Work Session
January 21, 1976

1. Call to Order
The meeting was called to order by Chairman Wray at 1:30 PM. Present were
Chairman, W. L. Wray, Commissioner, Frank Douglas, City Manager, W. M. Sustaire,
City Attorney, Robert McFarland, and Assistant to the City Manager, Ken
Taylor. The invocation was delivered by Chairman Wray.
2. Approval of Minutes
The minutes of the work session held January 14, 1976, were approved, as
well as the minutes of all proceeding meeting not previously approved.
3. Revision of Civil Service Personnel Rules and Regulations
The following paragraphs of Chapters 3 through 11 of the revised Rules and
Regulations were reviewed and the changes per the attached text were agreed
to by those present:
Chapter 3 - 3.05, 3.07, 3.08, 3.12
Chapter 4 - 4.02, 4.03, 4.13, 4.16, 4.18, 4.19
Chapter 5 - No changes
Chapter 6 - 6.06, 6.07, 6.08, 6.09, 6.11
Chapter 7 - 7.02, 6.03, 6.04
Chapter 9 - 9.02
Chapter 10- 10.1, 10.03, 10.04, 10.05, 10.17, 10.19
Chapter 11- 11.01, 11.02

4. Amendment to Classifications
It was the consensus of the Commission that a stipulation be added to all
job classifications to provide for a one year time-in-grade requirement
for promotional examinations. Chairman Wray instructed Mr. Taylor to
arrange for this stipulation to be added to all existing classifications,
notification of same to be appropriately posted.
5. Submission of Revised Personnel Rules and Regulations for Council Approval
It was the unanimous decision of the Commission to recommend the Civil Service
Personnel Rules and Regulations, as revised, to the City Council for approval.
Members of the City Staff present concurred in this decision.
6. Adjournment
There being no further business, the meeting was adjourned at 7:30 PM.
