M I N U T E S
I. Call to Order
The Civil Service Commission met on Wednesday, July 1,
1992 at 11:50 a.m. in the Downstairs Conference Room of
Building A.

II. Invocation
Mr. David Gilfillan opened the meeting with the
invocation.
III. Items of Discussion
A. Approved the minutes of June 9 and June 16, 1992
meetings.
B. Discussion of Mark Lipman memorandum regarding
changes to item 4.36 GRADING. Decision was
unanimous to leave this item as previously agreed
upon.
C. Recent changes were reviewed.
Nepotism, Section 6.07 . Clarification and
discussion of attorney's recommendation for
change. Proposed changes were approved.
Disciplinary Action, Section 9.03 . Discussed
changing word "supervisor" to "director" for
clarification.
Sick Leave, Section 10.53 . Following discussion,
Mrs. McCormick made the motion that four (4) of
the fifteen (15) sick days be allowed for use by
employees to care for sick dependents. There
being no second, the motion was dismissed.
Duties, Responsibilities and Operation Procedures,
Section 11. Discussion of forthcoming legal
clarifications. Ruth Alley noted item 4 change
from four to five Council members as a result of
the recent increase in the number of Council
members approved by the citizens. The same change
will be made to item 8 on page 11 .73 .
Discussion of posting time for Appeals Procedures.
It was noted that the language will be clarified
by the City Attorney as soon as possible.
Acceptance Form, page 3 of changes, was discussed.
It was agreed to change the wording in accordance
with legal department recommendations.

D. Document "City of Euless Personnel Rules &
Regulations" will be presented to City Council on
July 14, 1992 for approval. The members of the
Civil Service Commission will be notified if their
presence is required at the Council meeting.
IV. Adjournment
There being no further business, the meeting was
adjourned at 1:04 p.m.
