CALL TO ORDKR
A regular meeting of the Euless City Council was called to order at
4 :00 p.m., on Tuesday, February 26, 1991, in the downstairs
Administration Building Conference Room. Those present were Mayor
Harold D. Samuels and Council Members Bobby Baker, Frank Douglass,
Mary Lib Saleh. and Peter Stars. The Council adjourned to the Mayor's
home for dinner at 5 :15 p.m.

The Euless City Council continued their meeting to the Coun.ci.l.
Chambers at 7:00 p.m. for the consideration of scheduled items.

The invocation was given by Councilwoman Mary Lib Saleh.
OLD BUSINESS
IrEm NO. 1: APPROVAL OF PRELIMINARY PLAT I!P- 91--01
Mr. Pat Atkins, a consultant with Don Tipton Engineers. Inc., came before the
Council representing Mr. To Purvis, II1, owner of the property and Mr, Ike
Harris, developer of the property, for a preliminary platting of Rustic Oaks
Estates Addition_ generally located west. of S.H. 121 and north of Mid - Cities
Blvd. Mr. Atkins stated that requested changes addressed at the previous
meeting of February 12, 1991, have. been submitted, Those concerns included
ingress/egress, flooding problems which Haight arise in the future and also the
noise which would have some impact on the residential area. Mr. Meto Miteff,
attorney with the firm of Miteff & Finney also addressed the Council and
responded to their questions.
Mayor Samuels recognized Belle Harrington Sparger, Grandview, Texas, who stated
that she represented fifteen. Harrington landowners who object to Mr. Purvis
developing his property as residential. City Attorney Bob McFarland. advised Ms.
Sparger that this was not a zoning case but a platting case.
Councilman Staks moved. to approve the prel:iu ;unary plat: #P -91 -01 , a request of
To Purvis, HT, Rustic Oaks Estates Addition, as presented, with drainage
issues discussed tonight relating to both Little Bear Creek and the drainage
area to the north to he addressed with staff. and 111 the construction plans prior
to the final plat.
Councilman Douglass seconded the motion.
Ayes: Council. Members Baker, Douglass, Saleh and Staks
Nays: None
Mayor Samuels declared the motion carried.
NEW BUSINESS
ITEM NO. 2: PRESENTATION OF PROCLAMATIONS
Mayor Samuels presented proclamations to Jim McKanna, Master of Estelle Lodge
#582 and Elbert W. Lloyd, Master of Eugene Green D /1'W Lodge 111441, proclaiming
Masonic Awareness Day for the Euless Masonic Lodges on March 10, 1991.

ITEM NO. 3: PRESENTATION OF PROCLAMATION
Mayor Samuels presented a proclamation regarding the "Don't Bag It" Program to
Leon Hogg, Chairman of the Parks and Recreation Board. Mr. Iiogg advised the
Council and audience that Euless will host a seminar on Friday, March 8, 1991,
on the program. A lawn mower will be given away and residents who attend the
seminar will receive a tree. Flyers will be sent out to all Euless residents.
ITEM NO. 4: APPROVAL OF RESOLUTION NO. 91 -755
Councilman Douglass moved to approve Resolution No. 91-756, permitting the City
of Euless and the HEB /1SD to conduct joint elections including joint absentee
voting and the sharing of expenses.
Councilman Baker seconded the motion.
Ayes: Council. Members Baker, Douglass, Saleh and Staks
Nays: None
Mayor Samuels declared the motion carried.
ITFM NO. 5: APPROVAL OF RESOLUTION NO. 91-757
Councilwoman Saleh moved to approve Resolution No, 91-757, allowing use of
proceeds from Tarrant County Housing Finance Corporation to Finance
single- family homes in the City of Euless.
Councilman Staks seconded the motion,
Ayes: Council Members Baker, Douglass, Saleh and Staks
Nays: None
Mayor Samuels declared the motion carried,
ITF11 NO. 6: APPROVAL OF RESOLUTION NO. 97. -758
Councilman Douglass moved to approve Resolution No, 91-758, authorizing a
temporary concrete batch plant for S,H. 360 just south. of Glade Road.
Councilwoman Saleh seconded the motion.
Ayes: Council Members Baker, Douglass and Saleh
Nays: Council Member Staks

ITF1 NO. 7: C11Y SECRETARY'S REPORT
The minutes of the February 12, 1991, City Council meeting were approved as
written.
ITEM NO 8: REPORTS
(A) City Manager
City Manager Tom Hart stated he had nothing to report.
(B) City Attorney
City Attorney Bob McFarland stated that a bill has been introduced in the
Legislature which will require write -in candidates in municipal elections to
declare their candidacy. This l.eg,:Lslat:i.ort :i.s. similar to the Ordinance No. 1042
the City of Euless has approved.
NOTE: Councilman Staks left the meeting early.
(C) Staff
Randy Byers, Director of Public Works, distributed to the Council a 5 -year
report on Water and Sanitary Sewer which he had compiled. He reviewed the
:report. and answered Council Members' questions.
Rick Herold, Director of Community services, briefed the Council on she recent
developments concerning the proposed rib fest which has been tentatively
scheduled for the rend of September. The Texas State Rib Burn -off at Euless will
bring in approximately 50,000 people, over a 4 day period. He stated the City
would need. to pub. up $10,000 as well as National Rib Fest putting up $10,000.
At the conclusion of the event, National Rib Fest gets 50% of the net profit and
the sponsoring agency gets 50%.
Councilwoman Saleh moved to authorize the Parks and Leisure Services to proceed
with the rib fest event.
Councilman Baker seconded the motion.
Ayes: Council Members Baker, Douglass and Saleh.
Nays: None

Mayor Samuels welcomed City Attorney Bob McFarland's wife, Janie, to the
meeting.
Councilman man Douglass congratulated Mayor Samuels and Gouncilwoff n Saleh for their
decision to run for office again in May. He advised the audience that Todd
Smith and Jack Hill had also filed for offices. Councilman Douglass wanted to
congratulate Rick Herold, Director of Community Services, on the City's
receiving the half million dollar park grant for the Villages of Bear Creek
Park.
Councilwoman Saleh congratulated Rick Herold, Director of Community Services,
the BEE Committee and the Tree Board for all their :help in the City's receiving
the "Tree Award" again for the fifth year. Councilwoman Saleh stated she had
attended the Police and Fire Association Dinner the other night and complimented
them on such a nice program and mentioned the names of the recipients of the
awards given that night. The awards went to the following: Fire Department:
Supervisor of the Year - Darrell Rutledge; Rookie of the Year - Lance Judd;
Firefighter of the Year - William (Dewey) Davidson; and Distinguished Service
Award W P. Colleen Emory; and the Police. Department: Police Officer of the Year
William E. Richardson; Supervisor of the Year - Danny. E. Neill; Distinguished
Service Award - Joseph W. Foran; Bill Marvell Award - Debra Riley; Distinguished
Service Award (Civilian. Recipient) - Communication Section, with the department
consisting of Freddie Clark -- Supervisor and Carolyn Brown Rhonda Haney,
Rexanrte Neleon, Melanie Scott, Margarita Franco, Cathy- Lynch, Debra Riley, Shane
Sheffield and Marsha Stewart.
ADJOURNMENT
There being no further business before the City Council, the meeting was
adjourned at 9:05 p.m.
