Cpl to Order The first meeting of the City of Euless Civil Service and Personnel Policy Review Committee was held on Thursday, November 1, 1990 at 8:30 a.m. in the downstairs Administration Building Conference Room. [YInni Wi a[1 ME lbgrg Pmt Henry Boatright, Commissioner Tommy Barnes, Commissioner Willie Mae McCormick, Commissioner Staff M _Pt Debra Forte', Director Fiscal & Human Resources Ruth Alley, Personnel Manager Alice Cahill, Secretary Oamniaitt:ee Myers Present Don Scott, Police Department Ron Williamson, Police Department Margarita Franco, Police Department Scott Parsley, Fire Department Scott Stamps, Fire Department Mark Lipman, Fire Department Paul Wrzesinski, Streets/Utilities Jeff Murphy, Streets/Utilities Linda Free, Administrative Services Essie Dougherty, Community Services Nick Mitchell, Community Services Diana Kopecky, Fiscal & Human Services Debra Forte' gave a brief introduction concerning the purpose and goals for the Committee, and everyone introduced themselves. Commissioner Boatright emphasized the need for "open communications" between employees and management, and stressed the importance of every individual being able to feel free to openly express their concerns. 2. 'on of «tom., _-� .� r�_ +* `as • • • • a '• Section 1.01 Basic objectives and Applicability: An incentive and evaluation process should be outlined. (Page 2, Civil Service Commission Meeting, November 1. 1990 Section 1.03 Excluded Employees: Who are excluded employees, and why are they excluded. Section 1.04 Dissemination: Availability of Rules and Regulations should be issued to each employee, and one copy must be available in each office at all times. Section 1.05 Amendments: Amendments should include descriptions of jobs, classes, and qualifications. Section 1.07 Personnel & Civil Service Officer: Discussed which individual is responsible, and this person should be designated in this Section. 3. Chapter 2: Definitions Section 2.10 Should include job classes. Section 2.24 Immediate Family: Immediate family members are listed in the new Nepotism Policy, and will be included in this Section. Section 2.27/37d: Position refers to "Job"; Job refers to "Position". Job/Position needs definition. Section 2.33 "Permanent" employee will be amended to read "Regular full-time, Regular Part-time employee; or Temporary and Seasonal. Section 2.38: Pregnancy Leave: Federal laws governing pregnancy or maternity will be included and treated as any other illness. Section 2.57: Transfer: Define "class". Section 2.59: Work Day or Working Day: Define firefighters work day--not same as regular work day. Address firefighter regular time. Also under DEFINITIONS, all terms under the Fair Labor Standards Act are to be included in the new regulations. 4. Fixture Haetixris The Committee elected to schedule future meetings on the first Friday of each month at 9:00 a.m. to 11:00 a.m. The next meeting will be held on Friday, December 7, 1990 at 9:00. Committee members will seek input from their department's employees and bring feedback for the next meeting. 5. Adjot Meeting was adjourned at 10:30 a.m.
