HomeMy WebLinkAbout1968-06-20 Regular Meeting of the Euless Library Board June 20, 1968 CALL TO ORDER The Regular Meeting of the Euless Library Board was called to order by Chairman Lydia Browne at 7:45 P. M. , with the followinz members present: Messrs. Warren Fuller, Bob Soule, Wayne O 'Daniel and George Scott; ?iesdms. Anna Crouch and Ruby Harris. (Mr. Fuller and Mrs. Crouch were recently appointed by Euless City Council .) Also present was Councilman Dan Shull . APPROVAL OF MINUTES Minutes for the Called Meeting dated March 11 . 1968 and the Regular Meeting dated March 28, 1968 were read and approved. Mr. Soule made the motion to dispense with the reading of minutes of regular meetings dated April 18, 1968 and May 23, 1968, -nd approve as recorded. Mr. Fuller seconded the motion, and the vote is as Follows: Ayes: Mesdms. Crouch and Harris ; Messrs. Fuller, Soule, O 'Daniel and Scott Nays: None Chairman Browne declared the motion carried. Councilman Shull inquired concerning the reas^)n for so great a delay in reading of minutes of previous meetings . It was explained that minutes of the meetings are recorded by the Board, then presented to the Office of the City Secretary for reproduction and distribution to Board Members, at which time the minutes are read and approved. It was pointed out that due to the heavy work load at City Hall , only the minutes for the March 11 , 1968 meeting have been received to date II . WELCOME OF COUNCILMAN SHULL Mrs. Browne welcomed Councilman Shull to the meeting, noting that he is the first Councilman ever to attend a Library Board Meeting. Mrs. Browne and Members of the Board expressed appreciation for Mr. Shull 's interest and attendance. ;Faye Two, Regular Meeting of the Euless [ibrary _Board,', _June 20, 1968) III . ?r=PORT ON VOLUNTEER HELP PROGRAM Mrs. Browne reported on the Volunteer Help ;'rogram wn.ich was recently initiated by Euless Public Library, advising that, at this time, there are nineteen (19) Junior High School volunteers who are working in the Library. IV. REPORT CONCERNING REQUEST FOR STATEMENT OF EXPENDITURES FOR LIBRARY BUILDING AND FURNISHINGS Mrs. Browne reported that in accordance with a motion made at the May meeting of the Library Board, she had sent a memo to Mr. C,riggs requesting a breakdown of costs of the Library building and furnishings. However, a reply has not been received at this time. V. LIBRARY MANAGEMENT WORKSHOP, HUNTSVILLE, TEXAS= JULY 15-17, 1968 Mrs. Browne announced that a Public Manage- ment Workshop will be held in Huntsville, Texas on July 15-17, 1968. A motion was made to recommend to the City that at least one employee of Euless Public Library attend this workshop. Mr. Puller seconded the motion, and the vote is as follows: Ayes: Messrs. Fuller, Soule, O 'Daniel and Scott; Mesdms. Crouch and Harris Nays: None Chairman Browne declared the motion carried. (Application subr„itted to City Administrative Offices.) (The draft of the Minutes from Library Board Secretary did not specify the person making this motion.) VI . DISCUSSION OF TITLE I FUNDS There was a discussion concerning Title I Funds, and Mr. O 'Daniel stated that he is of the opinion the date for expending and/or encumbering the funds has been extended to August 31 , 1968. CONSIDERATION OF THE NEED FOR ACCREDITED LIBRARIAN After considerable discussion concerning the need for an accredited librarian, Mr. Soule made the motion that the Library Board restate, for the benefit of Councilman Shull , its recommendation of the immediate need for an accredited librarian at Euless Public Library. Mr. Scott seconded the motion, and the vote is as follows: Ayes: Messrs. Soule, Scott, O 'Daniel and Fuller; Mesdms. Crouch and Harris Nays: None Chairman Browne declared the motion carried, Mr. O 'Daniel stated that, in his opinion, Councilman Shull should be advised that, although the Board feels strongly about the need for an accredited librarian, the Board recommends that Mrs. Armstrong remain as Assistant Librarian. Councilman Shull assured the Board Members that this matter will be brought to the attention of Euless City Council , at its next meeting. Councilman Shull stated that he wished to take this opportunity to express the thanks of the City of Euless and the City Council for the many hours of tireless service which Mrs. Browne has given as Chairman of the Library Board. Councilman Shull made the recommendation that Mrs. Browne be appointed as an Advisor to the Library Board. XI . RECOMMENDATION FOR APPOINTMENT OF ADVISOR TO EULESS LIBRARY BOARD Mr. Warren Fuller made the motion to concur with Councilman Shull 's recommendation, requesting the City Council 's consideration of the appointment of Mrs. Browne as an advisor to the Library Board. Mrs. Crouch seconded the motion, and the vote is as follows . Ayes: Mesdms, Crouch and Harris ; Messrs. Fuller, Soule, O 'Daniel and Scott Nays: None Chairman Browne declared the motion carried. APPOINTMENT OF EX-OFFICIO MEMBER OF EULESS LIBRARY BOARD Mr. O 'Daniel made a motion that Mrs. Browne be appointed an ex-officio member of the Library Board, providing this action is not in conflict with Library Board By-laws. Mr. Fuller seconded the motion, and the vote is as follows: Ayes: Messrs. 0 °Daniel , Fuller, Soule and Scott; Mesdms. Crouch and Harris Nays: None Chairman Browne declared the motion carried. Mrs. Browne stated that she will accept, providing she does not have to attend all of the meetings. Councilman Shull was questioned at great length concerning the reasoning of the Council in its failure to reappoint so tireless and dedicated a volunteer worker as Mrs. Browne. Councilman Shull explained that some of the Councilmen objected to having two members of one family serve on Board of the City, and since Jack Browne serves on the Planning and Zoning Commission, Mrs. Browne elected to step down and let her husband continue. It was pointed out that the Library Board wishes to go on record as being displeased with this action, and Councilman Shull noted same. XIII . ELECTION OF OFFICERS Mrs. Browne opened the meeting for nomina- tions of Chairman. Anna Crouch was nominated by Warren Fuller. Seconded by Wayne O 'Daniel and she was elected chairman. Mrs. Browne then turned the meeting over to the new Chairman. Wayne O 'Daniel was nominated for Vice Chairman by Ruby Harris. Seconded by George Scott and he was elected Vice Chairman. Ruby Harris was nominated for Secretary by Wayne O 'Daniel , seconded by George Scott - and elected. No Historian was named at this time. JACK BROWNE Mr. O 'Daniel expressed the thanks of the Board to Mrs. Browne for her leadership, hard work and dedicated service to Euless Public Library. All members wholeheartedly agreed. XV.
