EULESS CIVIL SERVICE COMMISSION
OCTOBER 25, 1977
1 . CALL TO ORDER
The meeting was called to order by Chairman Bill Wray at 3: 30 p.m. , in the
Conference Room, 201 North Ector Drive. Members present were Bill Wagner
and Frank Douglass, also present were John Lynch, Asst. City Manager, Acting
Police Chief Bill Thompson, Lt. Tommy Free, Sgt. Randy Byers, Det. Joey
Ziemian, Dispatcher Freddie Grigsby, Sgt. Pat Crawford, Chief John Scott,
Euless Fire Department, and Recording Secretary Ruth Alley.
2. INVOCATION
The invocation was given by Chairman Bill Wray.
3. APPROVAL OF MINUTES
Minutes of the last meeting were approved as written.
The vote was unanimous.
4. DISCUSSION OF PROMOTIONAL EXAMINATIONS
Mr. Wray stated that the meeting was open for discussion regarding who was
eligible to take the exam and that after an open discussion the Commission
would go into Executive Session to make the final decision. Mr. Ziemian,
Freddie Grigsby and Sgt. Randy Byers asked questions and gave their feelings
on who would be eligible to take the exam.
Mr. Wray asked if there was an exam given for the Sgt. in Investigation and
Chief Thompson stated that there was not a competitive exam for Investigators.
The committee went into Executive Session and the results are as follows:
There is no competitive examination for the classification Senior
Police Officer; therefore, this position will not be recognized in
determining eligibility for the Police Sergeant's examination. All
persons who have completed the initial probationary period and have
served for a period of at least one year with the City of Euless as
a Police Patrol Officer will be eligible for the Sergeant's exam.
Police supervisory experience gained in cities other than the City
of Euless will be accepted. Example: A person will be considered
eligible for the Lieutenant's examination provided that he has two
years experience as a Sergeant with another city and has served with
the City of Euless for his initial six month probationary period and
one year immediately thereafter as a certified Police Officer.

The commission feels that the City Administration shall set the minimum
qualifications for various positions within the City, and would like each
department to set up guidelines for their department. The sheet entitled
MINIMUM QUALIFICATION REQUIREMENTS FOR SWORN POLICE PERSONNEL has been
previously adopted and is currently applicable.
Please see attached sheets regarding the rules for the promotion exam.
5. NOTICE OF EXAMINATION
Mr. Wray recommended a change in 4.05, to read a minimum of fifteen (15)
days and a maximum of thirty (30) days prior to the test date. In the
event an applicant is unable to appear at the designated time and place
for written examination, he must forego the competition on that examination
unless he submits in writing one of the following reasons.
The vote was as follows:
Ayes: Messers: Wagner, Douglass and Wray
Nays: None
The Commission is recommending this change be sent to the City Council for
their approval .
6. ADJOURNMENT
The meeting adjourned at 6: 30 p.m.
