Mayor Saleh called the worksession to order at 8:37 a.m. at the Texas Star Conference
Center in Euless, Texas.
Those present included:

City Secretary Kim Sutter
Council Member Glenn Porterfield was not in attendance.
Deputy City Manager Loretta Getchell presented a financial update for Fiscal Year 2011
including the property tax values, property tax revenues, sales tax revenues, car rental tax
revenues, franchise fee revenues, fines and fees revenues, license and permits, interest
income, water and wastewater revenues, golf course revenues, and Texas Star Sports
Complex revenues. She presented the revised revenue projections for Fiscal Year
2011 -2012 and gave a financial overview for the year.
Deputy City Manager Getchell then presented the financial outlook for Fiscal Year
2012 -2013 including revenue and expenditure considerations.
Council discussion ensued regarding the revenue and expenditure projections, staffing,
economic development, and gas well bonus payments and royalties.
Deputy City Manager Getchell reviewed the gas revenues to date, the Capital
Improvement Plan and the outstanding debt of the City. The future proposed Capital
Improvement Plan projects were presented and included a proposed indoor and outdoor
aquatics center, Texas Star green replacements, ADA improvements, engineering and
development renovations, Texas Star Phase V, and North Tarrant Express Phase ll.
City Manager Gary McKamie presented the proposed budget meeting calendar for the
Council's review.
Assistant City Manager Chris Barker addressed the City Council regarding the solid waste
and recycling contract. He advised that the current contracts expire February 28, 2013,
and both contracts provide for an extension based on the agreement of both parties. Mr.

Barker presented the results of a rate survey for solid waste and recycling services, and
advised that the results of the survey indicate that Euless' rates are below the average cost
per household of the surveyed cities.
Discussion ensued regarding the use of blue bags, bins, and/or carts for recycling services
including the possibility of offering residents the option of utilizing blue bags, bins, or carts
for recycling services.
Assistant City Manager Barker provided a status update and presented plans for the
extension of the reclaimed water line.
Assistant City Manager Barker addressed the City Council regarding the Texas Star golf
course, specifically the surrounding properties and the impact of future development.
City Manager McKamie addressed the City Council regarding the proposed indoor /
outdoor aquatics center including design and construction options and construction cost.
City Manager McKamie addressed the City Council regarding transportation, the Police
department radio system, the property maintenance inspection program, and banner sign
designs,
The City Council convened into closed session at 1:31 p.m, for deliberation regarding the
following:
- Economic development incentives as authorized by Section 551.087 related to:
o Glade Parks
o FM 157 at S.N. 183
- Purchase, exchange, lease or value of real property as authorized by Section
551.072 related to:
o Lease of City Property --- Mineral Interests
Closed session was recessed at 2:10 p.m.
