January 5, 1993
MINUTES
The City of Euless Civil Service Commission was called to order on
Tuesday, January 5, 1993 at 5:40 p.m. by Chairman, Glenn Walker.
Commission Members Present

Debra Forte', Director of Fiscal & Human Resources
Ruth Alley, Personnel Manager
Alice Cahill, Civil Service Secretary
Invocation was given by Marland Ernest.
Approval of Minutes
Marland Ernest made a motion to approve the minutes of November
16, 1992. Mrs. McCormick seconded the motion.
Ayes: Walker, McCormick, Ernest
Noes: None
Motion carried and minutes approved as read.
NEW BUSINESS:
Section 4.35 - Police and Fire Promotion Eligibility
Mrs. McCormick made a motion to make the necessary corrections
to Section 4.35.
Section 4.35.A. lists excluded positions from promotional testing
as:
1. Battalion Chiefs
2. Captains

Section 4.35.A should be corrected to list only Battalion Chiefs
and Police Captains as excluded positions.
List Fire Captains to Section 4.35.B. Included positions.
Marland Ernest seconded the motion.
Ayes: Walker, McCormick, Ernest
Noes: None
Motion carried.
Mrs. Mdormick made a motion to approve the addition of Corporal as a
promotional rank to be included in Section 4.35.B. Mr. Ernest seconded
the motion.
Ayes: Walker, McCormick, Ernest
Noes: None
Motion carried.
Mr. Walker also recommended separating Fire and Police classifications
in Included positions as follows:
Section 4.35.B. Included positions are:
1. Police Officer 5. Firefighter
2. Police Corporal 6. Fire Lieutenant
3. Police Sergeant 7. Fire Captain
4. Police Lieutenant
Mrs. McCormick made the motion. Mr. Ernest seconded the motion.

Motion carried.
Section 8.01 - Rating Period and Forms
Mr. Ernest made a motion to amend Section 8.01 to include a minimum of
annual reviews after the six month probationary evaluation as follows:
"There shall be an evaluation of each employee's work six (6)
months after starting regular employment, and a minimum of
annually thereafter, in accordance with the Performance
Evaluation Policy."

Ayes: Walker, McCormick, Ernest

Motion carried.
Section 10.01.F. - Holidays
Mr. Ernest made a motion to amend Section 10.01.F Holidays as follows:
"When an official holiday occurs on a scheduled work day of a
regular part-time employee, such employee shall be entitled to
the holiday and shall receive pay for the number of hours he
normally would have worked."
Secondly, to amend Section 10.01.G as follows:
"An employee who is absent without permission or without making
advance arrangements on the scheduled working day immediately
preceding or following a holiday shall lose pay for the holiday
as well as for the other day or days off."
Mrs. McCormick seconded the motion.

Section 10.17 - Emergency Leave
Mr. Ernest made a motion to table this agenda item and requested
a review of the information and minutes from the Civil Service Policy
Review Committee. Mr. Walker seconded the motion.
Ayes: Walker, McCormick, Ernest
Noes: None
Motion carried.
Section 10.03 - Sick Leave
Mr. Ernest made a motion to approve the recommendation of the ad hoc
committee on sick leave policy to allow three (3) of the fifteen (15)
annual sick leave days to be used for family illness of qualifying
dependents. Mr. Walker seconded the motion.

There being no further business, Mr. Walker made a notion to adjourn
the City of Euless Civil Service Commission meeting at 6:20 p.m. Mr.
Ernest seconded the motion.
