June 21, 2012
A budget work session of the Euless City Council was called to order at 5:30 p.m.
by Council Member Leon Hogg on Thursday, June 21, 2012, in the precouncil
meeting room of the Euless City Hall, 201 North Ector Drive.
Those attending included:

Mayor Mary Lib Saleh was not present.
Darl Easton and Bruce German were citizens who were present.
City Manager Gary McKamie presented updates related to mosquito spraying,
Safe Haven and One Safe Place funding, the Solid Waste and Recycling
contract, replacement of monument sign at the Ruth Miilican Center, and
reviewed the budget calendar.
Deputy City Manager Loretta Getchell presented an overview of the current
year's financial position, including the following:
- Property tax values
- Property tax revenue
- Sales tax revenue
- Franchise fees
- Fines and Fees
- Licensing and Permit fees
- Car rental use tax revenues
- Water and Wastewater fund
Additionally, she reviewed the expenditure considerations for Fiscal Year 2013,
including staffing levels, restoration of base line cuts, and no service level cuts.
Deputy City Manager Getchell presented and reviewed the preliminary capital
improvements program (CIP) for fiscal year 2012 -2013, and reviewed the

proposed and completed projects. Additionally, she advised of the priority
ranking for funded and unfunded projects.
Following discussion of the priority of the unfunded street projects, it was the
consensus of the City Council to review the possibility of moving the Cullum
Drive street project to a priority "A" and consider allocating funding during the
2012 -2013 fiscal year for the completion of the project.
Deputy City Manager Getchell presented the proposed projects as outlined in the
five (5) year plan, including the Euless Family Life Center Aquatics Center and
the Texas Star Golf Course green replacement.
Regarding the proposed construction of the Euless Family Life Center aquatics
center, Council Member Glenn Porterfield stated that he would like to give the
public adequate opportunity to comment on the project to establish the desire of
the residents for such an amenity.
City Manager McKamie advised that a citizen survey was conducted in 2007 and
the addition of an aquatics center was desired by the survey respondents.
Additionally, he advised that the public can provide input prior to the award of the
construction bid scheduled for August 2012.
Council Member Porterfield requested that staff consider a plan for expanding
the reclaimed water system to other parts of the city.
In closing, City Manager McKamie advised of the possible need to hold a special
called Council meeting in July to consider a zoning request related to the
proposed senior housing development. Additionally, he reminded the City
Council of the August 2 and August 4 budget meetings.
There being no further discussion, Mayor Pro Tem Mickan adjourned the meeting
at 8:21 p.m.
