HomeMy WebLinkAbout1978-06-06 Regular Meeting Planning and Zoning Commission June 6, 1978 CALL TO ORDER The regular meeting of the Planning and Zoning Commission was called to order at 7:45 p.m. in the Council Chambers of Euless City Hall by Acting Chairman Neal Adams. Other members present were Messrs. John Deithloff, Bob Eden, Chris Jones, Sam Munir, and Mrs. Helen Lightbody. (Absent was Mr. Carl Tyson) Also present were Director of Planning and Development Rick Barnes and Recording Secretary Maurine Butler. VISITORS Visitors in attendance were Messrs. Mike Bowman, Allen Ray, and Mrs. Willie Mae McCormick. INVOCATION The invocation was given by Mr. Eden. APPROVAL OF MINUTES Mr. Deithloff made a motion to approve the minutes of the regular meeting dated May 16, 1978, as written. Mrs. Lightbody seconded the motion and the vote is as follows: Ayes: Mr. Deithloff, Mrs. Lightbody, Messrs. Eden, Adams, Jones and Munir Nays: None Acting Chairman Adams declared the motion carried. PUBLIC HEARING - ZONING CASE NO. 269, REQUEST OF LOREN HOWERTON FOR CHANGE OF ZONING FROM "PD" PLANNED DEVELOPMENT TO "R-4" MULTIPLE-FAMILY MEDIUM DENSITY DWELLING DISTRICT AND "C-1" NEIGHBORHOOD BUSINESS DISTRICT ON LOT 4A, BLOCK 3, WILSHIRE VILLAGE ADDITION. (PROPERTY LOCATED SOUTH OF SPUR 350 AND WEST OF WILSHIRE DRIVE Acting Chairman Adams stated the procedure of the public hearing; proponents of the zoning case will be heard first and then the opponents of the zoning case. Mr. Mike Bowman stated he resides at 300 Baker in Hurst, and is here in behalf of Mr. Howerton and Mr. Herman Smith. They would like to get the zoning changed from "PD" Planned Development to "R-4" on Tract 2, and "PD" Planned Development to "C-1" Neighborhood Commercial District on Tract 1 . He stated they have planned four-plexes for Tract 2. Acting Chairman Adams asked if any- thing is planned at the present time for the property zoned "C-1". Mr. Bowman stated no, there is not. Acting Chairman Adams asked how many separate qudra-plex units they plan to have on Tract 2. Mr. Bowman stated six (6) units. Acting Chairman Adams stated the tracts will be divided to provide two (2) qudra-plexes on each tract. Mr. Bowman stated there will be two qudra-plexes per each 160 feet, with common driveway. There are existing qudra-plexes next to this property. Acting Chairman Adams stated according to the plat, parking will be in the rear. Mr. Bowman stated that is correct. Mr. Munir asked how many stories the units will have. Mr. Bowman stated the units will be two story. (Page Three, Regular Meeting, Planning and Zoning Commission, June 6, 1978) Mr. Jones asked the size of each unit in the qudra-plex. Mr. Bowman stated there will be approxi- mately one thousand (1 ,000) feet in each space; two thousand feet on each floor. Acting Chairman Adams asked if there were any other questions. Mr. Munir asked about the parking. Acting Chairman Adams stated they would not go into the parking at this time. Mr. Bowman will come back with a replat and separate Tract 1 and Tract 2; it is one large tract at this time. We can address the parking at that time. Acting Chairman Adams stated the tropical plant business that was approved recently will be located at the southeast corner of Wilshire and the Freeway and recommendation for approval was sent to the City Council on the property to the south for duplexes. The property zoned "R-3" has four-plexes on it now. We will be tying four- plexes to four-plexes. Mrs. Lightbody asked if there will be sixteen (16) units per acre. Mr. Barnes stated it is slightly more than twelve (12) according to the site plan. "R-4" zoning would provide some flexibility for the developer, but if for some reason you wanted to hold the density to 12 dwelling units per acre, a lot line or two could be shifted to make it work out exactly. Mr. Bowman stated he brought a set of the plans if anyone would like to look at them. Acting Chairman Adams stated they would look at them later when we come back on the plat. Primarily we are looking at the best use of the property, which from the surrounding area, it would seem this is the best use for it. Mr. Bowman stated the "C-1" zoning is basicly for a neighborhood business, a Seven-Eleven or something of that type. They haven't planned anything for it at this time. Acting Chairman Adams asked what the "PD" Planned Development is to the west. Mr. Barnes stated the site plan shows a number of offices and warehouses. Mr. Barnes stated yes, they had been notified by certified letter. Acting Chairman Adams asked if there was anyone else who wished to speak in behalf of the zoning change; there being none, he asked if anyone would like to speak in opposition; there being none he declared the public hearing closed. Mrs. Lightbody made a motion to recommend approval of the zoning change from "PD" Planned Development to "R-4" Multiple-Family Medium Density Dwelling District and "C-1" Neighbor- hood Business District on Lot 4A, Block 3, Wilshire Village Addition. Mr. Eden seconded the motion and the vote is as follows: Ayes: Mrs. Lightbody, Messrs. Eden, Deithloff, Adams, Jones and Munir Nays: None Acting Chairman Adams declared the motion carried. II . DISCUSSION OF MEETING DATE Mr. Barnes stated the members of the Commission need to discuss what to do about the regular meeting that falls on July 4th. Acting Chairman Adams stated he believed it would be best to wait until the next meeting and if there is business to address, poll the members by telephone as to a night that would be convenient. III . PLANNING AND ZONING CONFERENCE Mr. Barnes stated he would briefly discuss the recent Planning and Zoning Conference. Mr. Deithloff, Jones and a member of the staff attended the conference on Friday; he and Mrs. Lightbody attended on Saturday. On Friday they discussed "Team Effectiveness" and "Zoning Functions"; on Saturday, "Policy Development' and "Land Use Planning". He would be glad to get additional copies of the workbooks used and perhaps get Bob Wegner to come for an abbreviated workshop with the members.
