EULESS LIBRARY BOARD
MINUTES
November 7, 1996
Chairperson Wesley Scott called the Euless Library Board meeting to order, at 7:10 p.m.

DISPOSITION OF MINUTES OF PREVIOUS MEETING;
Minutes of the October 3, 1996, meeting were received and approved.
MISCELLANEOUS
Fee for non-resident, Euless Library users, from a city with which the Euless Library
does not have a mutual exchange agreement, is a$5.00 punchcard. Each use requires
a .25 cent punch out of the card.
REPORT OF LIBRARY DIRECTOR
Mrs. Yarbrough reported October 1996 circulation information, New registrations:
1,427. Nineteen out of the city and 0 out of the county. Active Library Cards: 9,379
Total Holdings: 61,838. Reference questions answered: 1,726. Videocassettes
circulated: 3,090. There were 40 requests for Interlibrary loans; 35 items were
received. Genealogy sign-ins: Total 86 of which 48 were Euless residents. Walk-in
traffic was 9,948 and in-house use of materials 3,893. Total Volunteers for October were
10 with total hours contributed 87.
Programs: Storytime Sessions were 29 with 412 children and 103 adults attending.
Special Programs & Tours, Month of October:
There were two Halloween Puppet Shows with 81 children and 43 adults attending.
There were two tours to Rainbow Pre-school and Boy Scouts with 49 children and
13 adults.
Mrs. Yarbrough attended the following meetings in September 1996:
1. Let's Talk about Books.
2. Met with Sculptor, Mayor and Architect.
3. Attended Grand Opening of Ft. Worth East Regional Library.
4. Attended Friends of the Library Meeting.
5. Hosted PLANT Meeting.
6. Grand Opening and following activities.
7. Foundation Executive Committee.
8. Gala.
9. Meeting concerning Feb 22-23, Friends of the Library Book Sale at North
Hills Mall, with Vickie Scott in charge.
OTHER REPORTS
1. Reference Librarians trained on News Bank (reference CD ROM).
2. All Staff attended City Benefit Fair.
3. Sheila Williams and Sherry Moeller attended workshop in Waco on Internet.
4. Seventy Eight calls for precinct numbers on Election Day.
5. Letter from Elizabeth Draper reporting positive results from pre-school
storytime at Recreation Center.
OLD BUSINESS:
The Library Grand Opening was attended by about 200 persons. The event was a
big success, very well executed and well received by attendees.
NEW BUSINESS:
House Bill 2128, the Telecommunications Infrastructure Fund (TIF) makes funds
available to establish shared information infrastructure. A consortium is being formed
to be known as Information for Citizens Network of Northeast Tarrant County, to foster
the creation of a shared information infrastructure. Alice Ernest made a motion, "That
the Euless Library board recommend or request to City Council the Library's inclusion
in an interlocal agreement for a shared information infrastructure." Betty Fuller
seconded the motion. Motion was approved, unanimously by board members.
CITIZEN INPUT:
Carl Miller, Physical Education Teacher, South Euless Elementary School, presented
a problem being experienced by certain students attending South Euless Elementary
School, who reside outside the City of Euless. These students, as non-residents, are
unable to check out books from the Euless Public Library without paying a fee. Betty
Fuller made a motion "That non-resident children attending schools located within the
bounderies of the City of Euless, be granted Euless Public Library free privileges" and
that the same privilege be granted to the student's immediate family. This recommend-
ation of the Euless Library board will be sent to the Euless City Council for consideration
and for any necessary changes to the existing City of Euless Ordinances. Alice Ernest
seconded the motion. Motion was unanimously approved by Board Members.
There being no further business, Chairperson Wesley Scott adjourned the meeting
at 8:55 p.m.
