Civil Service Commission
July 21 , 1973
CALL TO ORDER
Chairman Hyde called the meeting of the
Civil Service Commission to order at 8:05 A. M. in the Conference Room of the
Euless City Hall .
Member present was Mr. James McKinney.
(Absent was Mr. Ivan Gregory.)
Also present was City Manager C. J. Griggs
and City Secretary Vada Ferris.
VISITORS
Visitor present was Mrs. Willie Mae
McCormick.
INVOCATION
The invocation was given by Mr. James
McKinney.
APPROVAL OF MINUTES
Mr. Hyde moved to approve minutes of the
regular meeting dated July 7, 1973.
Mr. McKinney seconded the motion and the
vote is as follows:
Ayes: Messrs. Hyde and McKinney
Nays: None
Chairman Hyde declared the motion carried.
REPORT: TEXAS MUNICIPAL RETIREMENT
SYSTEM - CITY' S PARTICIPATION
City Manager Griggs reported to the members
of the Commission that the City participation is two to one in the City's retire-
ment program. Replying to a question by Mr. Hyde, Mr. Griggs stated that disabled
employees benefit from the retirement program as well as social security and the
City' s insurance program.
Mr. Hyde stated that he thinks that the
benefits furnished by the City of Euless to the employees are good and that,
in his opinion, the employees do not really know exactly what the benefits are.
Mr. Griggs informed the Commission that when
an employee is injured on the job, that it is discretionary with the City as to
the number of months the employee is carried on the City' s payroll .

Mr. Hyde stated he would like for the City
to have a written policy concerning compensation for persons injured or ill for
a long period of time.
II .
COMPENSATION SURVEY FORMS AND SKILL
SURVEY FORMS
The City Secretary presented the completed
forms as requested by the Civil Service Commission and advised the members that
the procedure for appeal has been properly posted.
III .
REPORT ON OVERTIME AND COMPENSATORY TIME
Mrs. McCormick stated that, as requested by
the Civil Service Commission, she asked Mr. Cribbs about overtime pay. Mr.
Cribbs advised that any time over eight hours a day and forty hours a week is
considered overtime and the rate of pay should be time and a half.
Mr. Griggs stated that he has instructed
Department Heads not to permit employees to work overtime but when this is
necessary, the employee is compensated with compensatory time which should be
taken in the same pay period in which it is accrued.
Chairman Hyde stated that the City' s policy
of $20.00 for stand-by is, in his opinion, not adequate.
IV.
BENEFITS REPORT
Mr. McKinney passed out a benefits report.

The members agreed that this report would
be studied and discussed more thoroughly at the next regularly scheduled meeting
of the Civil Service Commission. However, Mr. Griggs reported to the Commission
that the rate of longevity is to increase to $3.50 January 1 , 1974 and to $4.00
January 1 , 1975.
Mr. McKinney stated that he was aware of
this and therefore requested that it be increased to $4.00 January 1 , 1974.
Holidays were discussed and Mr. Griggs comment-
ed that some cities have a floating holiday or an employees birthday can be a
holiday for that particular employee.
Chairman Hyde stated that, in his opinion,
the City should encourage its' employees to participate in the educational
benefits offered by the City.

V.
EMPLOYEE HANDBOOK
Mr. Griggs stated that he would rather
wait for the printing of the Employee Handbook until the Civil Service Commission
completes its study.
Members of the Commission agreed that
education benefits should be included in the handbook.
VI .
ANNOUNCEMENT OF NEXT MEETING
The members agreed that the next meeting
of the Civil Service Commission would be on Saturday, August 4, 1973 at 8:00 A. M.
VII .
ADJOURNMENT
Mr. Hyde moved to adjourn the meeting.
Mr. McKinney seconded the motion and the
vote is as follows:
Ayes: Messrs. Hyde and McKinney
Nays: None
Chairman Hyde declared the motion carried.
The meeting adjourned at 9:00 A. M.
