February 14, 1992
MINUTES
I. Call to Order
The Civil Service Commission Policy Review Committee met in a regular
meeting on Friday, February 14, 1992 at 9:00 a.m. in the Council Chambers
of Building B.

II. Henry Boatright opened the meeting with the invocation.
III. Approval of Minutes
The Commission approved the Amended October 11, 1991 Minutes as read.
The Commission approved the January 17, 1992 Minutes as read.
IV. Old Business
A. Approval of the recommended addition of a definition for "Exempt
Employee" to read as follows:
[Exempt EMplayee °Deference to Fair Labor Standards Act Policy)
[Ail "executive, administrative, and professional" employees who are
expressly exempted from the Fair Labor• Standards Act minima wage
and overtime provisions.]
B. Approval of the definition for "Firefighter Shift" to read as
follows:
[Firefighter Shift]
[Any one twenty-four (24) has period of time during which a
firefighter is scheduled to work.]
C. Approval of correction to the definition of "Work Day/Working Day"
to read as follows:
J Day/Working Daryl
Any one shift during which a department is open for business; or on
which an employee is scheduled to work, [excluding holidays and
vamtion days.]
D. Approval of recommended definition for "Sexual Harassment" to read
as follows:
[Sexual Harassment (Reference to Sexual Harassment Policy)1
[Any unwelcome sexual advances, requests for sexual favors, and
other verbal slurs or jc ces, or physical conduct of a sexual nature
that has the purpose or effect of unreasonably interfering with an
employee's work performance or creating an intimidating, hostile, or
offense workin3 environment.]
E. Approval of the recommended policy statement on "Sexual Harassment"
to read as follows:

pal employeess are expressly prohibited from displaying any conduct
which has the propose or effect of interfering with the work
performance of others; or which creates a hostile, offensive, or
intimidating work environment for any person.]
[Sexual harassment should be reported as quickly as possibly to the
Personnel Office or the Director of your department, regardless of
whether you, or a co-worker, is the victim.]
[Every effort will be made to assure the confidentiality of sexual
harassment plaints-]
[Sexual harassment is considered misconduct that could lead to
demotion, suspension, or termination.]
[The City of Euless recognizes that false accusations of sexual
harassment can have serious effects an innocent man and umw n, their
reputations, and their families. Therefore, false accusations will
also result in severe disciplinary action up to and including
termination.]
F. Approval of recommended addition of "Pay System" to Section
10.18-Compensation to read as follows:
[may System - EMployees are paid as soon as possible after the end
of each fourteen (14) day pay period. If a payday falls an an
official City holiday, employees will be paid an the preceding day-]
G. Approval of recommended addition of "Smoking" policy in Section
7-Conditions of Employment to read as follows:

[Pursuant to City of Euless Ordinance 1919 smoking is prohibited in
public places. Because of concern for every employee in all areas of
known hazards, the use of tobacco is limited to designated areas.]
V. Other Business
Discussion of Section 6.07-Nepotism: The Committee recommended the
addition of a paragraph to read as follows:
[In the event too employees became related, every effort will be made to
place those employees in same other position where a condition of
conflict would not exist.]

VI. Adjournment
There being no further business the meeting was adjourned at 11:00 a.m.
