HomeMy WebLinkAbout1976-12-21 L Regular Meeting Planning and Zoning Commission December 21 , 1976 CALL TO ORDER The regular meeting of the Planning and Zoning Commission was called to order at 7:30 p.m. in the Council Chambers of Euless City Hall by Chairman Tyson. Other members present were Messrs. Neal Adams, Sam Munir, Robert Johnson, Troy Fuller, and Mrs. Helen Lightbody. (Absent was Mr. Dick Wells) Also present were Director of Planning and Development, Don Pfrimmer and Recording Secretary, Becky Gunter. VISITORS Visitors in attendance were Messrs. Walter Elliott, Jack Bullard, W. W. McCormick, W. M. Sustaire, John Lynch, Charles Hunt, Glenn Walker, Bob Pippin, Ray Ozebek, Steve Elliott, John .L. Hendrix, Mesdms. Della Houy, Willie Mae McCormick, John Lynch, and Miss Debbie McKinney. INVOCATION The invocation was given by Mr. Adams. APPROVAL OF MINUTES Mr. Johnson made a motion to approve the minutes of the regular meeting dated December 7, 1976, as written. Mr. Adams seconded the motion and the vote is as follows: Ayes: Messrs. Johnson, Adams, Fuller, Tyson, and Mrs. Lightbody. Nays: None Chairman Tyson declared the motion carried. Mr. Munir arrived at approximately 7:40 p.m. (Page Two, Regular Meeting, Planning & Zoning Commission, December 21 , 1976) CONSIDER PLAT APPROVAL - REQUEST OF RSF DEVELOPMENT, REPLAT OF TRACTS 17R, 18R, AND A PORTION OF 19R, SOTOGRANDE ADDITION INTO TRACT 19R-1 , SOTOGRANDE ADDITION. (PROPERTY LOCATED ON THE EAST SIDE OF EL CAMINO REAL, SOUTH OF WEST PIPELINE) Mr. Elliott stated he is representing Mr. Robert S. Folsom of RSF Development in requesting replat approval of Tracts 17R, 18R, and a portion of 19R of the Sotogrande Addition. He stated that about two years ago he was before the Planning and Zoning Commission requesting final plat approval of a proposed townhouse project. However, the townhouse project was abandoned and they are therefore requesting the replat. This tract of land is the last available property within Sotogrande in Euless. There is, however, some available property in Hurst zoned commercial that is within Sotogrande. There were some easements granted previously but they have been abandoned and the ones shown on the plat are correct. Chairman Tyson asked Mr. Elliott if he was aware of the City Engineer' s letter. Mr. Elliott stated he had not seen it. • Chairman Tyson read the City Engineer's letter which is attached to the minutes. Mr. Elliott stated he agrees to the letter. Mr. Fuller asked if the structures in Phase II will be the same as in Phase I . Mr. Elliott stated they will be as Phase II is a continuation of Phase I . Mr. Adams asked what type of easements were abandoned. Mr. Elliott stated they were for proposed fire hydrants. Mrs. Lightbody stated that the Planning and Zoning Commission approved a final plat on a portion of Tract 19R on April 6, 1976. She asked if this was the same property that RSF Development is now requesting a replat of. (Page Three, Regular Meeting, Planning & Zoning Commission, December 21 , 1976) Mr. Elliott stated the portion of Tract 19R approved in April was the portion approved for Phase I and is not the same property that the replatting is being requested for at this time. Mr. Munir asked if the building plans have been begun. Mr. Bullard stated the plans have been completed and submitted to the City and a building permit can be issued as soon as the replat is approved. Chairman Tyson asked what the zoning is. Mr. Elliott stated it is zoned R-5, but the density is less that permitted in R-5. He stated there are approximately twenty units per acre rather than the twenty-four allowed in R-5. Chairman Tyson asked what the density is of the townhouses next to the apartments. Mr. Elliott stated he was not sure. Mr. Bullard stated he believed it to be 20.5 units per acre. Mr. Fuller stated he did not think the density was that much. Mr. Bullard stated he believed it was closer to 15 units per acre. Mrs. Lightbody asked if the increase in occupancy from the apartments would cause a problem with townhouse owners regarding the tennis courts and golf course. Mr. Elliott stated it would not be a problem. Mrs. Lightbody made a motion to recommend replat approval of Tracts 17R, 18R, and a portion of 19R, Sotogrande Addition into Tract 19R-1 , Sotogrande Addition. Mr. Fuller seconded the motion and the vote is as follows: Ayes: Mrs. Lightbody, Messrs. Fuller, Munir, Tyson, Johnson, and Adams. Nays: None Chairman Tyson declared the motion carried.
