Parks and Leisure Services Board
February 6, 2012
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on
Monday, February 6, 2012, in the Council Chambers of the Euless City Hall building by Chairman
Eric Owens. Other Board Members present: Carroll Scott, John Raab, Darrel Knobloch, Randy
Jones, and alternates Tiffany Smith and Carl Miller. Members absent: Travis Riffle.
Staff members present: Director of Parks and Community Services Ray McDonald, Parks
Superintendent Terry Boaz, Parks Manager Randy Smith, Program Coordinator Robbie Rodgers
and Administrative Secretary Linda Lux.
Visitors present: J D Paswell and Melissa Bartley.
INVOCATION
Randy Jones gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the January
9, 2011 regular meeting. Darrel Knobloch made the motion to approve the minutes as presented
and was seconded by Carroll Scott. The vote was unanimous.
I. Board Member's Reports
Carroll Scott—McCormick Park, Preserve at McCormick Park—reported no items of concern
Darrel Knobloch - Bob Eden Park, Trailwood Park—reported no items of concern
John Raab- Parks at Texas Star Athletic Complex—reported no items of concern
Randy Jones- Midway Park, Blessing Branch Park—reported no items of concern

Tiffany Smith—West Park, Wilshire Park— reported no items of concern
Carl Miller — South Euless Park, Heritage Park — reported an exposed wire along the trail, east of
the water tower at Heritage Park
Travis Riffle (sent email of his report) — Reflection Park, Villages of Bear Creek Park— reported no
items of concern
Eric Owens —J. A. Carr Park, Kiddie Carr Park — commented on the condition of the trail and that
perhaps some additional product could be added to smooth it out
Chairman Owens thanked everyone for their reports tonight.
II. Volunteer of the Month
Chairman Owens presented the February 2012 Volunteer of the Month plaque to J D Paswell. He
said that JD goes out of his way to help the Family Life Center staff. JD goes to the center each
Monday through Friday and uses the stationary bike to work out. After working out he quietly
goes to the janitor's closet, takes out the dust mop and begins mopping the two main activity
rooms, then vacuums the rugs in the main lobby and finishes by cleaning the mirrors in both
dance classes. He does this each and every day and completes his task with care, passion,
determination, and love in his heart. Not to mention, he does this simply, because he wants to
help.
Ill. Business of the Tree Board
Tree Board Chairman Carroll Scott reported on the following for January 1st—31St:
• Total man hours-472.00
o 31.00 Horticulture
o 164.00 Forestry
o 92.00 Greenhouse
o 174.00 Special Projects
o 11.00 Training
• There were 3 trees planted and no tree related purchases

IV. Parks and Community Services Reports
a. Recreation Report— Michael Davenport
Director of Parks and Community Services Ray McDonald reported on the following since Michael
was not present:
• Arbor Daze
b. Parks Report—Randy Smith
Parks Manager Randy Smith reported on the following:
• Dog Park
• Recent flooding
c. Community Services Report—Ray McDonald
Director of Parks and Community Services Ray McDonald reported on the following:
• Water fountains
• Sting
• Ruth Millican Center Museum
• R & R Program
Chairman Owens thanked everyone for their reports.
V. Other New Business
Chairman Owens mentioned that Council Member Leon Hogg's mother passed away and the
funeral is tomorrow in Arlington.
a. Tree Ordinance discussion
Darrel Knobloch stated he felt that the Board Members should recommend a Tree Ordinance be
implemented especially after all the trees were taken down at a local hotel a couple of years ago.

Other Board Members offered comments to which generally suggested that this was not
necessarily a Parks and Leisure Services issue. It was further mentioned that no other members
have neither been asked about, nor heard from anyone regarding implementation of a new tree
ordinance.
After further discussion Darrel Knobloch said he would go and speak to Director of Planning and
Economic Development Mike Collins regarding a tree ordinance.
VI. Input from City Council Members and Visitors
There was no input from the audience.
ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 8:25 p.m.
