HomeMy WebLinkAbout1994-02-16 CITY OF E LESS CIVIL SERVICE COMMISSION Fiy 16, 1994 MINUTES The City of Euless Civil Service Commission was called to order on Wednesday, February 16, 1994 at 11:00 a.m. by Commissioner Marland Ernest. Conunission Members Present Willie Mae McCormick Harland Ernest Nell Hicks Staff Members Present Ruth Alley, Personnel Manager Alice Cahill, Civil Service Secretary Lee Koontz, Fire Chief The invocation was given by Mrs. McCormick. A motion was made by Mrs. McCormick to nominate Marland Ernest as Chairman of the Civil Service Commission. Mrs. Hicks seconded the motion. Motion carried. The minutes of the last Civil Service Meeting held on September 3, 1993 were approved by Mrs. McCormick, she being the only remaining commissioner in attendance at the September 3rd meeting. (Glenn Walker, the former chairman, attended the meeting in September, and has since been elected to City Council.) Request for Change of Shift Firefighter Vacation and Sick Leave Accrual Rates: Chief Koontz advised the Commission that the pay cycle for shift firefighter personnel has been changed from bi-weekly to every fifteen days in order to comply with federal regulations in overtime provi- sions of the Fair Labor Standards Act. For this reason, the accrual rates for vacation and sick leave will be changed to reflect the differences in accrual rates for shift firefighters. Civil Service Commission Minutes 02-16-94 Page 2 The new shift firfighter pay cycle will also be added to the defini- tion of "Pay Period" in Chapter 2 - Definitions. Pay Period: The two-week or 14-day period of time beginning on Thursday and ending on Wednesday for which all employees (except shift firefighter personnel) receive their pay- checks. Shift firefighter personnel receive paychecks every fifteen (15) days. Section 10.02 (Paragraph 5) Vacations is to be changed to read as follows: Due to the shift differential for Firefighters, the following accrual rates for vacation will apply: 1 - 15 years @ 7.50 hours per pay period 16 + years @ 10.00 hours per pay period Section 10.03.A Sick Leave is changed to read as follows: A. Sick leave shall be accrued by all regular full-time employ- ees, except firefighters, on the basis of 4.62 hours per pay period for employees with zero - twenty (0-20) years of service, or a total of 120 hours for each year of employ- ment. Sick leave may be accumulated to a maxi um of 130 days, (1040 hours), and any unused sick leave accumulated during the calendar year shall be carried to the employee's credit for the next year provided it does not exceed the maximum mi of 130 days (1040 hours). Due to the shift differential for shift firefighters, the accrual rate for sick leave with zero - twenty (0-20) years of service is 7.50 hours per pay period, or a total of 180 hours for each year of employment. Sick leave may be accumu- lated to a maximum of 130 days, or 65 firefighter shifts (1560 hours); and any unused sick leave accumulated mulated during the calendar year shall be carried to the employee's credit for the next year provided it does not exceed the maximum of 130 days (1560 hours) or 65 firefighter shifts. B. After twenty (20) years of service regular full-time employ- ees (except firefighters) shall begin to accrue additional sick leave at the rate of 6.15 hours per pay period up to a maximum of 130 days (1040 hours). After (20) twenty years of service shift firefighters shall begin to accrue additional sick leave at the rate of 10.00 hours per pay period up to a maximum of 130 days (1560 hours) or 65 firefighter shifts. Civil Service Commission Minutes 02-16-94 Page 3 Mr. Ernest asked for a motion to approve the changes in Section 10.02 - Vacations and Section 10.03.A and 10.03.B - Sick Leave - to reflect the shift firefighter accrual rates for vacation and sick leave from 6.92 and 9.23 hours per pay period to 7.50 and 10.00 hours respectively; and, to make the correction in the maximum accrual of firefighter shift hours (65 firefighter shifts equal 1560 hours). Mrs. McCormick made the motion, Mrs. Hicks seconded the motion. Ayes: Ernest, McCormick, Hicks Noes: None Motion carried.
