EULESS CITY COUNCIL
MARCH 12, 1991
CALL TO ORDER
A regular meeting of the Euless City Council was called to order at
4:00 p.m., on Tuesday, March 12, 1991, in the downstairs
Administration Building Conference Room. The City Council met in
executive session for the purpose. of discussing pending litigation as
authorized by V.T.C.S. Article 6252-17, Section 2 (e). Those present
were Mayor Harold D. Samuels and Council Members Bobby Baker, Frank
Douglass and Peter Staks. Councilwoman Sal.eh arrived late from
attending the National League of Cities conference. in Washington, D.C.
COUNCIL CONSIDERATION OF SCHEDULEH ITEMS - - COUNCIL CHAMBERS
The Euless City Council continued their meeting to the Council
Chambers at 7.00 p.m, for the consideration of scheduled items.

Councilman Bobby Baker led the pledge of allegiance.
INVOCATION
The invocation was given by Mayor Harold. D. Samuels.
NEW BUSINESS
ITEM NO., 1: CONTINUE PUBLIC BEARING FOR SPECIFIC USE PERMIT f%91 -01 -SP
Councilman Baker moved to continue the public hearing until March 26, 1991, for
the specific use permit #91- 01-SP for billiards with liquor sales, a request by
Janice M. Wesson, on a portion of Lot 3A -R, Block E, Midway Square Addition,
located at 700 E. Harwood Road.
Councilman Douglass seconded. the motion.
Ayes: Council. Members Baker, Douglass and Staks
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO. 2: CONTINUE PUBLIC BEARING FOR SPECIFIC USE PERMIT #91 -02 -SP
Councilman Douglass moved to continue the public hearing until March 26, 1991,
for the specific use permit #91-02-SP for a satellite dish 5'7" higher than
zoning regulations allow, requested by John. R. Jones, on Lot 12, Block 9,
Wilshire Village Addition, located at 1707 Toplea.
Councilman Staks seconded the motion.
Ayes: Council Members Baker, Douglass and Staks
Nays: None.
Mayor Samuels declared the motion carried.
ITEM NO. 3: APPROVAL OF BID AWARD NO. 91 -03
Councilman Baker moved to award the low bid for the purchase of vehicle decals
and markings, Bid No, 91 -03, to Superior Tech Mark, Inc., Dallas, Texas, in the
amount of $8,455.
Councilman Staks seconded the motion.

Nays: None
Mayor Samuels declared the motion carried.
ITEM NO. 4: APPROVAL OF BID AWARD NO. 90--60
Councilman Staks moved to award. the low bid for pagers, Bid No. 90 -60, to
Pactel Paging, Fort Worth, Texas, in the amount of $5,185.80 per year
Councilman Douglass seconded the motion.
Ayes: Council Members Baker, Douglass and Staks
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO. 4A: LIBRARY HOURS
Councilman Douglass moved to approve the hours (Option No 2) at the Library on
Saturdays by four (4) additional hours.
Councilman Staks seconded the ration.
Ayes: Council Members Baker, Douglass and Staks
Nays: None
Mayor Samuels declared the motion carried.
STAFF REPORTS
ITEM NO. 5: CITY SECRETARY'S REPORT
The minutes of the February 26, 1991, City Council meeting were approved as
written.
ITEM NO. 6: REPORTS
(A) City Manager
City Manager Tom Hart stated he had nothing to report.

City Attorney James Cribbs stated he had nothing to report.
(C) Staff
There were no staff reports.
(0) City Council.
Councilman Baker advised the Council and audience that he attended the "Don't
Bag it program on Friday, March 8, 1991, and commented on the great turnout
stating that it was a very informative and successful. program.
Councilman Staks advised the Council that the Grapevine /Coli_eyville independent
School District passed their bond issue to build more classrooms. He also
stated that Boy Scout. Troop 509 was at Wilshire Park on Saturday with their
plastic: bags picking up trash, and he wanted to send a letter of appreciation to
the troop for their hard work in cleaning the park, Councilman Staks
congratulated. the Charter Review Committee on their progress and said the
Council appreciates their hard work. in reviewing the Charter.
Jimmy Payton, Chairman of the Charter Review Committee advised the Council that
they should complete t.hei.r recommendations for Charter revision in April.
ITEM NO 7: SPECIAL PRESENTATION
Mayor Samuels presented a proclamation to Mrs. Willie Mae McCormick for her
service to the City of Euless over the years as a council member and while
serving on various boards and commissions.

ADJOURNMENT
There being no further business before the. City Council, the meeting was
adjourned at. 7:18 p.m.
NOTE A SPECIAL PRESENTATION WITH A PROCLAMATION AND SMALL RECEPTION, WAS MADE
TO MRS. WILLIE MAE MCCORMICK BY THE TRINITY RIVER AUTHORITY FOR HER
YEARS OF SERVICE AS THE CITY'S REPRESENTATIVE ON THEIR CUSTOMER ADVISORY
COMMITTEE. MR. WARREN BREWER AND MR. JIMMY PAYTON MADE THE PRESENTATION.
