HomeMy WebLinkAbout2012-01-10 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, January 10, 2012 A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:00 p.m. on Tuesday, January 10, 2012, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Mary Lib Saleh, Mayor Pro Tem Donna Mickan, Council Members Tim Stinneford, Leon Hogg, Linda Martin, Glenn Porterfield, and Perry Bynum. During the Precouncil meeting: ➢ Director of Planning and Economic Development Mike Collins addressed the City Council regarding the CDBG 38th Year project proposal, which includes sidewalk accessibility ramps within several neighborhoods that will meet ADA specifications. ➢ Continued from the November 22, 2011, precouncil meeting, Director of Planning and Economic Development Collins briefed the City Council on the proposed amendments and adoption of the 2009 International Codes, which includes residential plumbing, building, and electrical codes. Council Member Porterfield requested that the standard parking space width be evaluated and the code be more precise when outlining the width and the length of commercial parking spaces. ➢ City Manager Gary McKamie advised the City Council as to the need to consider an amendment to the gas drilling ordinance, specifically related to setbacks. • City Manager McKamie addressed an upcoming Planned Development change for the Glade Parks site relating to the gas pad site permit and signage. ➢ Director of Public Works and Engineering Ron Young provided a road construction update, including Baze Road, Ash Lane and Rio Grande Boulevard, as well as a follow-up to the sidewalk construction project on Harwood Road, between Fayette and Ector Drive. ➢ Director of Public Works and Engineering Young advised that the Tarrant Regional Water District (TRWD) has reported that their current water storage capacity is at 70 • percent. > Finance Director Vicki Rodriquez advised that car rental receipts for the month of January were up six percent. The receipts represent rentals during the month of November 2011. City Manager McKamie reviewed the regular agenda items. Council Minutes Page 2 of 7 January 10, 2012 CLOSED SESSION The City Council convened into closed session at 5:59 p.m. for deliberation regarding the following: Purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: o Real Property Adjacent to Texas Star Golf Course, J. W. Haynes Survey Concerning economic development incentives as authorized by Section 551.087 of the Texas Government Code related to: o East Euless Boulevard o Glade Parks o Riverwalk! PRESENTATION OF EMPLOYEE OF YEAR FOR 2011 Director of Public Works Ron Young and Public Works Manager J.T. Ackerman introduced Public Works Foreman Herby Joseph. Herby was accompanied by his wife Jan, his sister, Keithie, and members of the Public Works Department. Mayor Saleh presented Herby with a plaque commemorating his selection as Employee of the Year for 2011. ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS Police Chief Mike Brown introduced Senior Police Officer Brian Lord. Brian was accompanied by members of the Police Department. Council Member Stinneford presented Brian with a service pin commemorating his five years of service with the City. Deputy City Manager Loretta Getchell introduced Administrative Secretary I Danette Thorpe. Danette was accompanied by her husband, Randy, son, Randall, daughter Elise, and co- worker, Diana Ryan. Council Member Hogg presented Danette with a service pin commemorating her five years of service with the City. Council Minutes Page 5 of 7 January 10, 2012 Fire Chief Wes Rhodes and Fire Marshal Paul Smith introduced Fire Inspector I Ken Rawlinson. Ken was accompanied by his wife, Alex, son, Ethan, nephew, Malachi, and members of the Fire Department. Council Member Martin presented Ken with a service pin commemorating his 10 years of service with the City. Texas Star General Manager Glenda Hartsell-Shelton and Texas Star Golf Course Superintendent Scott Boven introduced Texas Star Assistant Golf Course Superintendent Patrick Voss. Patrick was accompanied by his wife, Julie, and son, Nick. Mayor Pro Tern Donna Mickan presented Patrick with a service pin commemorating his 10 years of service with the City. Police Chief Brown introduced Police Senior Corporal Mark Harris. Mark was accompanied by members of the Police Department. Council Member Porterfield presented Mark with a service pin commemorating his 15 years of service with the City. Deputy City Manager Getchell introduced Deputy Court Clerk Emily Murphy. Emily was accompanied by her husband, Art, sons, Sean and Brian, daughter-in-laws, Tiffany and Kimberlee, grandchildren, Carys and Caroline, and members of the Municipal Court Department. Council Member Bynum presented Emily with a service pin commemorating her 20 years of service with the City. Police Chief Brown introduced Police Lieutenant Joe Kraft. Joe was accompanied by his wife, Nancy, and members of the Police Department. Mayor Saleh presented Joe with a service pin and clock commemorating his 25 years of service with the City. Police Chief Brown introduced Police Corporal Harold "Gene" Haywood. Gene was accompanied by his wife, Betty, daughter, Elizabeth, son-in-law, Tom, grandchildren, Aiden and Asher, and members of the Police Department. Mayor Saleh presented Gene with a service pin commemorating his 30 years of service with the City. REGULAR AGENDA ITEM NO. 3. AUTHORIZED CITY MANAGER TO SEEK COMPETITIVE BIDS Council Member Stinneford motioned to authorize the City Manager to seek competitive bids for paving, drainage, water and wastewater improvements related to Glade Parks, Phase II infrastructure. Council Member Bynum seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Mickan, Council Members Stinneford, Hogg, Martin, Porterfield, and Bynum Nays: None Mayor Saleh declared the motion carried. Council Minutes Page 6 of 7 January 10, 2012 ITEM NO. 4 AUTHORIZED PURCHASE OF LIBRARY MATERIALS Council Member Martin motioned to authorize the purchase of library materials through the State of Texas CO-OP Program contract. The total estimated expenditure is $222,085. Council Member Porterfield seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Mickan, Council Members Stinneford, Hogg, Martin, Porterfield, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 5 APPROVED RESOLUTION NO. 12-1379 Council Member Hogg motioned to approve Resolution No. 12-1379, renewing adoption of a tax abatement policy establishing guidelines and criteria for tax abatement agreements and electing to become eligible to participate in tax abatements. Council Member Stinneford seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Mickan, Council Members Stinneford, Hogg, Martin, Porterfield, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 6. APPROVED CITY COUNCIL MINUTES Council Member Bynum motioned to approve the City Council minutes of the regular meeting of December 13, 2011. Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Mickan, Council Members Stinneford, Hogg, Martin, Porterfield, and Bynum Nays: None Mayor Sateh declared the motion carried. ITEM NO. 7. PUBLIC COMMENTS Dad Easton, 1005 Fayette Drive, Euless, expressed appreciation to the City for the construction of a sidewalk on Harwood Road between Fayette and Ector Drive, and also expressed his support of the budget process and conducting budget work sessions in the City. He expressed his opposition to a few of the proposed building code amendments, specifically related to carbon monoxide sensors and permit fees related to water heater Council Minutes Page 7 of 7 January 10, 2012 installation in residential structures. Additionally, he requested uniformity in the enforcement of the City's sign ordinance related to political signs on city property during the early voting period and election day. ITEM NO. 8.
