Call to Comer The Civil Service Commission Policy Review Committee net in a regular meeting on Friday, December 7, 1990 at 9:00 a.m. in the downstairs Administration Building Conference Room. He encouraged participation of all employees. Civil Service Commission Minutes 12/07/90 Page 2 The minutes of the November 1, 1990 Civil Service Policy Review Committee were approved as read. Old Business:. Section 1.07 Questions concerning the legal requirements of changing job descriptions and duties were discussed. It was stated that Directors should not have the authority to add responsibilities and or duties to job descriptions without the employees' consent. Discussion followed, advising that all positions in each department shall be classified based on the needs of the department, and recxidations of that Director. Additional job duties and requirements shall be in accordance with legal guidelines. Employees shall be advised of any changes in their job description, and given a specified time frame in which the City would be responsible for any additional training necessary for the employee to meet the added requirements of the job. Section 2.09 (Debbie, I have no notes on what was to be changed in this section. Section 2.14 Director will replace the term "department head" throughout the Rules and Regulations. Section 2.24 Requested that spouse's grandparents be included in "immediate family" for the purpose of the Emergency Leave policy. Section 2.59 Request the definition of "work day" to include "work cycle". New Business: Section 3.02 General Qualifications of City Eloyees Request to change wording . ability to perform the duties Og yv0/ }rat [listed in the job description]. Section 3.03 Qualifications of City Eloyees Discussed educational-experience substitution being included in job descriptions. Suggested the provision should apply to applicants as well as current employees. Requested the policy should allow substitution provisions to apply in all classification series, and transfers to and from classification series. Section 3.05 Qualifications Evidence C. . . . applicants must provide proper documentation verifying qualifications and eligibility to work. F. List G.E.D. as substitute for high school diploma. Add [Retention of applications will be in conformance with legal guidelines. ] QTAPI'ER 4 E NATIONS Recommended adjustments to the entire chapter by addressing Promotional and Entrance examinations separately, with general consensus for revision. Section 4.05 Notice of EXamination Suggested that notice of examination be given thirty (30) days prior to test date, rather than ten (10) days prior. Section 4.18 Promotional Grades Discussed seniority points on promotional examinations. Member suggested seniority points added on promotional examinations should required in the department for which the exam is being held. Seniority points should not transfer from one department to another. The next Policy Review Committee Meeting will be held on Friday, January 11, 1991 at 9:00 a.m. Agenda items for the January meeting should be submitted to the Personnel Office by December 28, 1990. There being no further business the Policy Review Committee adjourned at 11:10 a.m. , while the Civil Service Commission members remained to elect a Chairperson. Mrs. McCormick nominated Henry Boatright as Chairman. Mr. Boatright accepted the nomination. Mr. Barnes and Mr. Gilfillan seconded.
