zoning located north of E. Denton Drive and south of E.
Harwood Road.
Carol Griffith, Planning Services Manager, gave a brief description of the case and
stated that the developer has signed a development agreement with the City and
provided a letter of credit. Ms. Griffith also stated that a Planned Development and
Specific Use Permit for this development were approved by City Council on April 27,
1999,
Chairman Young opened the Public Hearing and asked the applicant to come forward
to answer questions. Henry Rahmani, 1502 Alberi Drive, Euless, Texas, came to the
podium.
Commissioner McNeese asked the applicant how Ayra Corporation is connected to
Henry Rahmani and Monarch Development. Mr. Rahmani answered that he is the
100% owner of Ayra Corporation, which is doing business as Monarch Development.
Commissioner Owens asked that the minutes would state that there were no major
changes from what had been reflected on the SUP, just "housekeeping" type changes
but no lot changes,
Chairman Young closed the Public Hearing.

Chairman Young asked Ms. Griffith if the corrections to the plat had any conflict with any
of the requirements of the SUP. Ms. Griffith answered that the two are consistent.
Chairman Young asked Andrea Baxter, Assistant Director of Public Works and
Engineering if the engineering plans were complete. Ms. Baxter answered they are
substantially complete. Commissioner Owens asked Ms. Baxter what she meant by
"substantially Ms. Baxter answered that meant that the standard details had not been
attached yet.
Commissioner McMillon made the motion to approve Final Replat case #99-65-RP.
Commissioner McNeese seconded the motion.
The vote was as follows:
Ayes: Chairman Young; Commissioners McMillon, McNeese, Bright, Owens,
Zahn
Nays: None
The motion carried.
Mr. Rahmani complimented the City Staff for their hard and excellent work and pleasant
attitudes,

Carol Griffith, Planning Services Manager, gage a brief description of the case and
stated that the City Engineer had issued the letter of satisfactory completion of public
improvements.
Chairman Young opened the Public Hearing.
There being no speakers present for or against this case other than the applicant,
Chairman Young closed the Public Hearing.

Chairman Young asked staff if the public improvement plans were complete. Ms.
Baxter answered that the public improvements were in and acceptable and all
documents required for the completion of the project had been received.
Commissioner Owens stated that the finished product is above what he was expecting.
Commissioner McMillon stated he is proud to see this development in that location and
that to him it looked as a very first class operation.
Commissioner McMi€lon made the motion to approve Replat case #99-46-RP.
Commissioner Zahn seconded the motion.
The vote was as follows:
Ayes: Chairman Young, Commissioners McMillan, McNeese, Bright, Owens,
Zahn
Plays: None
The motion carried.
Commissioner Owens complimented Ms. Griffith on her presentation.
