I. Call to Order
The Civil Service Commission Policy Review Committee met in a
regular meeting on Friday, May 10, 1991 at 9:00 a.m. in the
downstairs Administration Building Conference Room.

II. Mr. Barnes opened the meeting with the invocation.
III. Section 8.04 (first paragraph) of the April 19, 1991 minutes read
as follows:
Within y,ZyO [ten (10) business] days after he is given a copy of
his Report of Performance, an employee who wishes consideration
in addition to the service by the rater, should prepare a written
request as follows to the 000 [manager or director] of his
department (the appointing authority). . . .
Section 8.04 (first per) is AHMED to reed as follows:

IV. Section 9.02 finguira_fgclaggiaing Line E. is to read as a new
addition:
The tenure of each employee shall be subject to his good behavior
and the rendering by him of efficient service. He may be
disciplined for any of the following causes or for other
reasonable cause

V. Tammy Money, Insurance/Benefits Manager explained the benefits,
the maintaining of confidentiality, and procedures for access to
the Employee Assistance Program (EAP).
VI. GUD Ef:
The Committee recommended Section 9.03 to read as follows:
Section 9.03 Marjaingemlictaige
In the interest of good discipline and efficiency, and for jus
cause, a 11/4601000Y/$00 [Manager or Director] may issue a verbal
reprimand, written reprimand, demote an employee, suspend an
employee without pay up to thirty (30) [calendar] days or
terminate an employee. The seriousness of the violation should
determine the level at which the disciplinary action would begin.

Any disciplinary action taken shall be a written order
specifying:
A. The cause for discipline
B. The specific reason supporting the cause
C. The discipline to be imposed
D. The effective dates
E. The right of the employee to appeal within ten days
The written disciplinary action shall be filed with the Personnel
Department and a copy shall be served personally to the employee
or mailed to him at his last known address by certified mail,
return receipt requested.
If the disciplinary action takes the form of a verbal or written
reprimand the 00g0010/00000/000 [disciplinary action form]
should be used. The incidents leading up to the disciplinary
action, the action taken at this time, and the employee's
statement ent should be included on this 00004/0x4 g$ [disciplinary
action form. ] The employee must sign the 000 [form] and a copy
must be sent to the Personnel Department. [If the employee
refuses to sign the form it should be so stated on the form. ]
During investigtion, hearing or trial of an employee on any civil
cause or criminal charge when suspension would be in the interest
of the City, an employee may be suspended without pay for the
duration of the proceedings
A definition, and the inclusion of "Administrative Leave" for purposes
of this section (Disciplinary Action) will be tabled until consulting
with the City Attorney.
The following SEction 9.04 will be tabled until further discussion.
Section 9.04 mictim
An employee may be demoted for just cause and in the interest of
good discipline. Demotion may be accomplished by reducing his pay
within the pay grade of the position he holds or by assigning him
to a position of lower grade or both. An employee who is so
demoted shall be given [written] notice by his V. ( /000
[Director] or supervisor of the reasons for such action.
An employee may request or accept voluntary demotion when
assignment to a less difficult or responsible work would be to
his advantage or in the interest of the City.

The Committee recommended mnended the addition of Section 9.06 - Suspensions
to read as follows:
Section 9.06 azipepaigne
[If an employee is suspended for disciplinary reasons, the
Director may delay the start of the suspension under the
following requirements:]
[A. The delay must not be more than ten (10) calendar days. ]
[B. Immediate suspension would cause disruption in department
operations. ]
[C. Specific reasons for the delay must be filed in writing with
the Personnel Department and a copy given to the employee at
the same time as the written disciplinary action.]
[D. The suspension will be in consecutive working days up to a
maximum of thierty (30) calendar days.]

Section 4.01
All examination and related materials will be supplied by the
Personnel Officer.
Section 4.02 -
All examinations shall be competitive in nature except as
specified in Section 4.20 and for provisional appointment and may
consist of one or more of the following forms of examination:

C. Interview and Oral Exam
D. Background Checks
E. Experience and Training Ratings

Section 4.05
Notice of examinations shall be given 100/113% [thirty (30)] days
prior to the test date. [Notices shall be posted in plain sight
at City Hall, Police poo [Stations], Fire Stations and such
other buildings as necessary to be accessible to employees and
job applicants.

In the event an applicant is unable to appear at the designated

competition on that examination unless he submits in writing one
of the following reasons for inability to appear:
A. He is a member of a religious group which observes the day

C. He is a student at an institution of higher learning and he
is involved in final examinations at the time in question.

E. A member of an active reserve unit who will be on active
duty on test date may be examined on the working day
immediately before the scheduled date, or the working day
i.mmediatley following the test date.
Section 4.06 - Late late_tizzawb_W_ExaminemiCo
The examiner conducting an examination is authorized to decide
whether applicants who arrive late may be admitted to the
examination but in no event shall a candidate be admitted after
the examination has commenced or in the event of a written test
after the test has been distributed.
Sectiaz 4.07 - Calmiggisr&besting
The examiner conducting an examination may warn a candidate whom
he suspects of cheating. If such candidate persists in suspicious
conduct, or it can be positively established that a candidate is
cheating, the examiner shall gather the test material from the
candidate and refuse to allow him to continue.
Section 4.09 - Oral Intaawi
A. An examination may include an interview for the purpose of
appraising personal qualifications of a candidate by a
single interviewer or an oral interview board.
B. Interview Boards shall be appointed by the Personnel
Department [with approval by the Personnel Director]. Names
of potential oral board mfrs may be suggested by the
operating departments for consideration by the Personnel
Department.
C. Departmental observers shall not be permitted in the oral
examining room.

As soon as the rating of an examination has been complete, each
competitor shall be individually notified of the result of his
examination.

examination process within ten (10) business days after
completing that portion. This is an individual right and
will be done by individual appointment in the Personnel
Department.]

the examination, to confirm the fact that he received
full credit for his correct. answers. The competitor
shall not be permitted to make photocopies of the

Section 4.17 - F�l
Entrance examinations shall be open to all qualified
applicants/employees.
Section 4.18 - goding
All examinations shall be graded as follows:
A. At the place of examination.

authority to correct, amend or revoke any schedule or Xt

Notice of fire and police promotional examinations shall be given

Section 4.15 - gi ttuctia 1
Nag [Examinations] , when applicable, shall be provided by the
Personnel Officer and shall meet the following requirements:
A. Impartial and nondiscriminatory
B. Fair
C. Practical
D. Prepared and composed to:
1. Test the relative qualifications and fitness of
candidates to meet the requirements of the classification
they seek to fill.
2. Permit immediate grading.
E. Identical for any given test for any classification and a
given category (entry or promotional.)
F. Based on:
1. The duties of the position sought,
2. Material 00M /X0/ 00 ! [based on previously
designated study material. Each Department shall keep
materials up to date at all times. If a piece of material is
missing, it shall be replaced immediately.]
3. Departmental study courses or other special training or
other city-subsidized educational programs.
G. Shall include such reports and physical tests as are
necessary to validate the general health and physical
fitness requirements specified in any particular
classifications.
H. Practical tests may be used to evaluate any candidate's
knowledge and ability in classifications requiring a skilled
trade, craft or useful art.
I. Shall not include questions related to religious or
political convictions.

full-time employees who have completed their probationary period
and then served for a period of at least one year in their
present classification unless a different period is provided by
the job specification of the position to which promotion is
sought. Candidates must also meet the minimum requirements as

Section 4.18 -
All examinations shall be graded as follows:
A. At the place of examination.

written and practical examinations shall be graded and a
passing grade shall be requisite for any candidate to be

The Commission or the City Manager shall have the authority
whenever in it's judgment or interest of the public service
requires it, to order a reexamination of applicants or eligibles
for any position.
The Civil Service Commission or the City Manager shall have the
authority to correct, amend or revoke any schedule or oggyge
[list] or other paper or record where it establishes that an
error or injustice has been done, or where any person whose name
appears upon the ong0 O/l 4li y4 [eligibility list] has for any
reason become incapacitated for appointment in the public
service, to strike such name from said yogXo]C¢J'/ [list.] The
reason for such action shall be recorded in full.

The use of non-competitive examinations shall be limited as
follows:
A. When only one (1) applicant is available.
B. When only one (1) eligible is available for promotion.
C. When the appointing authority recommends filling a budgeted
vacancy by an employee of lower grade for training because a
qualified applicant could not be recruited.
D. With poogyrooty /goo [Director] recommendation and City
Manager approval, an applicant who has failed to make a
passing score on a non-competitive examination may be
provisionally appointed for further training.
E. With picipl9Wepty moo [Director] recommendation and City
Manager approval, an applicant who has failed to make a
passing score on a non-competitive examination may remain in
the classification for further training and take another
non-competitive examination.

At the request of the Personnel Officer, it shall be the duty of

conduct of examinations.
Section 5.10 - Emectigniatlits
Promotion lists shall consist of the names of employees duly
qualified for higher level positions. Promotion lists may be
limited to all City employees or to employees of a single

The Coimnittee will review and discuss Chapter 10 at the next meeting
to be held on Friday, June 14th at 9:00 a.m..
