HomeMy WebLinkAbout1976-01-03 Called Meeting Civil Service Commission January 3, 1976 1. CALL TO ORDER AND INVOCATION Exiting Chairman, James C. Mckinney, called the meeting to order and gave the invocation. Present were Commissioners Frank Douglas and W. L. Wray; exiting Chairman,James C. McKinney, Alternate Commissioner, W. J. Hyde and Assistant to the City Manager, Ken Taylor 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Mr. Frank Douglas made a motion to approve the minutes of the meeting of March 22, 1975. Mr. Bill Wray seconded the motion and the vote was as follows: Ayes: Messrs: Hyde(voting as alternate) , Wray, and Douglas. Nays: None 3. STATEMENT OF PURPOSE OF MEETING Mr. McKinney stated that the purpose of the meeting was to review the Revised Civil Service Personnel Rules and Regulations and enabling Ordinance proposed by the City Manager preparatory to making a re- commendation to the City Council. Mr. McKinney then presented the back- ground of the proposed revisions. 4. DISCUSSION OF PROPOSED REVISIONS A lengthy discussion was held concerning the major aspects of the pro- posed revisions and it was the consensus of the Commission that the following action be taken: that a work session with the City Attorney be held January 6, or the nearest convenient date thereto, for the purpose of obtaining the opinion of the City Attorney regarding the proposed revisions and enabling Ordinance; that a recommendation be made to consider the proposed Ordinance in two readings - one January 13, 1976, and one January 27, 1976; that a work session with the consultant who assisted in constructing the propsed revisions be held one to two weeks prior to Janaury 27, 1976 for the purpose of discussing with him the proposed revisions; and that the final recommendations regarding the proposed revisions of the Civil Service Personnel Rules and Regulations be presented to the City Council at their regualr meeting January 27, 1976. It was the further consensus of those present that certain aspects of the City Personnel System be considered for removal from the Civil Service Rules and Regulations, specifically those pertaining to certain employee benefits, employee compensation, and employee classifications. PAGE 2 5. ELECTION OF ACTING CHAIRMAN A motion was made by Mr. Frank Douglas to elect Mr. W.L. Wray as Acting Chairman of the Civil Service Commission pending the appointment by the City Council of a permanent replacement for exiting Chairman, James C. McKinney. Mr. W. H. Hyde seconded the motion and the vote was as follows: Ayes: Mr. Douglas and Mr. Hyde. Nays: None Abstained: Mr. Wray. 6. ADJOURNMENT There being no further busness to consider, Mr. Hyde made a motion to adjourn the meeting. The motion was seconded by Mr. Wray and the vote was as follows: Ayes: Messers, Wray, Douglas and Hyde. Nays: None The meeting was adjourned at 1:30 PM. APPROVED: \ALL\ Chai an ��"`�
