HomeMy WebLinkAbout2020-01-14 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, January 14, 2020 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:32 p.m. on Tuesday, January 14, 2020, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Jeremy Tompkins, Council Members Tim Stinneford, Eddie Price, Perry Bynum, Harry Zimmer, and Salman Bhojani. During the Precouncil meeting: Mayor Martin expressed her appreciation to everyone for their thoughts and prayers following her recent surgery and stated that she is healing well. r Council Member Harry Zimmer advised that he appreciated City staff and the notifications sent on Friday, January 10, 2020, during the inclement weather. City Manager Loretta Getchell welcomed Mayor Martin back following surgery and wished a happy birthday to Mayor Pro Tem Jeremy Tompkins, City Attorney Wayne Olson, Director of Parks and Community Services Ray McDonald, and Texas Star General Manager Glenda Hartsell-Shelton. y Deputy City Manager Bob Freeman announced that he will retire on February 28, 2020, after 40 years of service to the City of Euless. City Manager Getchell reviewed the regular agenda. Finance Director Janina Jewell introduced Boyd London, Managing Director, Hilltop Securities Inc., and Paul Braden, Head of Public Finance, Norton Rose Fulbright US LLP, in relation to Agenda Item #10. Mr. London provided a brief overview of the bond sale and advised that the City received a 2.22 percent rate on the bond issuance for a 20 year term. Fire Chief Wes Rhodes presented the Fire Department update for the year-end 2019, including total dollar loss, response times, Mutual Aid, Fire Marshall statistics, and social media outreach and statistics. Risk Manager Connie Scott presented the proposed updates to the City's Americans with Disabilities Act (ADA) Transition Plan including completed projects and projects that have been scheduled for future years. She advised that the proposed plan will be presented for City Council consideration at the January 28, 2020 City Council meeting. PLEDGES OF ALLEGIANCE Council Member Tim Stinneford led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE YEAR FOR 2019 Police Chief Mike Brown introduced Police Corporal Brian Brennan. Brian was accompanied by his wife, Melissa, daughters, Keelyn and Chloe, and members of the Police Department. Mayor Martin presented Brian with a plaque commemorating his selection as Employee of the Year for 2019. ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS Police Chief Brown introduced Patrol Secretary Kathy Bowden. Kathy was accompanied by her husband, Eric, daughter, Addison, and members of the Police Department. Mayor Martin presented Kathy with a service pin commemorating her 10 years of service with the City. Police Chief Brown introduced Inspector I Bridgette Cannon. Bridgette was accompanied by her sister, Brittanya, nephew, Izaiyah, friends, Chelsea Evans, Karen Douglass, Seve Carnera, and members of the Code Compliance/Police Department. Mayor Martin presented Bridgette with a service pin commemorating her 15 years of service with the City. Police Chief Brown introduced Police Sergeant Jermaine Montgomery. Jermaine was accompanied by his wife, Jennifer, sons, Zander and Colston, and members of the Police Department. Mayor Martin presented Jermaine with a service pin commemorating his 20 years of service with the City. Police Chief Brown introduced Police Lieutenant Brenda Alvarado. Brenda was accompanied by her husband, Irving, son, Brody, mother, Cheryl Moore, father, Travis Moore, aunt, Kim Shultz, uncle, Don Shultz, and members of the Police Department. Mayor Martin presented Brenda with a service pin commemorating her 20 years of service with the City. Council Minutes Page 4 of 8 January 14, 2020 CONSENT AGENDA (items 3 through 9) Mayor Martin asked Assistant City Manager Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 3 through 9. Mayor Pro Tem Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Tompkins, Council Members Stinneford, Price, Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 3. AUTHORIZED RENEWAL OF A CONTRACT Authorized renewal of a contract for Emergency Medical Services (EMS) billing and EMS report writing services with Wittman Enterprises, 11093 Sun Center Drive, Rancho Cordova, California. The contract provided an initial three year term with an option to renew for two additional years. ITEM NO. 4. AUTHORIZED PURCHASE OF CARPET AND TILE FOR THE TEXAS STAR GOLF COURSE CONFERENCE CENTRE AND CLUBHOUSE Authorized the purchase of carpet and tile including removal and installation of floor covering for the Texas Star Golf Course Clubhouse and Conference Centre through the BuyBoard Purchasing Cooperative contract #561-18 from Vector Concepts, 9010 North Royal Lane #110, Irving, Texas. The estimated expenditure is $73,655. ITEM NO. 5. APPROVED AWARD OF BID NO. 001-20 Approved award of Bid No. 001-20, for a construction contract to Bean Electrical, Inc., 821 East Enon Avenue, Fort Worth, Texas, for the traffic signal and roadway improvements at the intersection of Heritage Avenue and Cheek-Sparger Road, in the amount of $519,279.75, less Change Order No. 1-Value Engineering, a deduction of $16,951.00, for a total net amount of $502,328.75, and authorized the City Manager to enter into a contract with Bean Electrical, Inc. ITEM NO. 6. APPROVED RESOLUTION NO. 20-1563 Approved Resolution No. 20-1563, approving the Tarrant County Hazard Mitigation Action Plan January 2020 local mitigation strategy. The Disaster Mitigation Act of 2000 and Federal Emergency Management Agency (FEMA) require local communities to adopt Council Minutes Page 5 of 8 January 14, 2020 a Hazard Mitigation Plan in order to be eligible for pre-disaster and post-disaster federal funding for mitigation purposes. Hazard Mitigation Plans are to be approved at least every five years for jurisdictions to maintain eligibility for funding. ITEM NO. 7. APPROVED RESOLUTION NO. 20-1566 Approved Resolution No. 20-1566, adopting the City of Euless Proposed Budget Calendar for Fiscal Year 2020-2021, including the Crime Control and Prevention District and the Euless Development Corporation Budgets. ITEM NO. 8. APPROVED RESOLUTION NO. 20-1567 Approved Resolution No. 20-1567, rescheduling the meeting of Tuesday, August 25, 2020, to Monday, August 24, 2020. ITEM NO. 9. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the special called meeting of December 17, 2019. REGULAR AGENDA ITEM NO. 10. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2235 Finance Director Jewell advised that Ordinance No. 2235 authorizes the issuance of Certificates of Obligation not to exceed $7,115,000 which will fund the demolition of Fire Station No.1 and the professional services and construction of a new 12,000 to 15,000 square foot fire station. The Certificates of Obligation received a 2.22 percent interest rate. Council Member Bhojani motioned to approve Ordinance No. 2235, related to the issuance and sale of "City of Euless, Texas, Tax and Waterworks and Sewer System (Limited Pledge) Revenue Certificates of Obligation, Series 2020." Council Member Bynum seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Tompkins, Council Members Stinneford, Price, Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. APPROVED RESOLUTION NO. 20-1564 City Secretary Kim Sutter advised that the Tarrant County Commissioners Court authorized the purchase of a new voting system, including the necessary equipment to be used in the Countywide-voting program. Section 123.001 of the Texas Election Code requires that before a voting system may be used in an election, the governing body of the political subdivision ordering the election must adopt the system for use in the election. Since the City of Euless contracts with Tarrant County Elections to provide election services, including the programming and use of the necessary equipment, the City Council is required to adopt the new voting system prior to utilizing the system in an election. Council Member Price motioned to approve Resolution No. 20-1564, authorizing the adoption of the Hart Intercivic Verity System v.2.3.1 as the voting system to be used in all forms of voting in the City of Euless. Council Member Zimmer seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Tompkins, Council Members Stinneford, Price, Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 12. APPROVED RESOLUTION NO. 20-1565 City Secretary Sutter advised that a general election will be held Saturday, May 2, 2020, for the offices of Mayor and City Council Members, Place 2 and Place 4 at the Euless Family Life Senior Center. The candidate filing period for a place on the ballot will begin Wednesday, January 15, 2020, at 8:00 a.m. through Friday, February 14, 2020, at 5:00 p.m. Council Member Stinneford motioned to approve Resolution No. 19-1565, calling a general election for May 2, 2020, for the offices of Mayor and City Council Members, Place 2 and Place 4 and authorizing a contract with Tarrant County to furnish election services and equipment. Council Member Bhojani seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford, Price, Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. APPROVED RESOLUTION NO. 20-1568 Mayor Pro Tern Tompkins motioned to approve Resolution No. 20-1568, requesting the Zoning Board of Adjustment to initiate amortization proceedings for the property located -- at 1451 West Euless Boulevard, Cresthaven Addition, Block 2, Lot A, Euless, Texas, Mid City Inn. Council Member Bynum seconded the motion. - - Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford, Price, Bynum, Zimmer, and Bhojani Nays: None Mayor Martin declared the motion carried. ITEM NO. 14. PUBLIC COMMENTS Tamma Gunn, 1504 El Camino Real, Euless, expressed concern regarding sewage issues in her neighborhood. Cathina Gunn-Rosas, 1505 Shady Creek Drive, Euless, property owner along El Camino Real, expressed her support for Ms. Gunn and the sewage issues mentioned. ITEM NO. 15. REPORTS City Manager No report given. City Attorney No report given. City Council Council Member Bynum expressed his appreciation to City staff for their hard work during recent storms. Mayor Martin expressed her appreciation at being allowed to serve as Mayor for the last six years and announced her intention to file to run for mayor again when the filing period for a place on the ballot opens Wednesday, January 15, 2020.
