Planning and Zoning Commission
May 17, 1977
CALL TO ORDER
The regular meeting of the Planning
and Zoning Commission was called to order at 7:40 p.m. in the Council Chambers
of Euless City Hall by Chairman Carl Tyson. Other members present were
Messrs. Winn Porter, Troy Fuller, Neal Adams, Sam Munir, and Mrs. Lightbody.
(Absent was Mr. Robert Johnson)
Also present were Director of Planning
and Development Rick Barnes and Recording Secretary Becky Gunter.
VISITORS
Visitors in attendance were Messrs.
Jack Bullard, Walter A. Elliott, Byron Folse, George Brown, W. G. Ragley,
Bill Byers, Glenn Walker, Frank Douglass, and Mrs. Willie Mae McCormick.
INVOCATION
The invocation was given by Mrs.
Lightbody.
APPROVAL OF MINUTES
Mr. Adams made a motion to approve
the minutes of the regular meeting dated May 3, 1977, as written.
Mr. Porter seconded the motion and
the vote is as follows:
Ayes: Messrs. Adams, Porter, Tyson, Munir, and Mrs. Lightbody.
Nays: None
Chairman Tyson declared the motion
carried.

CONSIDER PRELIMINARY AND FINAL PLATTING
LOT 4, TRACT D, J. P. HALFORD ADDITION.
(PROPERTY LOCATED ON THE SOUTHEAST
CORNER OF SPUR 350 SERVICE ROAD AND
BYERS STREET)
Mr. Elliott stated he is representing
the owners of Whataburger in their request for platting of Lot 4, Tract D of
the J. P. Halford Addition. The property is located at the intersection of
Byers Street and the Spur 350 service road. It is a fast food service and is
ready for immediate construction. All of the requirements of the City of
Euless have been met. He stated that Mr. Jim Holder is not present tonight
as he had to be in Atlanta. However, he will be present at the City Council
meeting.
Chairman Tyson read the City Engineer' s
letter which is to be made a part of the minutes.
Mr. Adams asked if the Whataburger
will be immediately adjacent to Long John Silvers.
Mr. Elliott stated it will be
immediately adjacent to Long John Silvers, just North of Euless Lumber.
Mr. Adams asked if there will be
access from Byers Street.
Mr. Elliott stated there were three
entrances planned. However, the Highway Department would only allow two.
Therefore, there will be an ingress/egress from Byers Street at the Southwest
corner of the property and an ingress/egress from the Spur 350 service road
approximately at the middle of the property. Also, there will be a
fifteen foot egress only at the Northeast corner of the property.
Chairman Tyson asked how far the
service ramp is from the ingress/egress on the Spur 350 service road.
Mr. Elliott stated it is approximately
150 to 200 feet.
Mr. Adams asked if the building will
be positioned on the property North to South.
Mr. Elliott stated it will be.
Mr. Porter asked how many people the
Whataburger will seat.

Mr. Elliott stated he is not sure of
the seating facilities. However, there is more parking than is required.
Chairman Tyson asked if the amount of
parking was based on one per one hundred feet of floor area.
Mr. Barnes stated it was. The
building containes 3600 square feet and has thirty-nine parking spaces.
Mr. Elliott stated the building will
be an A-frame building.
Chairman Tyson asked Mr. Elliott
if the owner knew the number of parking spaces required or did he leave this
to him.
Mr. Elliott stated they knew the
requirements from past experience.
Mr. Munir asked if a request had been
made for a building permit.
Mr. Barnes stated the plans have been
submitted for the building permit. However, the site plan has changed and,
therefore, will have to be revised before a building permit can be issued.
Mr. Elliott stated the contractor,
Mr. Pritchett out of Dallas, intends to get the permit Wednesday after the
City Council meeting if the platting is approved.
Chairman Tyson asked if there were
any other questions.
There were none.
Mr. Munir made a motion to recommend
approval of preliminary and final platting of Lot 4, Tract D, J. P. Halford
Addition as presented.
Mr. Adams seconded the motion and the
vote is as follows:
Ayes: Messrs. Munir, Adams, Porter, Tyson, and Mrs. Lightbody.
Nays: None

II .
OFF-STREET PARKING
REGULATIONS
Chairman Tyson stated that Mr.
Fuller had brought to the attention of the Planning and Zoning Commission
that there is not adequate parking in many of the businesses in Euless
and the current parking requirements may need to be changed. He stated
that Mr. Barnes has contacted several cities and made a comparison of the
parking requirements which is to be made a part of the minutes.
FOOD AND BEVERAGE SERVICE:
Eating & Drinking Place
Service To Auto
Chairman Tyson asked Mr. Barnes
what other cities other than those listed he had contacted.
Mr. Barnes stated he had contacted
Hurst and North Richland Hills.
Chairman Tyson asked what their
requirements are on an eating and drinking place with service to autos.
Mr. Barnes stated an eating and
drinking place with service to autos in Hurst and North Richland Hills is in
the same category as retail sales which, in North Richland Hills, the
requirement is one space per estimated employee plus one per 300 square feet
of floor area, and in Hurst, the requirement is one parking space per 165
square feet of floor area.
Chairman Tyson asked if there was
anyone in the audience involved with an eating and drinking establishment
with service to autos.
There were none.
Chairman Tyson stated the City of
Euless has a minimum of twelve plus one per fifty square feet of floor area.
Mr. Adams stated there will not be
very much floor area as there is no inside seating.
Mr. Folse stated that, according to
the comparison list, Plano, Mesquite and Garland could build an establishment
like Sonic without any parking spaces as there is no inside seating.
However, parking would have to be provided to carry on business.

Chairman Tyson stated the twelve
minimum would alleviate this problem in the City of Euless.
Mr. Barnes stated the cities that
show only one per a certain number of seats did not have a specific category
for service to auto type establishments. This was the requirement for all
food and beverage establishments.
Mr. Fuller arrived at approximately
8:00 p.m.
Chairman Tyson asked Mr. Fuller if
there was any problem with the parking at Sonic.
Mr. Fuller stated the only time there
is a parking problem is on Friday nights when the kids stop and visit rather
than eat and leave.
Chairman Tyson asked if Sonic
determined the number of parking spaces per City of Euless requirements or
did they know that this type of establishment needed a certain number of
parking spaces.
Mr. Fuller stated they have a standard
of twenty-four parking spaces at all Sonic Drive-Ins.
Chairman Tyson asked what the City
requirement was on Sonic.
Mr. Bullard stated he believes three
were added to what was on the original plans.
Chairman Tyson asked if the minimum
requirements were met.
Mr. Fuller stated the minimum require-
ments were met and there is no parking problem.
Mr. Bullard stated a service to auto
establishment is different than other eating establishments in that if it is
full , the customer will just go somewhere else.
It was decided that the minimum parking
requirements for eating and drinking establishments with service to autos is
adequate.
Eating & Drinking Place
No Service To Auto
Chairman Tyson asked if there was
anyone in the audience with experience with eating and drinking establishments
with no service to autos.

Mr. Fuller stated the Steak & Ale
Restaurant in Hurst was out of parking before it opened.
Mr. Walker stated the Steak & Ale
Restaurant in Arlington is always full and it has about forty or fifty
spaces, which is about double the requirement.
Mr. Byers stated the employees
would need most of the forty or fifty parking spaces.
Mr. Walker asked what the size is of
the Steak & Ale.
Mr. Elliott stated it is about
10,000 square feet.
Mr. Walker stated it is probably
only about 5,000 square feet. He feels the Steak & Ale probably has made
arrangements to use parking at the hotel next to them.
Chairman Tyson stated this would not
be allowed in Euless.
Mr. Brown stated it could be done,
but only if a variance was granted by the Zoning Board of Adjustments.
Chairman Tyson asked Mr. Elliott if
he ever tells the developer the number of parking spaces required.
Mr. Elliott stated that by the time
he gets the plans, the architect usually has it laid out for the owner unless
the highway department requires a change. The owner usually does not go to
an engineering company until he is told that a building permit cannot be
issued until the property is platted.
Mr. Folse stated a well established
firm knows the procedures and requirements. However, most of the people that
come into his office do not know the requirements.
Mr. Adams asked Mr. Barnes if, based
on his experience in the City of Arlington, he felt the parking requirement
is adequate.
Mr. Barnes stated it is his personal
opinion that the parking requirement for eating and drinking establishments
with no service to autos is adequate. It will be much easier to determine the
required number of parking spaces based on square footage rather than the
number of seats. It will also be easier to enforce.
It was decided that the parking
requirement for eating and drinking establishments with no service to autos
is adequate.

BUSINESS SERVICES:
Bank, Savings & Loan Or
Similar Institution
After a lengthy discussion, it was
decided that the parking requirements for banks, savings and loan, or similar
institutions is adequate. A business of this type will provide adequate
parking as the success of a bank or savings and loan depends on the number
of customers.
Medical , Dental , Clinic Or Office
Mr. Folse stated there are too many
fields of medical practice to have a specific parking requirement for each.
Mr. Adams stated one type of doctor
may see up to forty patients per day, while another may have only two per
week.
It was decided that the parking
requirement for a medical and dental clinic or office is adequate as it is
in line with the other cities and a specific requirement could not be made
for each medical field.
Other Office, Business Or Professional
It was decided that the parking
requirement for other office buildings is adequate and in line with the
other cities.
PERSONAL SERVICE AND RETAIL:
Personal Service Shop
Retail Stores And Shops ( Inside)
Chairman Tyson asked Mr. Barnes what
the parking requirement is in this category in Hurst and North Richland Hills.
Mr. Barnes stated Hurst requires one
space per 165 square feet of floor area and North Richland Hills requires one
per 300 square feet of floor area.
Mr. Bullard stated he sees no reason
to change the parking requirement for personal service shops or retail stores.
Mr. Adams stated our requirement is in
line with other cities.

Open Retail Sales
Chairman Tyson stated he sees no
reason to change the parking requirement for open retail sales as a Specific
Use Permit is required and the parking can be determined at that time.
Furniture Sales, Appliance
Mr. Barnes stated he feels the park-
ing requirement for furniture and appliance sales is too restrictive.
Chairman Tyson stated furniture
sales would now be in the retail sales category which requires one space per
200 square feet of floor area.
Mr. Fuller asked if one per 400
square feet of floor area as is required in the other cities, would be better.
Mr. Barnes stated it would be more
realistic as a lot of floor area is necessary to display furniture and
appliances.
Chairman Tyson stated if it is
determined that changes are needed, it would be best to wait and make all
of the recommendations at one time.
Coin Operated Laundry Or Dry
Cleaning - Sales And Repair
Chairman Tyson stated a coin operated
laundry or dry cleaning would now be in the same category as a personal
service shop which requires one space per 200 square feet of floor area. He
stated he feels the Arlington requirement of one space per machine is too
restrictive. Therefore, for lack of a better comparison, it was decided that
the one space per 200 square feet of floor area requirement should remain.
MOTOR VEHICLE AND EQUIPMENT:
Service Station
Chairman Tyson stated the City of
Euless does not have a specific parking requirement at this time for service
stations.
Mr. Adams stated service stations
are generally of a standard design and do not have a parking problem.

Auto Repair, Garage Or Shop
Chairman Tyson stated the City of
Euless requirement of five parking spaces plus one per 500 square feet of
floor area over 2500 square feet is about the same as Arlington and less
restrictive than Mesquite and Richardson.
It was therefore, decided that the
requirement remain as it is.
Auto Parts And Accessory Sales
Chairman Tyson stated the requirement
for auto parts and accessory sales is the same as for a retail store; one space
per 200 square feet of floor area. He stated Arlington is much less
restrictive in their requirement of only one space per 1000 square feet of
floor area.
Mr. Bullard stated he feels this
should be in same category as a furniture sales store with one space per 400
square feet of floor area since there is a lot of space for parts storage.
Chairman Tyson stated he would agree
with this if there were large parts such as fenders. However, if it is just
a small parts shop, he feels the requirement of one space per 200 square feet
of floor area is adequate.
Mr. Munir stated that at an auto parts
store, the customer probably would not be there as long as at a retail sales
shop.
Chairman Tyson stated there would be
a problem with an auto dealer that had a retail auto parts department.
Mr. Bullard stated the parking for the
two departments would be figured separately.
Mr. Adams stated most people going
into an auto parts store know what they want and, therefore are not there very
long.
Chairman Tyson stated he had hoped
to have input from someone in that business as to whether the parking is or is
not adequate. Without this input he feels the requirement should not be
changed.
Mr. Fuller stated he too feels it
best not to change the requirement at this time.

Vehicle Or Machinery Sales
Chairman Tyson stated our require-
ment of one space per 1000 square feet of site area is less restrictive
than Richardson and Mesquite. Without the input of someone in this depart-
ment, he suggests it not be changed.
Auto Laundry/Car Wash
Chairman Tyson stated Euless requires
twenty spaces plus one per 500 square feet of floor area over 10,000 square
feet.
Mr. Fuller asked what was required on
the new car wash that was recently approved in the Plaza Grande Shopping
Center.
Mr. Elliott stated he presented the
plat for approval but has not seen the layout. However, he feels it would
have only the minimum twenty spaces.
Mr. Fuller stated twenty seems to
be too many for a car wash.
Mr. Bullard stated it is.
Chairman Tyson stated Arlington has
the same requirement as Euless but with a minimum of ten.
Mr. Fuller asked Mr. Bullard what he
feels the requirement should be.
Mr. Bullard stated he feels the
Arlington requirement would be more reasonable.
Chairman Tyson requested Mr. Barnes
to research the number of parking spaces allowed at the car wash on Harwood
Road and discuss this item at a later date.
STORAGE, WHOLESALE, AND MFG. :
Brick, Lumber Yard, Or Similar Area
Chairman Tyson asked Mr. Byers for
his opinion of the requirement of one space per 1000 square feet of site area.
Mr. Fuller asked Mr. Byers the size
of his lumber yard.
Mr. Byers stated it is approximately
40,000 square feet which would require forty parking spaces. He stated he
only has about twenty-five spaces.

Chairman Tyson asked Mr. Byers if
• he feels the requirement of forty spaces would be too restrictive.
Mr. Byers stated if he was to build
another lumber yard, he would want at least that many, and therefore does not
feel the requirement of one space per 1000 square feet of site area is too
restrictive.
It was decided that the minimum
parking requirement for a brick or lumber yard or similar area is adequate.
Open Storage Of Sand, Gravel Or
Petroleum Products
After a discussion, it was decided
not to change the requirement of one space per 2000 square feet of site area.
Warehouse And Enclosed Storage
Chairman Tyson stated Euless is much
more restrictive than Arlington who has a lot of warehouses.
Mr. Walker stated one space per 1000
square feet of floor area is too restrictive unless this would also be the
parking requirement for mini-warehouses, in which case, it should not be
changed. He stated Arlington' s requirement is much more realistic for a
warehouse but not a mini-warehouse.
Chairman Tyson stated this item would
be discussed further at a later date.
Manufacturing Operations
Chairman Tyson stated the parking
requirement for manufacturing is the same as for a warehouse which seems
unrealistic as there would be many more people involved at a manufacturing
operation than at a warehouse. However, the number of employees would be
impossible to determine.
Mr. Walker stated his company has
148 employees and 78,000 square feet which would only require seventy-eight
parking spaces. However, there are many different types of warehouses and
manufacturing companies but he feels a company would provide enough parking
for the employees.
It was decided that the minimum
parking requirement for manufacturing operations is adequate.

Warehouses (Mini-Warehouses)
Chairman Tyson requested Mr. Barnes
to contact several mini-warehouse companies such as Pilgrim and Mayflower to
find out the number of parking spaces they require and if they are having
parking problems.
Mr. Barnes stated our ordinance now
requires a Specific Use Permit for mini-warehouses which would allow the
Planning and Zoning Commission to establish a parking requirement at that
time. However, there does need to be a guideline established.
