Call to Order The Civil Service Commission Policy Review Committee met in a regular meeting on Friday, May 10, 1991 at 9:00 a.m. in the downstairs Administration Building Conference Room. Mr. Barnes opened the meeting with the invocation. III. Section 8.04 (first paragraph) of the April 19, 1991 minutes read as follows: Within y,ZyO [ten (10) business] days after he is given a copy of his Report of Performance, an employee who wishes consideration in addition to the service by the rater, should prepare a written request as follows to the 000 [manager or director] of his department (the appointing authority). . . . Tammy Money, Insurance/Benefits Manager explained the benefits, the maintaining of confidentiality, and procedures for access to the Employee Assistance Program (EAP). VI. GUD Ef: The Committee recommended Section 9.03 to read as follows: Section 9.03 Marjaingemlictaige In the interest of good discipline and efficiency, and for jus cause, a 11/4601000Y/$00 [Manager or Director] may issue a verbal reprimand, written reprimand, demote an employee, suspend an employee without pay up to thirty (30) [calendar] days or terminate an employee. The cause for discipline B. The specific reason supporting the cause C. The discipline to be imposed D. The effective dates E. The right of the employee to appeal within ten days The written disciplinary action shall be filed with the Personnel Department and a copy shall be served personally to the employee or mailed to him at his last known address by certified mail, return receipt requested. If the disciplinary action takes the form of a verbal or written reprimand the 00g0010/00000/000 [disciplinary action form] should be used. The incidents leading up to the disciplinary action, the action taken at this time, and the employee's statement ent should be included on this 00004/0x4 g$ [disciplinary action form. ] The employee must sign the 000 [form] and a copy must be sent to the Personnel Department. [If the employee refuses to sign the form it should be so stated on the form. ] During investigtion, hearing or trial of an employee on any civil cause or criminal charge when suspension would be in the interest of the City, an employee may be suspended without pay for the duration of the proceedings A definition, and the inclusion of "Administrative Leave" for purposes of this section (Disciplinary Action) will be tabled until consulting with the City Attorney. The following SEction 9.04 will be tabled until further discussion. Section 9.04 mictim An employee may be demoted for just cause and in the interest of good discipline. Demotion may be accomplished by reducing his pay within the pay grade of the position he holds or by assigning him to a position of lower grade or both. An employee who is so demoted shall be given [written] notice by his V. ( /000 [Director] or supervisor of the reasons for such action. An employee may request or accept voluntary demotion when assignment to a less difficult or responsible work would be to his advantage or in the interest of the City. The delay must not be more than ten (10) calendar days. ] [B. Immediate suspension would cause disruption in department operations. ] [C. Specific reasons for the delay must be filed in writing with the Personnel Department and a copy given to the employee at the same time as the written disciplinary action.] [D. Section 4.06 - Late late_tizzawb_W_ExaminemiCo The examiner conducting an examination is authorized to decide whether applicants who arrive late may be admitted to the examination but in no event shall a candidate be admitted after the examination has commenced or in the event of a written test after the test has been distributed. Sectiaz 4.07 - Calmiggisr&besting The examiner conducting an examination may warn a candidate whom he suspects of cheating. If such candidate persists in suspicious conduct, or it can be positively established that a candidate is cheating, the examiner shall gather the test material from the candidate and refuse to allow him to continue. Section 4.09 - Oral Intaawi A. An examination may include an interview for the purpose of appraising personal qualifications of a candidate by a single interviewer or an oral interview board. B. Interview Boards shall be appointed by the Personnel Department [with approval by the Personnel Director]. Names of potential oral board mfrs may be suggested by the operating departments for consideration by the Personnel Department. C. Departmental observers shall not be permitted in the oral examining room.
