HomeMy WebLinkAbout2011-10-20 MINUTES OF A REGULAR MEETING OF THE ANIMAL SHELTER ADVISORY BOARD October 20, 2011 ITEM 1 — CALL TO ORDER A meeting of the Animal Shelter Advisory Board was called to order by Chairman Dr. Gayla Maas at 11:00 A.M. at the City of Euless Animal Shelter, 1517 Westpark Way, Euless, Texas 76040. The following members were in attendance: Gayla Maas, D.V.M. Leon Hogg Michelle Watson JT Ackerman Staff Support: Ron Young, Larry James, & Cynthia Daniel Citizen Attendance: None ITEM 2 - REVIEW AND APPROVE MINUTES FROM MEETING OF APRIL 21, 2011 Chairman Maas asked if there were any questions regarding the minutes of April 21, 2011. JT Ackerman made a motion to approve the Minutes of April 21, 2011. Leon Hogg seconded the motion. Motion approved. ITEM 3 - STAFF REPORT — SHELTER OPERATIONS JT reported that Jodan Shelton received his Animal Control Officer Certification. Now have five (5) certified officers. Also, mentioned the shelter purchased a new wand to scan microchips. It can scan up to 15 digit chips. Ron mentioned that the last state inspection went okay and that the next inspection of the shelter is April 2012. ITEM 4 - SHELTER STATISTICS REPORT Second and third quarter statistics for number of animals picked up had increased. Releases to owners were down a little. Second quarter adoptions were down but third quarter adoptions were up. Leon asked if adoptions had gone up since the GAP Club girls had started working with the shelter to get animals adopted. Larry said yes. Leon ASAB Meeting Page 2 October 20, 2011 asked Larry to report at next meeting how adoptions have gone up since GAP Club girls have been working with shelter and what the number of adoptions were on a yearly basis before they started. Dr. Maas said it has reduced the number of euthanasias. Citations for the second quarter of 2011 were up a 100 percent from previous year. Animals at large were the reason, not spay/neuter violations. Larry Atkinson goes through the adoption papers once or twice a week and calls to ask if the procedures had been done when they were due and continues to call until they have had the procedures done and sent the shelter the required documentation. Third quarter the citations stayed the same for 2011 and previous year Dog bites are down and animal bites in general are trending downward. Ron gave two recent examples of how the amended dangerous dog ordinance worked. In one incidence the dog was put down per the judge's order and in the other instance the dog was ordered released by the judge. The process appears to be working as it should. ITEM 5 — DOG DAZE REPORT Chairman Maas said it was a success. She saw 214 dogs. Estimated 90% plus were Euless residents or have ties to Euless residents. Staff received $194.56 in donations for the Injured Animal Fund. Chairman Maas expressed opinion that the event worked better without serving hot dogs. Agreed that just offering chips, cookies and soft drinks is better. Discussed not having groomers there and think it works better without them. Some people still ask for groomers but not many. ITEM 6 — DOG DAZE 2012 PLANNING Discussed having the next Dog Daze event either May 5th or May 12th, 2012. The GAP Club girls have a Pet Fair in May at Trinity High School. Larry to find out which weekend they are going to have their event. Discussed the idea of combining Dog Daze and the GAP Club's Pet Fair. Preference is not to combine them, no real benefit to do so. ASAB Meeting Page 3 October 20, 2011 Will still be held at the Public Works Facility and will serve chips and soft drinks, no groomers. The publicized time will stay 8:00 a.m until Noon but will stay until finished helping those that were in line at the noon cut-off time. Board will decide at the January 19, 2012 meeting which date to have the event and will make additional planning. Will also have tentative meeting schedule for 2012 at January meeting. ITEM 7 — GAP CLUB ACTIVITIES REPORT Larry reported that from October 2010 to October 2011 the Club adopted out 74 cats and 208 dogs. They hold a Pet Fair each year at Trinity High School, Master Made Feed Store in Grapevine, and an adoption event in Southlake. Girls come every Wednesday to exercise the dogs in the new dog park at back of shelter. Club not working on any projects at shelter at this time. JT thanked Larry and the other officers who work closely with the GAP girls. They are doing a great job working with the GAP girls. Larry said Larry Atkinson is the one that works closely with GAP and the adoptions. ITEM 8 — BOARD MEMBERS OR CITIZENS REQUESTS OF ITEMS TO BE ADDRESSED BY STAFF AND/OR PLACED ON FUTURE AGENDAS Chairman Maas asked that the Board entertain a motion that they have four meetings for the year. Discussed the cancellation of the July meeting and the reasons why it is important that the July meeting not be cancelled in order that the Board meets the requirement of holding at least three meetings per year. The October and January meetings are more likely to be cancelled due to bad weather. Ron said that since this was not a specific item on this meeting's agenda, will need to put it on the January 2012 agenda to make the motion. He said they can discuss it today but not vote on it. Will put on the next agenda to discuss and vote on it. Leon and Michele are okay with having the July meeting. Ron asked if there was any legislative news that would affect the shelter. ASAB Meeting Page 4 October 20, 2011 Michelle asked what happened to changing the shelter hours that had been discussed previously. Shelter staff put together a list of calls received during the week and on Saturdays to compare. Looking at it from a budget standpoint and the cost of paying overtime. Shelter only has 3 full-time officers and 2 part-time. Need at the minimum 2 people on duty — one to stay in office and one to go out on calls. Officers also volunteer their time to help out at adoption events on weekends. Shelter is open Monday through Friday from 7:00 am to 6:00 pm and on Saturdays from 9:00 am to 2:00 pm. Someone also has to come in on Sundays to feed animals and clean cages. It takes about 3 hours to feed and clean each day. Discussed days and times that there are more people coming into shelter to retrieve their pets or looking to adopt. Study showed that from 4:00 pm to 6:00 pm that it was mostly phone calls and that there were more people coming in early in the mornings to pick up their animals. Chairman Maas suggested that if the shelter hours are changed to eight hours per day during the week in order to decrease the overtime pay, then it would be better to open early and close earlier.
