CIVIL SERVICE COMMISSION
September 15, 1989
CALL TO ORDER
The special session of the Civil Service Commission was called to order by
Chairperson Mary Balsinger at 1:30 p.m.

EXECUTIVE SESSION
The Civil Service Commission adjourned into executive session at 1:35 p.m. for
the purpose of discussing personnel matters. The executive session adjourned at
1:45 p.m. and the Civil Service Commission reconvened their meeting.
I. REQUEST OF RICK MEADOR FOR A HEARING
Chairperson Balsinger stated that the purpose of the meeting was to determine
the validity of the appeal of Rick Meador, an Animal Control Officer in the
Environmental Health Department.
After reviewing the Employee Warning Notices Mr. Meador had received, the
personal notes taken by his immediate supervisor, and the accident reports
concerning the accidents Mr. Meador had been involved in while operating city
vehicles, it was agreed that Mr. Meador should be terminated.
Mr. Boatright stated that he felt if this had been a first offense, that Mr.
Meador would have the right to a hearing and possibly a second chance.
Mrs. Balsinger agreed with Mr. Boatright concerning his statement that Mr.
Meador would have a right to a hearing and a second chance if this were a first
offense.
Mr. Heilman advised the Commission that Mr. Hart, City Manager, felt the termi-
nation was warranted and upheld the decision. He further advised that if the
Commission denies a hearing, Mr. Meador can appeal their decision to the City
Council.
Mr. Boatright made a motion to agree with the supervisor's decision, and to deny
a hearing with the consensus that in view of the facts as they were presented,
there is no evidence to indicate that Mr. Meador was not in violation of city
policy as charged.
Mrs. Balsinger seconded the motion.
Ayes: Mr. Boatright and Mrs. Balsinger
Nays: None
Absent: Mr. Barnes
Chairperson Balsinger declared the motion carried.
ADJOURNMENT
There being no further business before the Commission, Chairperson Balsinger
declared the meeting adjourned at 1:55 p.m.
