Euless Civil Service Commission
May 21, 1976
1. CALL TO ORDER
The meeting was called to order by Chairman Bill Wray at 1:40 p.m. Members
present were Frank Douglass and Bill Wagner. Also present was Ken Taylor,
Civil Service Officer.
2. INVOCATION
The invocation was given by Chairman Bill Wray.
3. APPROVAL OF MINUTES
Mr. Douglass moved to approve the minutes of the regular meeting of April 7,
1976, as written.
The motion was seconded by Mr. Wagner and the vote was unanimous.
4. CONSIDERATION OF REQUEST OF DRIVER/ENGINEER JACK WATSON OF FIRE DEPARTMENT
TO SET ASIDE THE RULES
The matter of a request by Mr. Watson to set aside the rules requiring one
year time in grade for eligibility to compete in promotional examinations was
discussed. Mr. Watson's request stated that he would lack two (2) days as of
the posted examination date having the required year in grade.
Mr. Douglass made a motion to deny Mr. Watson's request on grounds that
sufficient cause did not exist to warrant requesting the City Council to make
an exception to the regulations in this case.
The motion was seconded by Mr. Wagner and the vote was unanimous.
5. DISCUSSION OF SIMULTANEOUS VACATIONS TAKEN BY DEPARTMENT HEADS
Mr. Douglass informed the Commission that certain citizens of the community
were concerned about simultaneous absences of key Department Heads and the
City Manager because of vacation leave or sickness.
Mr. Sustaire, City Manager, was asked if he felt that the Civil Service Rules
and Regulations should stipulate requirements in this matter, or should it
continue to be decided through policies of the City Manager.
Mr. Sustaire stated that he did not feel formal stipulations were necessary,
and that he had already established administrative policies which would
alleviate anyone's concern regarding absences of Department Heads.
6. ADJOURNMENT
The meeting adjourned at 3:00 p.m.
