BOARD OF TRUSTEES
Regular Meeting
March 13, 1975
CALL TO ORDER
The meeting was called to order at 7: 55 PM
by Hugh Waite, Chairman. Members attending, as follows:
Hugh Waite, Carl Hankins, Jo Ingram, and Barbara Zieschang.
Members absent, but both hating notified the Board of previous
appointments: Dottie Ragley and Kay Fuller.
Also attending, Mrs. Geneva Armstrong, Librarian;
and Mrs . Willie Mae McCormick, City Council.
MINUTES TO February 6 Meeting APPROVED
Jo Ingram moved that the minutes to the Feb. 6
meeting be approved as written, seconded by Carl Hankins. No
objections or discussion forthcoming, the Chair called for the
vote which was as follows:
Ayes: all members present
Nays: none
The Chair declared the minutes approved as written.
LIBRARIAN'S REPORT - Mrs. Armstrong
The circulation record shows overall use of the
Library down .05% under the first five month of FY 74. Discussion
brought out the sudden increase this time last year apparently
due to the newletter and questionaire sent out by the Library.
It will be interesting to observe the effect of the newsletter
just recently sent out on next month 's circulation figures.
320 incoming telephone calls have been received
(requests for material, research and reference) ; 219 outgoing
calls were made during February (notification of late books,
reserved books, reference, etc.) .
Plans for Open House this Sunday (March 16)
are set. The FRIENDS will have a decorated table in the
Library to attract members and activity.
339 new books have been shelved during February.
The FRIENDS Book Sale due to operate during National Library
Week in April has been postponed. The manager of Nottheast Mall
prefers that the Libraries conduct their Book Sales one at a time.
Discussion revealed that this will probably be better anyhow
as each Library will have the weekend shoppers attention
individually. A box for donations of books for the Book Sale
will be set up in the Library shortly. Paperback books sell
very well at these Book Sales and are particularly welcome for
thid purpose.
Trustees are urged to attend the relevant
sessions and workshops during the TLA Convention April 1-5.
A special session for Trustees will be held in Richardson
on Saturday morning, April 5. Consult your notice from TLA
or call the Library for information.
The Nathaniel Mills DAR have agreed to donate
two books per year on genellggy to the Library.
The Library will be short staffed during the
TLA sessions and workshops April 1-5, but there will be at least
two and sometimes three staff present.

The ramps both to the parking areas and
up the main steps are now installed, and were put to use
while the railings were in process of being set. Not only
are they of benefit to our handicapped patrons , but also to
those who come with arms full of books and materials for
Community Center activities.
FORT WORTH MAJOR RESOURCE COUNCIL - Barbara Zieschan ,
A meeting was held on February 27 concerning
plans for the coming year, a report on the financial situation
both the Project and State legislature deliberations , a report
on activity of Planning & Counseling Task Force, and to set the
date for election of two Council seats now held by Dan Reynolds
of Arlington and Louis Pitcock of Graham. Previously members
of the MRS had been consulted by mail or phone regarding progress
and suggestions concerning the Project. This time, I went to
the Tarrant Regional Library Association meeting on Feb. 21 ,
and consulted with three Size 2 libraries and eight Size 3 's.
For the first time they were able to hear the problems and advantages
of the Project from the differing sizes, types, and requirements
of libraries in the membership. I brought back over a dozen
suggestions from the group, but the understanding and communica-
tion engendered by open discussion among members was the most
valuable factor in this meeting. Admittedly only eleven of the
28 libraries were represented, however, the different aspects and
needs were clearly spoken to, and the overall effect was one of
good representation.
A Delegates Meeting is scheduled for May 8
for election of two Council seats. A meeting will be scheduled
by TSL regarding the Library Systems Act, especially as it
concerns membership requirements and distribution of funds, in
April. Notification of the meeting will be sent to all MRS
member libraries.
FRIENDS LIAISON - Dottie Ragley
Dottie sent word that the organization meeting
has been held and a nucleus of interested people are ready to
go to work. A meeting for election of officers will be held
soon. The FRIENDS will man a decorated membership table in
the Library during Open House. Anyone with ideas, memberships,
or contribution should contact Sis Perkins, 283-5429.
TARRANT COUNTY LIBRARY STUDY COMMITTEE - Hugh Waite
We are assured that the requested 5% across the board
increase has been budgeted by the Commissioners ' Court. Whether
the policy has been accepted and will be put into use remains to
be seen.
BI-CENTENNIAL COMMISSION - Carl Hankins
The Chairman of the Bi-Centennial Commission in
EULESS LIBRARY BOARD OF TRUSTEES - March 13 , 1975 - Page 3
Euless appeared before the Euless City Council March 11 and
obtained permission to erect the Sundial in the center of
the grass rotunda which is encircled by the City Complex.
Funding for the Sundial is being developed at no cost to the City.
Erickson Memorial (fabricators of Sundial) have approved the
location for effective and practical use of the timepiece.
Dub Elliott, engineer and member of the Euless Bi-Centennial
Commission, deserves a lot of credit for this project.
The Bridge is now in place at South Euless
Park, and is being used by the students of South Euless Elementary
and their families.
A grant of $1 ,200 for books on genealogy from
the Texas Bi-Centennial Commission has been matched by the City.
That makes a $2,400 book fund to obtain volumes from a list
made by Sis Perkins, who has been involved in genealogy research
and is a member of DAR, Bi-Centennial, FRIENDS OF TEE EULESS
PUBLIC LIBRARY, and many other organizations.
Three designs for the Euless Bi-Centennial
Medallion have been received by the committee. The termination
date for this contest is April' 1 .
Two projects still being evaluated are the Log
Cabin from the Fort Worth Historical Society and a Pavillion for
West Park.
CHARTER REVISION COMMITTEE - Jo Ingram
Participation in this committee was rewarding,
but exhausting due to time spent and technical matters discussed
and voted on. The City Attourney was effective in his presentation
of the facts and his recommendations were followed by the
committee.to bring the City Charter in line with stated State and
Federal law.
FILM PROGRAM - Hugh Waite
The first of the Film Programs to be sponsored
by the Board will be shown on March 27 starting at 7:30 PM.
Hugh plans to have six films available and to allow the audience.
to choose among them for first, second and third choices; possibly
fourth, fifth and sixth, if they don't run too late. Publicity
will be released as soon as titles are known for sure.
ADJOURNMENT
A motion to adjourn was made by Carl Hankins,
seconded by Jo Ingram. No objections. forthcoming, the Chair
adjourned the meeting at 9: 10 PM.
