Members attending: :goy Blood Bill KcCray Dottie Ragley Barbara Zieschang Berbers absent: Jo Ingram and hay Fuller (Kay called in her excuse. ) Also attending, Irs Barbara Thompson, acting for I'.rs . AI': OVAL (J NITriTpZ - December Ieeting Bo objedtions or corrections forthcoring, the Chairman declared the minutes to the December meeting approved as written. LIB ' UUAIJ 'S RAPORT The circulation 2-cord shows an increase of 6.3% over the first four months of the last fiscal Near. The carrels for the Adult Basic education have arrived and are in service. Five persons have graduated and received their GED (high school equivilance certificate) . There are 10 peuile now registered and engaged in study under the ABE. GENE 1L0GY BOON P- OJECT - Bill IcCray The initial bid on the obsolete heating equip- ment in the City Complex should be submitted soon. This will open the situation to other bidders and hopefully the machinery will be cleared away. Discussion of the work needed to remove the cement pad and level the floor revealed the type of help we will try to provide when the time comes. The Board a =reed that Bill 's knowledge of the "who ' s" and "what 's" in generating bidding and removal of the machinery is greatly appreciated. We understand the Hi-Centennial Corsittee is interested in helping with the Room as soon as the rr.ac}rinery is removed. FRIEI1DS OF THE EUI USS LIBRARY - Dottie Ra;;ley A Book Sale is scheduled for National Library LIBRARY BCARD - Feb. 5, 1975 - Page 2 Week (April 9-10) at Northi:e.st Fall. lionations for the sale are being collected now and may be brought to the Library. Especially needed are children's book, cook books , encyclo- pedias , and religious books (no Reader ' s Digests , please) . The FRIbiTUS urge everyone to help collect books for the sale and propogeto the news . Although the news m edia had stated a cut in funding to libraries in the County, the Court seemed willing to reconsider, and a news announcement during the week indicated full funding as requested ( 5; increase) . Final word from the Court itself has not been received. I AJOR FLaSOTJRCE SYSTEM - Barbara Zieschang The program for 1976 is triune: I Planning , Guidance, Counseling; II Collection Enrichment; III System Film Circuit. Total funding for. FY1976 will come from two sources : LSA State Funds 109, 525 (38.7%) , and LSCA Federal Funds $173 625 (61 .3 ) . The Breakdown of costs by package unit: I, b'+5,()87 ( 16.2 ) ; II , ;:151 ,986 ( 53 . 7;) ; III , $85,277 (30. 1 . A new method of credit allocation to member libraries for Coll< ction in.ri.chrient will be based on ( 1 ) a basic grant ( i1 ,380 . 55) , (2)an allowance for low per capita , (3) an allowance for high activity, an allowance for low volume count (below 11 ,000 v. ) . This means that some of the libraries who are generating funding from their cities and counties may receive less than last years funding which was based on of population plus some extra at the end of the FY. If the System 's function is to promote better Library .%ervi_ce thro: ghout the System of 21 counties , then other considerations than population count must be made on all levels of service. Until basic reference and technical materials are availai,le from all our members , we cannot begin to offer even minimal library service to the people of our System . The Planning and Guidance team is working with the 20+ members who are striving to place basic materials in their libraries and plan for continuing collections . The Library Systems Staff consists of three faster or Library Science consultants who travel over the System for on-site work sessions and counseling . They also offer Workshops on the several special aspects of library science each member must use (circulation, carding and indexing , culling and planning , etc . ) . Travel expenses are also paid by the System. Two clerical workers are kept busy full time processing requisitions and preparing materials for counseling and workshops . (See attached sheets for more detailed information on allocation and funding information. ) Texas State Library has instituted policy regarding Inter- Library Loan than non-members of the System are not entitled L1- 3 ir?CTY BOA RD - Feb. 6, 1976 - Page 3 to this service and that all r. eguests rust be processed through the i R Center Library. In Terrant County, our libraries have traditionally shared resources , and at the January "Warrant Regional Library Association meeting , the size two libraries voted unanimously to continue ILL service to the size threes formerly assigned to them, whether they have achieved ITS r ersbers lip or not. hope that Denton and Cleburne , the other two size two 's in our System will also continue to provi e service to their smaller neighbors . Although this roans :-nerally peying for this service through local funding , the duality of library service to the people is much imrroved, the efforts toward better service is engendered, and lines of coomunication remain open and the System functions better. Since ILL is a service directly to citizens , it 's also excellent public re- lations for libraries as information centers . The ''1orkshons and Counseling are mainly hidden benefits as far as the gen- eral public is concerned. CIF ES - C-T T, TO SURVEY IN YID-`,IT1 r'S T]f C+ The Feb. 5 lid-Cities ;hews published an inter- view survey on the front page concerning the decline of reading activity among citizens of HEB. Dottie Ragley urged that a letter of protest be sent and a request for a view from the active readers. The Secretary will do so.
