MINUTES
I. Call to Order
The Civil Service Commission Policy Review Committee met in a
regular meeting on Friday, January 17, 1992 at 9:00 a.m. in the
downstairs conference room of the Administration Building.

II. Tammy Barnes opened the meeting with the invocation.

III. The Amended October 11th Minutes were corrected as follows:
Page 4, Parses A and B of Amended October 11th Minutes:
Recommended additions in paragraph A and B were corrected to
reflect the changes in number of days and hours of sick leave
accumulation, and add the firefighter shift conversion.
Page 7, Paragraph F of Amended October 11th Minutes: Change
"working" days to "business" days.
IV. The Minutes of December 13, 1991 were approved as read.
V. Approved Correction to Section 1.04 - JIWIpiman to read as
follows:
1.04 Copies of the Personnel Rules and Regulations as approved by
the Civil Service Commission and City Council shall be
distributed to each City employee individually, requiring
each employee's signature upon receipt.
A. Copies shall be placed and kept up to date in all
departments and sub-stations.
B. A copy shall be placed and kept up to date in the Public
Library.
C. All updates and/or changes shall be distributed to all City
employees, requiring each employee's signature upon receipt.
VI. Approved amended Section 2.24 I®ediate Family to read as
follows:
A- 000000 [third] degree by affinity - [(by narriage)]- Wife,
husband, parents-in-law, brothers and sisters-in-law,
[grandparents-in-law, sons and daughters-in-law].
B. Third degree by consanguinity - [(by blood) or legal

VII. Approved amendment of paragraph 1 of a recommended new
addition 4.10.A.1-Promotional Test &peals to read as
follows:

reading list may support a different answer.
(Note: This is an invalid basis for an appeal.)]

VIII. Approved Section 4.12.0 - COnduct.of Dominations - fiance

Promotional examinations in the Police and Fire Departments
shall be conducted annually. The time schedule for the
examination shall be stated in the job 40000400
[description] for each position in the Police and Fire
Department.
XI. The Commission recommended deletion of Section 4.14.E -
Grading - to be deleted for Police and Firefighter
entry level examinations.

X11. Approved Recommended addition to Section 4.18 - Promotional
Eligibility to read as follows:

[A. All candidates for promotion within the Fire Department
must be regular full-time employees that have completed
their probationary period and have served an additional
one year of service in the entry level position.]

]I. Approved change in Section 6.05 Promotion to change
"pmt" to "confirmed", and to read as follows:
Promotions are in effect appointments to a higher level
position and shall have requirements identical to
appointments. Individuals accepting a promotion shall serve
a probationary period of//og//XgX//00yl s before the
appointment becomes 000000YI [confirmed]. If the employee
does not satisfactorily perform the duties of the new
position during the probationary period, he will be returned
to his former position and rate of pay upon recommendation of
the Director. Employees receiving a promotion shall be paid
at the entry rate of pay for the new position, or such other
rate designated by the appointing authority, however in no
event at a rate less than their prior rate of pay.
XIV. The Committee disapproved the addition of a paragraph in
Chapter 7 addressing Polygraphs.

XV. Approved amendment and addition of paragraph Section 7.08 -
(Sectian 7.04 in '76 Rules & Regulations.) Probation Period to
read as follows:
A. [All new or re-employed] Police Officers [and
Firefighters] shall serve a probationary period of
twelve (12) months from the date of employment or for
twelve (12) months after completion of the Police
Academy [for Police Officers, or Fire Academy for
Firefighters, ] whichever comes later.
[Police Officers or Firefighters that have promoted
within their department shall serve a probationary
period of six (6) months from date of promotion. ]
B. All other new or re-employed employees in full-time
000000 [regular] positions shall serve a
probationary period of six (6) months from the date of
employment.

All full-time employees who transfer from one
department to another shall serve a probationary period
of six (6) months from date of transfer or promotion.

extended probation period until he completes the same
number of hours required of a 00x$0 [regular]
full-time employee. Any leave of absence without pay,
shall cause the employee's probation period to be
extended by the total number of days of the leave of
absence without pay.

C. A probationary new employee may be separated from WO
0000 [employment] at any time during the probation
period without right of appeal or hearing except in
cases involving discrimination. Notwithstanding any
other provisions of this section, an employee rejected
for other than disciplinary reasons during his
probation period from a position to which he had been
promoted or transferred, shall be restored to his
former position. Such restoration includes restoration
of the employee's former salary, merit increase
eligibility date and all other benefits to which he
would have when entitled if the promotion or transfer
had not occurred.
D. The department shall use the probation period to
closely observe and evaluate the work of all employees
newly appointed and to encourage their effective
adjustment to the job and the service of the City.

during their probationary period.
The Committee recommended the following additional paragraph not
be included in the new rules and regulations.

The next regular meeting was scheduled for Friday, February 14th.
The final policy draft will be sent to the City Manager and Directors
for their review on March 13, 1992.
On March 27th Mr. Hart and the Directors will meet with the Committee
for discussion and comments.
There being no further business, the meeting was adjourned at 11:30
a.m.
