Civil Service Commission
September 15, 1973
CALL TO ORDER
Chairman Hyde called the meeting of
the Civil Service Commission to order at 8:03 a .m. in the Conference
Room of the Euless City Hall .
Members present were Mr. James McKinney
and Mr. Frank Douglass.
Also present were Mrs. Willie Mae
McCormick, City Manager C. J. Griggs, Mr. W. M. Sustaire and Recording
Secretary Becky Lowrance.
INVOCATION
The invocation was given by Mr. Frank
Douglass.
APPROVAL OF MINUTES
Mr. Douglass moved to approve minutes
of the regular meeting dated August 18, 1973.
Mr. McKinney seconded the motion and
the vote is as follows:
Ayes: Messrs. Hyde, Douglass and McKinney
Nays: None
Chairman Hyde declared the motion
carried .
REVIEW OF STATUS REPORT OF
CIVIL SERVICE ITEMS
Chairman Hyde stated that the Attorney
is supposed to attend these meetings. Mr. Hyde also stated he has called
the Attorney and has not received any return calls .
Mrs. McCormick stated that Mr. McFarland
has been reading this material from a legal standpoint .
Mr. Hyde stated that the plan is , as
soon as the Attorney reviews and edits this material , the material will
be forwarded to the Council for approval . When these are approved, we
will have a very close working relationship with the City Manager. All
positions after this will be filled from the Register of Eligibles.

EFFICIENCY REPORTS
Chairman Hyde stated that he would wait
on the efficiency reports until the new Chief of Fire Operations is working.
However, he asked how those present felt about efficiency reports.
Chief Sustaire stated he has mixed emotions
on efficiency reports. He felt it is hard to keep emotions from being
involved.
It was agreed, however, that some kind
of efficiency reports will be needed and Chief Sustaire and Mr. Hyde agreed
to get together on the efficiency reports.
ORGANIZATIONAL CHARTS
Chairman Hyde stated that Council action
on organizations and job classifications are needed .
(Chairman Hyde instructed the Recording
Secretary to see that Mr. Douglass and Mr. McKinney get copies of the Pay
Schedule for all Departments.)
Mr. Douglass questioned Mrs. McCormick
on whether the organizational charts were approved or not .
Mrs . McCormick stated that they have been
approved with revisions.
Chairman Hyde wanted to know if the
organizational charts for the Police and Fire Departments were ready.
Chief Sustaire stated that he will add
the Vice and Intelligence.
Chairman Hyde wanted to know if he could
get the names, titles, and assignments and also the job classifications
and pay ranges.
Chief Sustaire stated that he could furnish
this information for his Departments.
Chairman Hyde stated that he needs names,
titles, and specific salaries and salary ranges .
Mr. McKinney stated that they have what
an employee is getting now, but not the range of his salary.
TESTS
Chairman Hyde stated that the tests would
be worked on when the Commission has the organization and classifications
of the employees.

Chief Sustaire asked about examining
laborers.
Chairman Hyde read portions from the
Rules and Regulations concerning this.
Chairman Hyde stated that he would put
exempt or non-exempt on job classifications. He also stated that there
will be an entrance test for everyone.
Mr. Frank Douglass is compiling a list
of the tests.
CLERK OF THE CIVIL SERVICE
Chairman Hyde stated that he has been
authorized to rent a building and furnish it to some extent and hire a
Clerk contingent on approval of the Council .
Chairman Hyde recommended names for
Clerk of Civil Service, but nothing has been done. He feels the Commission
needs a place to set up an office where the employees can go and talk to
the Clerk where no others can hear them. He also stated they might desire
to be open one night a week.
OFFICE OF CIVIL SERVICE
Chairman Hyde stated that the Commission
has authorization to proceed.
BENEFITS
Chairman Hyde stated the Council is being
very fair from the pay standpoint .
Mr. Hyde asked Mrs. McCormick if the
Council has approved the pay incentive.
Mrs. McCormick stated that it has not been
brought up.
Chairman Hyde stated that he feels that
the education incentive and insurance are the best benefits the City has
to keep employees .
Chairman Hyde feels that the Vacation,
Holidays , Sick Leave, Injury Leave are ready for the Attorney. He stated
that the Injury Leave needs factoring for Workmen's Compensation.
Chairman Hyde stated that he will work
up a form on basic salary.

Mr. Griggs stated that the Longevity Pay
is pre-empted by the State.
Chief Sustaire asked why this could not
be paid in one lump sum.
Chairman Hyde stated that it was legal .
Mr. Griggs stated that under the law, the
City can not pay a bonus, but would like to see this go into effect.
The Commission agreed with the City
Manager.
Chairman Hyde stated that the Attorney is
supposed to approve all this.
Mr. Griggs stated that he talked with
Mr. Cribbs and that they will be represented at the next meeting.
Chairman Hyde read what is written under
Uniform Allowance and all agreed with it.
EDUCATION SUBSIDY
Chairman Hyde felt that this is ready to
go to the Attorney and Council . He read what is written under Education
Subsidy in the Rules and Regulations. The Commission decided to take the
second sentence out which removes the limitation.
II .
OBJECTIVES FOR EMPLOYEE INSURANCE
Chairman Hyde stated that the Insurance
Committee is working on this, but he brought a list of objectives for
employee insurance to be considered.

Chairman Hyde stated that he would like
to see the Clerk well briefed on the insurance to help the employees.

SECTION IV - MISCELLANEOUS
A. Credit Union
Mr. McKinney stated that he is working
on this and will report at the next meeting.
B. Investment Plan
Mr. McKinney stated that he is working
on this and will report at the next meeting.

C. Veterans Considerations
Mr. Griggs felt that the Veterans
Considerations is outdated .
Chief Sustaire stated that he does
some of it now.
Chairman Hyde stated that he was for
it . He asked Mr. McKinney if he had any objections.
Mr. McKinney stated that he did not.
D. Original Employees
E. Service Awards
Mr. Douglass stated that he is working
on this and will report later.
F. Rest Periods
This has been finished .

IV.
APPENDIX II - CLASSIFICATIONS
This is being worked on at the present time .
The Commission needs inputs from the City Manager.
V.
APPENDIX III - PHYSICAL EXAMINATIONS
Chairman Hyde stated that this is ready
to submit to the Commission and subsequent to the Attorney.
Mr. Griggs stated that instead of employees
going to the City Health Officer, they be allowed to go to a physician
approved by the City.
Chairman Hyde suggested that Mr. Griggs
edit it.

of this Appendix for review at the next meeting.)

ANNOUNCEMENT OF NEXT MEETING
Chairman Hyde announced that the next
regularly scheduled meeting of the Civil Service Commission is September 29,
1973.
