Commission Members Present Carla Shields Harold Samuels Robert Bouse Staff Members Present Loretta Getchell, Director of Fiscal and Administrative Services Tammy Money, Human Resources/Risk Administrator Paul Wieneskie, Assistant City Attorney Anniece McKanna, Human Resources Technician/Civil Service Commission Staff Secretary The invocation was given by Paul Wieneskie. Commissioner Samuels made a motion to have Mrs. Shields continue as Chairperson. Commissioner Bouse seconded the motion. AYES: Shields, Samuels, Bouse NAYS: None Chairperson Shields declared the motion carried. Mrs. Shields entertained a motion to approve the minutes from the Civil Service Commission from the last meeting, held on August 13, 1999. (Note: Mrs. Shields is the only current commissioner who was an active member of the Commission who attended the hearing of August 13, 1999.) Mr. Wieneskie stated he had reviewed the minutes, and they appeared to be in order. There being no further discussion, Chairperson Shields made a motion to approve the minutes of August 13, 1999, as written. Mr. Samuels seconded the motion. AYES: Shields NAYS: None ABSTENTIONS: Samuels, Bouse Chairperson Shields declared the motion carried. City of Euless Civil Service Commission Meeting–February 21, 2001 Page 2 Mrs. Shields asked Tammy Money to make a presentation in reference to the recommended changes to the City of Euless Civil Service Rules and Regulations. Mrs. Money stated that the recommendation was to revise the wording on the sick leave and vacation accrual rate from "per pay period" to "per year". The employees would continue to accrue the same number of total hours for the year. In 2002, there will be 27 pay periods, rather that the usual 26 pay periods. The per pay period accrual rate for next year will be slightly less than what the current wording would indicate. For example, 120 days divided by the number of pay periods for the year. We are not taking away anything from the employees. Mrs. Getchell reiterated that this occurs only once every 5 or 10 years. The extra pay period could become an issue if not corrected. There being no further discussion, Mr. Samuels made a motion to approve the recommended wording. Mr. Bouse seconded the motion. AYES: Shields, Bouse, Samuels NAYS: None Chairperson Shields declared the motion carried. Mr. Samuels inquired if this revision would be permanent or would need to be changed again in the future. Mr. Wieneskie said the revision would work in any year in the future. Mrs. Money explained the recommendation to revise the wording as it relates to "Eligibility Lists". Eligibility Lists are posted after promotional exams have occurred in order to rank the candidates for promotion to open positions. Since the positions of Police Corporal and Firefighter II are non- competitive positions, an eligibility list is not necessary. Those positions are not limited—anyone who successfully completes all parts of the promotional exam will be promoted. There is no competitive ranking. Mr. Wieneskie asked if there had been an input from the Police and Fire Departments. Mrs. Money indicated that both departments favored the revision. There being no further discussion, Mr. Bouse made a motion to approve the recommended wording. Mr. Samuels seconded the motion. AYES: Shields, Bouse, Samuels NAYS: None Chairperson Shields declared the motion carried. Mr. Wieneskie welcomed Tammy Money, Mr. Samuels, and Mr. Bouse to the Civil Service Commission. Those in attendance introduced themselves and mentioned their function in relation to the Commission. Their recommendations will be referred to the City Council to be adopted as amendments to the Civil Service Rules and Regulations. After City Council acts favorably, the amendments will be adopted. The Civil Service Rules and Regulations went through a massive re-write a few years ago and were amended. This is the first revision since they were amended. There being no further items to discuss, a motion was made and seconded to adjourn the meeting.
