OF THE
EULESS CITY COUNCIL
Tuesday, March 10, 2020
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, March 10, 2020, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern
Jeremy Tompkins, Council Members Tim Stinneford, Eddie Price, Perry Bynum, Harry
Zimmer, and Salman Bhojani.
During the Precouncil meeting:
Mayor Pro Tern Jeremy Tompkins advised that he attended the King George: A Rock
Around the Park concert held Friday, March 6, 2020, at Texas Star Golf Course and
had a wonderful time.
City Manager Loretta Getchell announced that Chris Barker has been promoted to
Deputy City Manager effective March 1, 2020, following the retirement of former
Deputy City Manager Bob Freeman.
Council Member Perry Bynum expressed his appreciation to Mayor Martin and City
staff for the bouquet sent to his daughter's father-in-law's funeral. His family
appreciated the gesture.
• City Manager Getchell reviewed the regular agenda.
• Assistant to the City Manager Betsy Deck introduced Duane Buuck, Executive
Director, Mid-Cities Care Corps
Mr. Buuck introduced Elizabeth Grace who will be transitioning to the role of Executive
Director as he enters retirement. Mr. Buuck provided a brief overview of the mission
of Mid-Cities Care Corp including transportation and social outreach for senior citizens
in Northeast Tarrant County.
Director of Public Works and Engineering Hal Cranor introduced Clay Snider,
Geoscientist, W+M Environmental Group.
Mr. Snider presented information regarding a Municipal Setting Designation (MSD)
request by Grapevine Business Park. He provided a brief background detailing the
proposed resolution of support and the requirements for an MSD.
• Finance Director Janina Jewell presented the Financial update and advised that car
rental tax collections are up 11 percent over the same period last year (January) and
overall collections are up six percent year to date.

City Attorney Wayne Olson provided an update regarding a proposed Tarrant County
Interlocal Agreement related to the regulation of game rooms and amusement
machines.
CLOSED SESSION
The City Council convened into closed session at 6:19 p.m. for deliberation regarding the
following:
Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas
Government Code related to:
• Fearn v. Graham, et al (City of Euless)
• 1451 West Euless Boulevard
The purchase, exchange, lease or value of real property as authorized by Section
551.072 of the Texas Government Code related to:
• Cresthaven Addition
Mayor Martin recessed closed session at 6:39 p.m.

City Manager Loretta Getchell gave the invocation.
PLEDGES OF ALLEGIANCE
Council Member Harry Zimmer led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Police Chief Mike Brown introduced Police Officer George Paongo. George was
accompanied by his wife, Ruby, mother, Sophia, son, Zion, daughters, Meleana,
Emmaline, and Limisesi, and members of the Police Department. Mayor Martin
presented George with a service pin commemorating his 5 years of service with the City.
Senior Police Officer Justin Coffee was due to receive a service pin commemorating his
15 years of service with the City but was unable to attend the meeting.
Finance Director Janina Jewell introduced Purchasing Manager Mike Lowry. Mike was
accompanied by his wife, Darla, and daughter, Amber. Mayor Martin presented Mike with
a service pin commemorating his 15 years of service with the City.
ITEM NO. 2. PRESENTATION OF AWARD
Mayor Martin presented Library Administrator Sherry Knight with the 2019 Achievement
of Library Excellence Award presented to the Mary Lib Saleh Euless Public Library. Ms.
Knight explained the requirements for the award as well as detailed accomplishments of
the library including that the library has received this award for 15 years in a row. She
expressed her appreciation to library staff and specifically Senior Librarian Kelsea
Ciavaglia for her efforts in preparing the award materials for consideration. Ms. Knight
was accompanied by Kelsea and Library Board members Barney Snitz and Jim Hamilton.
REGULAR AGENDA
ITEM NO. 3. AUTHORIZED CITY MANAGER TO EXECUTE AN ENGINEERING
SERVICES CONTRACT
Deputy City Manager Barker advised that residential sanitary sewer mains located along
El Camino Real between Sotogrande Boulevard and Woodvine Drive are in need of
replacement due to their existing deteriorating condition. Staff recommends the City
Manager negotiate and execute an Engineering Services Contract with Wier &
Associates, 2201 East Lamar Boulevard #200c, Arlington, Texas, to provide design plans
and bid documents to be used in securing competitive bids for the construction of the
sanitary sewer replacements. The estimated expenditure is $55,000.

Council Member Stinneford motioned to authorize the City Manager to negotiate and
execute an Engineering Services Contract with Wier & Associates, Inc. for design of the
El Camino Real sanitary sewer rehabilitation project.
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani

Mayor Martin declared the motion carried.
ITEM NO. 4. AUTHORIZED PURCHASE OF BULK GASOLINE AND DIESEL
FUELS
Deputy City Manager Barker advised that the City of Euless is one of 38 government
entities that currently purchase fuel through an Interlocal Agreement with Tarrant County.
Martin-Eagle Oil Company, 2700 James Street, Denton, Texas, will be the primary
supplier of gasoline and diesel. Douglass Distributing, 325 East Forest Avenue,
Sherman, Texas, will be the secondary supplier. The original contract approved March
27, 2018, allowed for three one-year renewals. This represents the second of those
renewals. The estimated expenditure for unleaded fuel is $235,000. The estimated
expenditure for diesel is $75,500.
Council Member Bhojani motioned to authorize the purchase of bulk gasoline and diesel
fuels through an Interlocal Agreement with Tarrant County.
Mayor Pro Tem Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 5. APPROVED CITY COUNCIL MINUTES
Council Member Stinneford motioned to approve the City Council minutes of the regular
meeting of February 25, 2020.
Council Member Bhojani seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani

ITEM NO. 7. REPORTS
City Manager
City Manager Getchell announced that Chris Barker has been promoted to Deputy City
Manager effective March 1, 2020, following the retirement of former Deputy City Manager
Bob Freeman.
Mr. Barker introduced his family in attendance, including his wife, Lissa, daughter, Anna,
and her boyfriend, Matthew, and son, Alex.
