BOARD OF RUSTEES
Regular Meeting
April 1 , 1976
CALL TO ORDER
The meeting was called to order by Chairman Roy
Blood at 7:30 PM in the Fuller Room of the Library. Members
attending: Roy Blood, Kay Fuller, Bill McCray, Dottie Ragley,
and Barbara Zieschang. Member absent: Jo Ingram.
Also attending, Mrs . Geneva Armstrong , Librarian and
Mayor Pro Tem `.'illie iae McCormick.

No corrections forthcoming , hay Fuller moved approval
of the March minutes as written, seconded by Bill YcCray. the
Chairman called for the vote , all ayes. The minutes were
accepted and approved as written.
LIBRA ZIAN'S R_JPORT - Frs. Armstrong
`re have 28 new sections of shelves going in at this
date plus new shelving for the workroom. The circulation
record was corrected for February at +11 .2; and for March ,
+13. 5 over the first six month of FY1975.
A new Manpower employee, Tammy Pearson, is a deaf-mute,
an enthusiastic , eager and interested young lady. She will
be trained to read shelves and file books .
Texas Library Association Convention will be held in
Houston next week Tuesday through Saturday. Mrs. Armstrong
and Mrs. Meal will attend.
_'.pother co- lection-on-loan (3 month) has gone to
Lakewood Elementary school and the principal at Midway Park
Elementary has requested information on the program.
The Adult Basic Education classes are going well.
Twelve persons have received Graduate Equivilancy Diplomas
(high school) since the pr.ogramt inception in October.
Euless Public Library received $5,460 from :arrant
County for 1976. A letter of thanks will be sent by the
Marc:o _ S.ecr: tary.
At the Tarrant Regional Library Association meeting
in ',:arch, three candidates for County Commissioner, Prec. 3 ,
attended.
FORT FORTH RESOURCE SYSTEM - Barbara Zieschang
A meeting called March 23 (Arlin ton) was for the
presentation of the biennial 1978-79 proposed program to be
sent to the Texas State Library for approval. Since the
merbership and the Council had not received the material
ahead of time , the membership voted to appoint a select commit-
tee to meet with representatives from Council and Ir. Duncan,
Library System Service Coordinator , to go over the program
and recommend any changes to Council. The co_ mittee consisting
of Jack Corliss (Arl. ) , Joella Orr (Denton) , Saida Yoder ('U:reather-
ford) , Dan Cunningham (Hurst) , Pat Morton (Ft. Worth and MRCouncil)
and Dan Reynolds (Arl. and MRCouncil) met in Denton on March 25,
and recommended delttion of one full librarian unfer the Services

to the Elderly, and general acceptance of the proposed program
keeping in mind that the first two programs : Planning, Guidance
and Counseling; and Collection Enrichment shall have priority,
in the event of any changes. The Film Library Should rank
next in importance , and a study should be made as to the feasibility
and implementation of Services to the Elderly and Books By
/ ail- during FY 177.
Props The Council met in Arlington on March 31 and approved the
'ed Program for Biennial 1978-79 as recommended by the
Select Committee. The detailed Program for 1977 was presented
to us by Yr. Duncan. The Council voted to accept only the
first three programs , Planning and Guidance (Counseling),,
Collection Enrichment , and Film Library Serviee with the
recommendation that the study on Services to the Elderly and
Books B Mail be conducted possibly ; by Dr. Corbin of UTSU
or similar cost approx. F5,000) . hr. Duncan had listed both
programs under 1977 with ) ,2,000 start up costs iT'c_ich the
Council felt was not compatible with the needs expressed by
the membership for 1977.

BOCK SALE at North East Mall April 9 and 10 (Friday, Apr. 9
6 PM - 9 PM; Saturday, Apr. 10 , 12 noon - 3 PM, 3 PM to 6 PM. )
Anyone who can help with the sale at any of the tines listed
call Sis Perkins and sign up.
At the executive meeting last week, the Board voted to
change the constitution to conform to IRS requirements and rake
provisions for special meetings during the year , if needed.
The General Meeting will be held April 21 , 10 AY at
Soto Grande Club for members and prospective members. Don
Uilkins
will give a musical program: Songs of :;arly America .
Any books/magazines left over from the Sale will be offered
for sale at the Sidewalk Sale to be held on the rotunda at the
City Complex on May 22.
GENEALOGY ROOM PROJECT - Bill M_cCray
The sale of the machinery and removal of same brought
the City 2,000 which has been allocated to the Genealogy Room.
Project. Unfortunately, the Salvage company did not take the
machinery in the Library. This mass of metal will have to be
cut away from the wall and into pieces of a size to be handled
and trucked away. The Ci tNT wil 7 help with trucking and disposal.
It 's possible that the Fire Department might help with the
cutting , as they would need to be present anyway during such
an activity on City property. Bill enlisted Roy Blood 's aid
in locating cutting torches. As soon as a date is set , the
Board will be notified to collect help to move the pieces out
of the building where they can be loaded into the trucks.

will remove the cement pad on which the machinery sets which
will give us a level floor.
Bill said a buyer is interested in paying 25 each for
the electric motors which the buyer will haul away.
