MEETING OF NOVEMBER 7, 2019

The Teen Court Advisory Board of the cities of Hurst, Euless and Bedford, Texas met at 6:00
p.m. at Bedford City Hall on the 7th day of November 2019, with the following members present:
HURST: Lorrie Dickerson, Nancy Welton
EULESS: Robin Edwards
BEDFORD: Phoenix Sheffield, Kathleen Toms

MEMBERS NOT PRESENT: Bien Camungol, Diana Howard, Renu Sloan, Jeannette Cook,
CALL TO ORDER
Chairperson Kathleen Toms called the meeting to order at 6:04 p.m. with a quorum of five Board
Members present.
1. Consider approval of the following Teen Court Advisory Board minutes:
a) October 3, 2019 Regular Meeting
b) October 3, 2019 Gala Committee Meeting
Nancy Welton made a motion to approve the October 3, 2019 Regular Meeting and the Gala
Committee Meeting minutes and Lorrie Dickerson seconded the motion and all were in favor.
2. Introductions
Nancy Welton, Alternate Place 1 for the City of Hurst, was present. She explained that she
previously served on the Hurst City Council and loves the City of Hurst.
City of Bedford Councilman, Roger Fisher was present and was introduced.
OLD BUSINESS
3. Discuss and possibly take action on items as they relate to 2020 annual Teen Court
Scholarship Gala.
Chairperson Kathleen Toms mentioned that the menu for the Teen Court Scholarship Gala will
be a buffet -style and Teen Court Coordinator Mindy Eichorst will be checking with Texas Star
Conference Events Coordinator to see if there can be two options for food. An idea had come
up in the Gala Committee meeting to possibly have a raffle along with the silent auction. The
raffle would consist of donated items and the Advisory Board Members and volunteers could
sell raffle tickets. Councilman Fisher spoke up and mentioned that a new law just passed about
selling raffle tickets at events. He mentioned that Teen Court may want to check with the City of
Bedford's City Attorney see how the law reads. Phoenix Sheffield made a motion to have both
the silent auction and the raffle at the Teen Court Scholarship Gala, Lorrie Dickerson seconded
the motion and all were in favor.
4. Discuss and possibly take action on a list of Advisory Board Member's commitment to HEB
Teen Court.
Teen Court Coordinator Mindy Eichorst handed out a list of guidelines and duties of the HEB
Teen Court Advisory Board Members. The Advisory Board Members discussed and created a
list at the previous Advisory Board Meeting. The Advisory Board Members looked over the list
and Robin Edwards made a motion to use the new list of guidelines and Nancy Welton
seconded the motion. All were in favor.
NEW BUSINESS
5. Discuss and possibly take action on a date for the next Teen Court Gala Committee
Meeting.
The next Teen Court Gala Committee Meeting will be on Thursday, January 9, 2020 at 5:00 p.m. at
Bedford City Hall, upstairs conference room.
6. Discuss and possibly take action on a date for the next Teen Court Advisory Board Meeting.
The next Advisory Board Meeting will be on January 9, 2020 at 6:00 p.m. at Bedford City Hall,
upstairs conference room. Lorrie Dickerson made a motion and Phoenix Sheffield seconded
the motion. All were in favor.
Teen Court Coordinator Mindy Eichorst went over the Coordinator Report and the Revenue and
Expenditures of the Teen Court Scholarship Fund.
ADJOURNMENT
Robin Edwards entered a motion for the meeting to be adjourned and Nancy Welton seconded
the motion and all voted in favor. The meeting was adjourned at 6:39 p.m.
