Armstrong The Soard received copies of the circulation report which indicated a 4.0 increase over the first nine r oaths of 19`/O. (Copy attached.) . Y:rs. Armstrong attenaed the Burst `.'LA-L`>CA ori_shop where she learned -chat new requirements _tor federal grants preclude bindings, periodicals, or hardware. Software such as film or film-strips, or tapes for existing equipment may be funded. Special Pro ;ram Grant requests must be planned for several years at a time and ferns filled out accordingly. i rs.
