Tuesday, May 22, 2012
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at
4:00 p.m. on Tuesday, May 22, 2012, in the Precouncil Conference Room of City Hall, 201
North Ector Drive. Those present included Mayor Mary Lib Saleh, Mayor Pro Tem Donna
Mickan, Council Members Tim Stinneford, Linda Martin, Glenn Porterfield, and Perry Bynum.
Council Member Leon Hogg was not present due to a scheduled absence.
During the Precouncil meeting:
Mayor Mary Lib Saleh announced that she toured the John Peter Smith Level 1
Trauma Center on May 18, 2012, and they have a great facility. Additionally, she
attended the Texas Star Golf Course and Conference Centre 15th Anniversary
celebration on May 18, 2012.
Council Member Perry Bynum stated he was amazed with the voter turnout for the
Euless City Council candidates election.
Deputy City Manager Loretta Getchell stated that the response to the Glade Parks
development at the International Council of Shopping Centers (ICSC) ReCon
Convention has been very positive.
• Marketing/Communications Manager Betsy Deck presented the communications and
marketing update, and highlighted a few programs that she has been involved with in
recent months, including the Lifestyle Improvement Challenge, Wellness Matters,
ICSC booth design, drought awareness, reclaimed water project promotion, photo
archives, recycling education, and her involvement with boards and committees.
• Director of Parks and Community Services Ray McDonald addressed the City Council
regarding the condition of shrubs which spell `Euless' on the south lawn of the
Municipal Complex (201 N. Ector Drive). He stated that a number of the shrubs did
not survive the harsh weather conditions over the past year. He reviewed three
possible options to remedy the situation.
• City Attorney Wayne Olson provided an update related to the definitions of dangerous
dogs and vicious dogs. He advised that there have been concerns raised regarding
the definitions, and an amendment to the city's ordinance related to the definitions will
be placed before the City Council for consideration at an upcoming meeting.
• Police Chief Mike Brown advised of the need to amend the city's definition of a junked
vehicle in the Code of Ordinances. He explained that recent legislation amended the
definition, and it is recommended that the definition be amended to reflect state law.
An item will be presented at an upcoming City Council meeting for consideration.
Police Chief Brown presented the quarterly Police Department update for the quarter
ending March 31, 2012, and reported on the average response times for priority one,

two, three, and four calls, as well as statistics related to crimes against persons,
property crimes, and patrol time.
Additionally, he announced the retirement of Police Corporal Roger Gatlin on June 1,
2012, 2:00 p.m., at the Courts Department and acknowledged the names of newly
hired Police staff.
Fire Chief Wes Rhodes presented an update related to the proposed Automatic Aid
Agreement with the City of Fort Worth. The agreement will be presented to the City
Council at the June 12, 2012, regular meeting. Additionally, he announced the
promotion of Rick Clark to Battalion Chief, and invited the City Council to the badge
pinning ceremony on May 25, 2012, 1:00 p.m., at City Hall.
• Deputy City Manager Getchell presented the development update, including
residential and commercial developments.
Director of Public Works and Engineering Ron Young addressed the City Council
regarding Trinity River Authority's (TRA) request for a temporary construction
easement in the 700 block of South Pipeline Road for the purpose of performing
rehabilitation work on the sewer lines.
He also extended an invitation to the City Council to attend the Public Works Rodeo
on May 25, 2012, 8:30 a.m., at the Arlington Convention Center parking lot.
• Director of Public Works and Engineering Young advised that the Tarrant Regional •
Water District (TRWD) storage capacity is at 96 percent with both supply lakes at
one-quarter of a foot below the conservation pool.
• Finance Director Vicki Rodriquez provided a financial update for the period ending
April 30, 2012.
Deputy City Manager Getchell reviewed the regular agenda items.
Cynthia Bishop, attorney and chemical engineer, representing the property owners for
Item No. 4 was present to address any questions.
CLOSED SESSION
The City Council convened into closed session at 6:11 p.m. for deliberation regarding the

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JUNE
Police Chief Mike Brown introduced Public Service Officer Nancy Ruiz. Nancy was
accompanied by her daughter, Emily, son ,Jake, and members of the Police Department.
Mayor Saleh presented Nancy with a plaque and certificate commemorating her selection as
employee of the month for June 2012.
ITEM NO. 2. ADMINISTRATION OF OATH OF OFFICE AND PRESENTATION OF
CERTIFICATE OF ELECTION
City Attorney Wayne Olson administered the Oath of Office to Perry Bynum, elected Council
Member, Place 6, and Mayor Saleh presented him with a Certificate of Election.
REGULAR AGENDA
ITEM NO. 3. APPROVED RESOLUTION NO. 12-1393, CALLING A RUNOFF
ELECTION FOR PLACE FIVE OF THE EULESS CITY COUNCIL FOR
JUNE 23, 2012
Council Member Stinneford motioned to approve Resolution No. 12-1393, calling a runoff
election for Place Five of the Euless City Council for June 23, 2012. The estimated
expenditure is $15,275.
Council Member Martin seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Mickan, Council Members Stinneford, Martin,
Porterfield, and Bynum
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 4. APPROVED RESOLUTION NO. 12-1391
Mayor Pro Tem Mickan motioned to approve Resolution No. 12-1391, supporting an
application to establish a Municipal Setting Designation for a tract of land, located in the City
of Grapevine at 1271, 1281, 1293, 1301, 1303 and 1401 William D. Tate Avenue and 800
and 900 West State Highway 114.
Council Member Porterfield seconded the motion.

ITEM NO. 5. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE
• CONVEYANCE DOCUMENTS
Council Member Bynum motioned to authorize the Mayor to negotiate and execute
conveyance documents for the sale of approximately 2.624 acres of city owned property
situated in the James M. Matson Survey, Abstract No. 1080, Tract 6A, Tarrant County,
Texas, located at 1000 Central Drive, Bedford, Texas.
Council Member Stinneford seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Mickan, Council Members Stinneford, Martin,
Porterfield, and Bynum
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 6. APPROVED CITY COUNCIL MINUTES
Council Member Bynum motioned to approve the City Council minutes of the regular
meeting of May 8, 2012.
Council Member Stinneford seconded the motion.

Mayor Saleh announced that the City of Euless will hold the City Council candidates runoff
election on Saturday, June 23, 2012, to elect a Council Member to serve in Place 5:
