Mrs. McCormick opened the meeting with the invocation. III. The October 11th Minutes were amended with the following changes to be made as follows: Civil Service Policy Review Committee 12-13-91 MIMJ1 S Page 2 A. On page 2 of the October Minutes, Item V.-Paid Holidays - Delete only the number "9" under paid holidays and type "Such other days as the City Council may from time to time determine", as a new paragraph. B. On page 3 of the October Minutes-paragraph B: "Upon termination of service with the City, voluntarily or otherwise, an employee who has completed one year of service shall be paid all unused vacation leave to date of termination, but in no event to exceed two years of accumulated leave. Change "accumulated leave" to "annual accrual". C. On Page 4 of October Minutes-Section 10.03 Sick Leave, second paragraph reading: "Sick leave days shall be used for absences during the regularly scheduled work week due to disability resulting from illness or injury, to the extent of the total number of days the employee has accumulated, milated, and any other requirements are met. Pay for each day of sick leave utilized will be calculated at the employee's straight time hourly rate. An employee scheduled to work on a Saturday or Sunday at premium pay who is absent due to illness or injury shall not be entitled to sick pay for that day. Change 'bn a Saturday or SU day" to "in excess of their regular sd]eduled workweek." D. Page 5, Paragraph "C" of October Minutes reads: "Sick leave shall accumulate to an employee during his first six months of service but i / ¢ [will not be] granted during such first six month period 'y/0/ ¢/0,054¢ I/9S ' 00/0000WOOYA/10001 Change to read: "Sidc leave shall aoateulate to an employee during his first six months of service, and may be granted doing such first six month period, but without pay." B. Add Definition of "dependent" as referenced in "Use of Sick Leave", paragraph I on page 5 of the October Minutes. [Dependents include the spouse of an employee, and the dependent children of an employee, who are unmarred, unemployed, and principally dependent an the parents for support and maintenance.] • Civil Service Policy Review Committee 12-13-91 MINUTES Page 3 F. Add another paragraph to Paragraph K - Sick Leave Incentive on Page 6 of the October Minutes, showing conversion of Personal Leave Days to firefighter shifts. 3 Personal Leave Days = 1 1\2 firefighter shifts 2 Personal Leave Days = 1 firefighter shift 1 Personal Leave Day = 1/2 firefighter shift G. A definition of "incident", as it pertains to Section 10.17 - IInergency Leave is to be included in Chapter 2-Definitions. H. Change on page 8 of October Minutes Section 10.17, paragraph B: "Directors may require satisfactory proof of illness lr x oe 00/0 00 for attending a member of the immediate family and may disallow l ow family illness leave in the absence of sudh proof." Add: (See list of members of immediate family in Definitions). I. On page 9 of the October Minutes, New Definition for Serious Illness: Change to read [Any illness,l rte, di!ahi l i ty, or injury that, without medical attention could result in death, which may include, but not be limited to heart attack, emergency surgery, or life threatening accident.] IV. Change Definition of Eoeniahcy Leave (Chapter 2) [A period of paid time off available only for meth incident when an employee is required to be with his immediate family an account of death or serious illness, or dicahi1ity.] V. Amend new addition 4.1O.A.1. Promotional 11est Appeals A. Appeals shall be rejected when one or more of 'the following pertain: 1. Proof that other sources not included on the reading list may support a different answer. (Note: This is an invalid basis for an appeal.) Amend Section 4.18 - Eligibility (Promotional Exams) Candidates for promotion to a regular position must be regular full-time employees who have completed their probationary period and then served for a period of at least one year P1//410# [in the immediately preceding] classification, unless a different period is provided by the job 40000400 [description] of the position to which promotion is sought. Candidates must also meet the minimum requirements as stated in the job 40000400 [description.] The next meeting was scheduled for Friday, January 17th, 1992 at 9:00 a.m. There being no further business, the meeting was adjourned at 10:45 a.m. Henry Boatright, Civi i•- Chairman
