HomeMy WebLinkAbout1991-07-23MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL JULY 23, 1991 CALL TO ORDER 1991 -153 A regular meeting of the Euless City Council was called to order by Mayor Pro Tem Mary Lib Saleh at 4 :00 p.m., on Tuesday, July 23, 1991, in the downstairs Administration Building Conference Room. Those present. were Mayor Pro Tem Mary Lib Saleh, and Council Members Bobby Baker, Frank Douglass, Todd Smith, and Peter Staks. Mayor Samuels arrived at 5:30 p.m:. The City Council me.t. in Executive. Session to discus Pending Litigation as authorized by V.T.C.S. Article 6252 -17, Sec. 2 (e). COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless C :i.ty Council continued their meeting in the Council Chambers at 7:03 p.i., for the consideration of scheduled. items. K. B. Fuller, Chief of Police Jean Harris, Deputy City Secretary Visitors Walter Elliott, Jr. Nancy Smith Rick. Lyle and other visitors as shown on register PLEDGE OF ALLEGIANCE Mayor Pro Tem Saleh led the pledge of allegiance. INVOCATION The invocation was given by Councilman Frank Douglass. 1991-155 Euless City Council Regular Meeting of July 21, 1991 - Page Two OLD BUSINESS ITEM NO. 1) CONSIDERATION OF SECOND AND FINAL READING OF ORDINANCE NO. 1052 Councilman Staks moved to approve second and final. reading of Ordinance No. 1052, for. #1C- 91. -09, a request of HBF Enterprises for a change of zoning on Tracts 5A3, 5A2, 5A2A and 5A, T. jasper Survey, from PD (Planned Development for Retail /Office) to PD for Golf Driving Range with Pro Shop and Restaurant. This property is generally located. south of Ski 183 and :nest of Wilshire Drive. Mayor. Pro Tem Saleh seconded the motion. Ayes: Council. Members Douglass, Smith„ Baker, Saleh, and Staks Nays: None Mayor Samuels declared the motion carried. NEW BUSINESS ITEM NO. 2) CONSIDERATION OF APPOINTRF14TS Councilman Baker moved to appoint Anita Head, 210 Wal_nut...Way,:. ,.Euless. Texas, as Lay Representative and Betty Fuller, 505 Cullum, Euless; Texas, as Alternate Lay Representative to the North Texas Library System. Councilman Douglass seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Saleh, and Staks Nays: None Mayor Samuels declared the motion carried. ITEM NO. 3) CONSIDERATION OF TEMPORARY PERMIT Councilman Douglass moved to approve the request. of Softball World to run their field lights around the clock on Friday, August 2, and Saturday, August 3, 1991, for the USSSA. Mene s TS State Championship Softball Tournament but. that no other requests be granted this year. Councilman Smith seconded the motion. Councilman Staks raised a question concerning other tournaments that might be held at Softball World during the remainder of this year also needing the field lights around the clock. He stated he would not want to prohibit other- requests, but preferred to handle each one separately. 1991-156 Euless City Council Regular Meeting of July 23, 1991 - Page Three Councilman Smith concurred with Councilman Staks that he did not want to re- strict Softball World from coming before the Council to request another permit under whatever circumstances night arise; therefore, withdrew his second to the motion. Councilman Douglass then moved to approve the request of Softball World to run their field lights around the clock on Friday, August 2, and Saturday, August 3, 1991, for the USSSA Men's 1) State Championship Softball Tournament. Councilman Smith seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Saleh, and Staks Nays: None Mayor Samuels declared the motion carried. ITEM NO. 4) APPROVAL OF MINUTES The Minutes of the Regular Meeting of July 9, 1991, were approved as written. ITEM NO. 5) REPORTS a) City Manager b) City Attorney c) Staff K. B. Fuller, Police Chief d) City Council. (A) Mr. Hart reported that he had discussed with the Directors the changes made to the. 1991 -92 Budget. during the Council's worksession, and advised that the staff was very supportive. (B) Mr. Cribbs welcomed Mr. Walter Elliott, Jr., of Elliott and Hughes Engi- neering. (c) Chief Fuller distributed the Police Department's Annual. Report and advised that it is identical to last years with the exception of pages 11 and 12. He stated that the publicity concerning the police departments in Los Angeles and Fort Worth is on isolated incidents and that the Euless Police Department does not believe this is proper policing. 1991 -157 Euless City Council Regular Meeting of July 23, 1991 - Page Four Regarding questions raised by the Council, Chief Fuller reported that of the seven complaints against police officers, the most serious was for excessive force, for which the officer received a three day suspension; the decline in juvenile arrests can be credited to the "Adopt a Cop" program in the elementary schools, the "DARE" program in the junior high schools, and the officers visiting and teaching in the high school two days each week; and that the disciplinary process used in the Euless Police Department is quite unique. He reported that a panel reviews the infraction and listens to the accused, his witnesses, and attorney, along with Internal. Affairs (representing the complaint), then the panel renders a decision and recom- mendation as to what action should be taken. That recommendation is taken to the Chief and the Chief is the sole final decision on the disciplinary action. sir. Douglass stated the statistics were headed in the right direction, down. Mr. Cribbs advised that the Police Department enjoys a good reprat.ation and relationship with the Federal. Bureau of :investigation (FBI), the Tarrant County Sheriff's Department, the 15. S. Attorney's Office, and the District Attorney's Office. John Craig advised the Council that the City had received approval from the property owners of the property at the northeast corner of Maur and Midway for the City to enter their property to open. that: drainage. He stated the first. 60' behind the curb going north will be installed with 33°' corrugated metal pipe to get. it away from the street. The remaining portion will be an open channel going to Blessing Branch. He further stated that the project should be completed within the next 60 days. (1)) Councilman Douglass stated he felt the staff had done an outstanding job at the budget worksession. He also stated it was disheartening, but some cuts had. to be made and hopeful ly they could be made up next year if the economy goes back up. Mayor Samuels reported that he had driven down Aransas, off of Harwood, where some. construction was going on and noticed the sign "Your Tax Dollars in Action." He stated he felt it was great because not only the people that live in the neighborhood, but others who use that major street can see some positive things being done. Mayor Pro Tem Saleh stated she looks forward to the budget worksession when we can say "where are we going to spend all of this money ?" She reported the budget books were well put together, one of the hest ones ever and that they were readable and understandable. She also expressed appreciation for the staff's hard work for the past six weeks getting the budget. ready for the Council's review. 1991 -158 Euless City Council. Regular Meeting of July 23, 1991 - £'age Five Councilman Staks thanked Debbie Forte`, Tom Hart, Kay Godbey, and Steve Norwood for t :heir hard work on the budget and thanked John Craig for the good news concerning the drainage project at Main and Midway, advising that this had been a long standing issue. He also thanked the firm of Cribbs and McFarland for their hand is getting this issue resolved.
