The Civil Service Ccamnission Policy Review Committee met in a
regular meeting on Friday, January 11, 1991 at 9:00 a.m. in the
downstairs Administration Building Conference Room.

The minutes of the December 7, 1990 Civil Service Policy Review
Committee were approved as read.

Definition of Excluded Employees was discussed and clarified.

The rules and regulations established by the Civil Service
Commission shall exempt from their application the following
positions as specified in City Ordinance No. 498.
Article VIII of City Ordinance NO. 498 reads as follows:
Rules and Regulat�ns. The rules and regulations established for
the Euless Civil Service System shall exempt from their
application the following:
A. The requirements of competitive examinations, certifications
and retention in the capacity so employed of the following:
1) The City Manager
2) The Euless City Secretary
3) The Euless City Attorney
4) The Euless City Engineer
5) The Euless Municipal Judge

The Committee approved the revised policy to read:
Copies of the Personnel Rules and Regulations as approved by the
Civil Service COm ission and City Council shall be distributed to
all City employees, requiring each employee's signature upon
receipt.
A. Copies shall be placed and kept up to date in all
departments and sub-stations.
B. A copy shall be placed and kept up to date in the
Public Library.

C. All updates and/or changes shall be distributed to all
City employees, requiring each employee's signature
upon receipt.

Committee approved to read:
Applications whether accepted or rejected shall not be returned
to the applicant. Applications will be kept for two years.
[Retention of applications will be in accordance with legal
guidelines].

Chapter 4 will be re-written in it's entirety, using
promotional examinations and entrance examinations in separate
sections.

Committee approved Notice of Entrance Examination to read:
Notice of examination shall be given thirty (30) days days prior
to the test date. In the event an applicant is unable to appear
at the designated time and place for written examination, he must
forego the competition on that examination unless he submits in
writing one of the following reasons for inability to appear:

emergency assignment may be examined at another time.
Section 4.08 Right to Challenge Test Questions
Committee approved:
/////70¢ [A] candidate who finds an ambiguous or doubtful question or
item upon 00 [any phase of] an examination will have

bring it to the attention of the Personnel Officer.
The Personnel Officer will have two 000000m0 [business] working
days to establish fram competent authority that the item is
proper or eliminate the item if it proves to be improper.
Section 4.11 Review of Elimination (Proceed
Committee approved Section 4.11 to read as follows:
A) Any competitor may, within 0$ [five (5) days after the
date upon which the notice of the result of the examination
was made known to him, review his answer sheet. He shall be
permitted to compare his answer sheet with a "key" answer
sheet X / /00/ 00.0 to confirm the fact that he
received full credit for his correct answers. This shall be
done in the Personnel office. The candidate shall not be
permitted to make photocopies of the examination or "key"
answer sheet. The candidate shall only be allowed to
document those questions that he finds ambiguous or
doubtful.
B) No change
C) Candidates may 091000/00/000406,4014/Y0 [within ten (10)
business days] examine 00 00y [all] rating forms or the
administrative ranking in order to better understand the
particular areas ranked. This is an individual right and
will be done by individual appointment. However, under no
circumstances unless approved by the Personnel 00g00000y
[Office], will the panel judges or administrators be
identified.

Committee approved as amended and to be moved to Section 4.05.
Notices shall be posted in plain sight at City Hall, Police
Stations, Fire Stations and such other building as necessary to
be accessible to employees and job applicants.
Departments which conduct annual promotional examinations shall
meet the following requirements:
A) Prior to the 90th day before a promotional examination is
held, the Personnel Officer shall post a notice that lists
the sources from which the examination will be taken. Each
department will be required to keep these sources available
in all stations at all times. All personnel eligible to take
the examination shall be given a copy of the notice.
B) Prior to the 30th day before the examination is to be held,
the Personnel Officer shall post a notice of the
examination. The notice must show the position for which the
examination is to be held, and the date, time, and place of
the examination. All personnel eligible to take the
examination shall be given a copy of the notice.

Examinations shall be provided by the Personnel Officer and shall
meet the following requirements . . .
F) Based on:
1. The duties of position sought
2. Material available in departments. Each department shall
keep materials up to date at all times. If a piece of
material is missing, it shall be replaced immediately.

a) Add one point for each full year of employment [with
department in which test is to be given] up to ten

E. Grades for promotion examinations shall be posted by
the Personnel Office in the City Hall, and in the
department for which the examination was given, no
later than twenty-four (24) hours after the examination
has been given.

The Committee approved to read:
An on000 [eligibility] list expires one (1) month after the
position tested for is filled. An 000460 [eligibility] list may
be maintained for up to one (1) year for Police and Fire
positions.
Eligibles (/g [shall] be removed from the list if they
become dispossessed of any qualification required for the
position.
The Committee recommended Section 5.08 be amended to read:
In the event of tie scores on a 00010044;4440! /00000000
[transfer evaluation process], a permanent City employee shall
have priority in the certification process [of any vacancy].
Section 5.10 Promotion Lists
This section will be moved to Chapter 4 Examinations.

All terms "Department Head" and "Assistant Department Head" will
be changed to "Director" and "Manager".
Term "Permanent" changed to "Regular".
Section 6.03 Regular Apyointsent
Committee approved Section 6.03 to read:
Regular appointments shall be made from the persons certified on
the eligibility list.
The eligibility list ogy will consist of names of qualified
applicants to any position, including those that do not require a
written test.

At this point Mr. Boatright closed the discussion. Discussion will
begin with Section 6.04-Provisional Appointments, at the February
Mr. Boatright advised the committee of the importance of attendance,
and recommended that they should designate an alternate to take their
place in the event they themselves are not able to attend.
The next scheduled meeting will be held on Friday, February 8, 1991.
The meeting was adjourned at 11:05 a.m.
