The Civil Service Commission Policy Review Committee met in a
regular meeting on Friday, February 8, 1991 at 9:00 a.m. in the
downstairs Administration Building Conference Room.

Mr. Gilfillan opened the meeting with the invocation.
The Minutes of January 11, 1991 were amended as follows:
The rules and regulations established by the Civil Service Ccamdssion
shall exempt from their application the following positions as
specified in City Ordinance No. 498, Article VIII.
Rules and Regulations. The rules and regulations established for the
Euless Civil Service System shall exempt from their application the
following:
A. The requirements of competitive examinations, certifications, and
retention in the capacity so employed of the following:
1) The City Manager
2) The Assistant City Manager
3) The Euless City Secretary
4) The Euless City Attorney
5) The Euless City Engineer
6) The Euless Municipal Judge
7) All [Directors]

Section 4.02 Types of
All examinations shall be competitive in nature except as
specified in Section 4.20 and for provisional appointment, and
may consist of one or more of the following forms of examination:

B. Biographical Data Tests
C. Interview and Oral Exam
D. Background (decks
E. Experience and Training Ratings
F. Written Test
G. Performance Test
H. Strength and Agility Test
I. Polygraph Evaluation

K. Performance Evaluation

Section 4.05 liptigatafAbaninatial
Notice of examination shall be given thirty (30) days prior
to the test date. Notices shall be posted in plain sight at
City Hall, Police Stations, Fire Stations and such other
buildings as necessary to be accessible to employees and job
applicants.
In the event an applicant is unable to appear at the designated
time and place for 101000 [any] examination, he must forego the
competition on that examination unless he submits in writing one
of the following reasons for inability to appear:
The Committee discussed deleting Item C of the following reasons.
Mr. Boatright recommended Item C be tabled pending legal advise.

in question.

C. He is a student at an institution of higher learning and he
is involved in final examinations at the time in question.
D. An applicant who is required on an emergency assignment may
be examined at another time.

Section 4.06 Late Arrivals to EItaoaii Lion
The examiner conducting an examination is authorized to
decide whether applicants who arrive late may be admitted to
the examination but in no event shall a candidate be
admitted after the examination has coed or in the event
of a written test after the test has been distributed.
Section 4.07 Collusion of vii g..
The examiner conducting an examination may warn a candidate
whom he suspects of cheating. If such candidate persists in
suspicious conduct, or it can be positively established that
a candidate is cheating, the examiner shall gather the test
material from the candidate and refuse to allow him to
continue.
Section 4.09 Aral Interview Board
A. An examination may include an interview for the purpose
of appraising personal qualifications of a candidate by
a single interviewer or an oral interview board.
B. Interview Boards shall be appointed by the Personnel
Department [with approval by the Personnel Director.]
Names of potential oral board members may be suggested
by the operating departments for consideration by the
Personnel Department.
C. Departmental observers shall not be permitted in the
oral examining roam.
Section 4.10 was tabled for discussion at next meeting.

As soon as the rating of an examination has been completed,
each competitor shall be individually notified of the result
of his examination.

Section 4.11 Review
A. Any competitor may, within [ten (10)] business days
after the date upon which the notice of the results of
the examination was 0000/44000/Y0/00i [posted], review
his answer sheet. He shall be permitted to compare his
answer sheet with the "key" answer sheet to confirm the
fact that he received full credit for his correct
answers. This shall be done in the Personnel
Department. The candidate shall not be permitted to
make photocopies of the examination or the "key" answer
sheet. The candidate shall only be allowed to document
those questions that he finds ambiguous or doubtful.
This will be done on an individual appointment basis.
B. The application and examination records of competitors
are confidential records which may be reviewed by
appropriate appointing authorities in accordance with
procedures established by the Personnel Department.
Section 4.11 C tabled. Will be reworded and submitted for the
March meeting.
C. Candidates may [within ten (10) business days,] 'mod%

or the administrative ranking in order to better
understand the particular areas ranked. This is an
individual right and will be done by individual
appointment. However, under no circumstances unless
approved by the Personnel Department, will the panel
judges or administrators be identified.

A candidate who fails a written examination will not be
allowed to retake an examination for the same class until
one of the following conditions is met:

Paragraph C approved:
C. If after passing a written examination, a candidate
fails the oral, he will be deemed to have failed the
examination. In future competitions he will be required
to start a new competition process (written
examination) and meet the requirements of A and B
above.

The Committee approved deletion of Section 4.14 g of

Section 4.15 31ast Approved, deleting Section F, to
be included in Promotional Requirements.

D. Prepared and composed to:
1. Test the relative qualifications and fitness of
candidates to meet the requirements of the
classification they seek to fill.
2. Permit immediate grading.
E. Identical for any given test for any classification and
a given category (entry or promotional).

G. Shall include such reports and physical tests as are
necessary to validate the general health and physical
fitness requirements specified in any particular
classifications.

H. Practical tests may be used to evaluate any candidate's
knowledge and ability in classifications requiring a
skilled trade, craft or useful art.
I. Shall not include questions related to religious or
political convictions.

Examinations shall be conducted as follows:
A. Under the direction of the Personnel Officer or his
designated examiner/examiners.
B. Free from the presence, participation or influence of
any persons other than the examiner and those being
examined.

Section 4.18 Oman Approved as read:
All examinations shall be graded as follows:
A. At the place of examinations.
B. In the presence of the person examined, when requested.
C. All examinations, i.e. , multiple part and combination
of written and practical examinations shall be graded
and a passing grade shall be requisite for any
candidate to be placed on the eligibility list.
At this point Mr. Boatright closed the discussion. Discussion will
resume at the next meeting with Chapter 6.
The Personnel Department requested the deadline for submitting
agenda item recommendations or changes be changed from Friday to
Thursday two weeks prior to the next scheduled meeting.
The next scheduled meeting will be held on Friday, March 8, 1991.
