HomeMy WebLinkAbout1991-09-10MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL SEPTEMBER 10, 1991 CALL TO ORDER. 1991-183 A regular meeting of the Euless City Council was called to order by Mayor Pro Tem Mary Lib Saleh at 3:20 p.m., on Tuesday, September 10, 1991, in the down- stairs Administration Building Conference Room. Those present were Mayor Fro Tem Mary .Lib Saleh, and Council. Members Bobby Baker, Frank Douglass, Todd Smith, and Peter Staks. Mayor Harold Samuels arrived at 4:10 p.m. The City Council met in Executive Session to discuss Pending Litigation and Personnel Matters as' authorized by V.T.C,S. Article 6252' -17., Sec. 2 (e) and (g). COUNCIL CONSIDERATION OF SCHEDULED ED .S 1EMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:03 p.m., for the consideration of scheduled items. ITEM NO. 1: PRESENTATION OF SERVICE PINS City Manaager Tom Hart related the accomplishments of Julia Wakeley and Randy Byers over the years and expressed his gratitude for their service. Mayor Harold Samuels presented a 20 -year service pin to Randy Byers, Director of Public Works and a 25-year service pin to Julia Wakeley, Recreation Manager and expressed his personal appreciation for their dedication to the City. Mayor Samuels extended his and the City Council's thanks and appreciation for their hard work and years with the City. ITEM NO. 2: APPROVE SECOND & FINAL READING OF ORDINANCE NO. 1055 Councilman Douglass moved to amend the 1991-1992 Fiscal Year Budget to include. an :i.ncrease. of $32,000 in Revenues and to Police Department expenditures for officer on High School Campus Mayor Pro Tema Saleh seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Saleh, and Staks Nays: None Mayor Samuels declared the motion carried. Councilman Douglass moved to approve second and final reading of Ordinance No. 1055, adopting the 1991 - 1992 Fiscal Year Budget as amended. Mayor Pro Tem Saleh seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Saleh, and Staks Nays: None Mayor Samuels declared the motion carried. ITEM NO. 3: APPROVE SECOND & FINAL READING OF ORDINANCE NO. 1056 Councilman Smith moved to approve second and final reading of Ordinance No. 1056, adopting the 1991 Tax Roll. Councilman Douglass seconded the notion. Ayes: Council. Members Douglass, Smit :h, Baker, Saleh, and Staks Nays: None Mayor Samuels declared the motion carried. 1991-186 Euless City Council Regular Meeting of September 10, 1991 - Page Three ITFi4 NO. 4: APPROVE SECOND & FINAL READING OF ORDINANCE NO. 1057 Mayor Pro Tem Saleh moved to approve second and final reading of Ordinance No. 1057, adopting the 1991 Ad Valorem Tax Rate; providing for certain exemptions. Councilman Baker seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Saleh, and Staks Nays: None Mayor Samuels declared the motion carried. ITEM NO. 5: APPROVE SECOND & FINAL READING OF ORDINANCE NO. 1058 Councilman Douglass moved to approve second and final reading of Ordinance No. 1058, adopting new water utility rates and fees as detailed in Minutes of Euless City Council regular meeting of August 27, 1991. Councilman Baker seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Saleh, and Staks Nays: None Mayor Samuels declared the motion carried. CONSENT AGENDA Councilman Staks moved to approve consent agenda items as follows: ITEM NO. 6: SECOND & FINAL READING OF ORDINANCE NO. 1059: Amending Ordinance No. 1042 concerning write -in candidacy in city elections ITEM NO. 7: RESOLUTION NO. 91 -763: Endorsing population and water connection forecasts being submitted to Trinity River Authority ITEM NO. 8: MINUTES: Regular meeting of August 27, 1991 fl1 NO. 9: BID AWARD NO. 89 -14: Renewal of existing contract for uniform rental ITEM NO. 10: BID AWARD NO. 91 -22: Installation of shelters and concrete slabs at Villages of Bear Creek Park 1991 -187 Euless City Council Regular Meeting of September 10, 1991 - Page Four ITEM NO. 11: BID AWARD NO. 91-24: Janitorial Services TTEM NO. 12: BID AWARD NO. 91 -30: Water repair materials ITEM NO. 13: BID AWARD NO. 91 -32: Radio maintenance contract Mayor Pro Tem Saleh seconded the motion. REGULAR AGENDA ITEM NO. 14: ACCEPTANCE OF CAPITAL IMPROVEMENTS ADVISORY COMMITTEE RESOLUTION NO. 91 -02 Councilman Baker moved to approve semi.- annual report of Impact Fees for the period of January 1, 1991 through June 30, 1991. Councilman Smith seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Saleh, and Staks Nays: None Mayor Samuels declared the motion carried. ITEM NO. 15: APPROVE FIRST READING OF ORDINANCE NO. 1060 Steve Norwood, Assistant to the City Manager reviewed the events that led up to the proposal of this new zoning district. He stated that the City of Hurst and the Highway 1.0 Association are also supporting it and that specific boundaries would be established at a later date. He also stated that the Highway 10 Association is an active group of property owners along State Highway 10. Mr, Norwood advised the Council and the audience that State Highway 183 is scheduled for reconstruction within the next several years and that because a great deal of traffic will be diverted from S. H, 1.83 to S. H. 10 during the reconstruction period, a "rebirth" of business along Highway 10 is expected. Councilman Staks raised a question concerning signage along S.H, 1.0. Rod Tyler, Assistant Director of Development., stated that the City of Euless recently updated their sign ordinance. and that the City of Hurst would be adopting the same sign regulations that Euless now has in place. 1991--188 Euless City Council Regular Meeting of September 10, 1991. - Page Five Councilman. Baker moved to approve first reading of Ordinance No. 1060, adding new zoning district entitled "Texas 1.0 Multi-Use Zoning District" along SR 10. Mayor Pro Tem Saleh seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Saleh, and Staks Nays: None Mayor Samuels declared the motion carried. ITEM NO. 16: TABLE RESOLUTION NO. 91 -764 Mayor Pro Tem Saleh. moved to table Resolution No, 91 -764, adopting tax abatement guidelines until the next regularly scheduled Council. meeting on September 24, 1991, for further study. Councilman Douglass seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Saleh, and Staks Nays: Nc'ne Mayor Samuels declared the motion carried. ITEM NO. 17: REPORTS a) Gity Manager b) City Attorney c) Staff Richard Clark - Police Captain d) Gity Council. (A) Torn Hart, City Manager, introduced Lisa Schwarz, a new intern in the Admin- istration Department, who is working on her Master's Degree in Urban Admin- istration at LTA. Mayor Samuels asked Julia Wakeley and Randy Byers to introduce their family members who were present for their anniversary recognition. (B) Bob McFarland, City Attorney, stated that his office has made a submission to the Justice. Department relative to the Charter Election to be held in November. Mayor Pro Tem Saleh reminded the audience of the date of the Charter Elec- tion, November 5, 1991, and expressed appreciation for the work of the Charter Review Committee, She briefly explained the changes being proposed and urged all citizens to exercise their right to vote. 1991-189 Euless City Council Regular Meeting of September 10, 1991 - Page Six (C) Police Chief, K. B. Fuller, introduced Richard Clark, Captain of the Crirni- nal. investigation Division, who reviewed the caseload of his division and pointed out some performance statistics of Euless that are superior to the national average. He stated Euless enjoys a very good working relationship with neighboring cities. Mayor Fro Tem Saleh commended Captain Clark on his presentation on the Neighborhood Crime Watch Program that he gave at a local_ meeting earlier this summer, He said the Neighborhood Crime Watch Programs are the eyes and ears for the Police Department, and it is their goal to have every neighborhood in the City involved in the Program. Captain ;lark informed the Council of the necessity of marking personal property with identification to aid in recovery if stolen. In closing, he said that while the number of offenses may seem h:i.gh, it is actually a decrease of i2 . from last year. (D) Councilman Staks congratulated Julia Wakeley and Randy Byers on their Anniversaries with the City. He expressed thanks to Rod Tyler, Assistant Director of Development., Steve Norwood, Assistant to the City Manager, and Councilman Bobby Baker for their work on the Highway 10 development of the Texas 10 Zoning District and coordinating it with the other cities involved. Mayor. Pro Tem Saleh reported that. she attended the Northeast Leadership Mayors' Forum Meeting and that while other area cities were discussing the possibility of getting Mobile. Data Terminals for police cars, the City of Euless has had them for several. years. Mayor Pro Tem Saleh commended. the employees who put together the last Leisure Times magazine. Councilman Smith expressed his personal appreciation to Julia Wakeley and Randy Byers for their examples of stability, integrity and the quality of performance they both have given the. City. Councilman Smith also stated the newspaper article. on Police Officer Pam Byers was very good, and he ex- pressed his appreciation for what she is doing with the young people in the City. He is proud that Euless is taking an aggressive approach in Economic Deve.lopment of the Highway 10 area, and he. thanked Councilman Baker for the work he has done on it. Councilman Baker. congratulated Julia Wakeley and Randy Byers and stated that the contributions and impact they have made to the City over these many years cannot be measured. Councilman Baker said he. appreciated Captain Clark's presentation tonight and expressed how it had opened his eyes to what. is happening in the City and that he feels very good having the police department that we. do. Councilman Douglass said thanks to Julia Wakeley and Randy Byers for their years of dedication. He thanked Mayor Samuels for his part in dedicating a tree at the Midway Recreation Center in memory of Dick Hight last Saturday, , 1991-190 Euless City Council Regular Meeting of September 10, 1991 - Page Seven Anthony Pardini, a citizen in the audience, asked several questions regard- ing the total budget amount and tax rate as compared to last year. He also asked about Euless' participation in the Grapevine- Colleyville Independent School District. Program to help fight drugs and crime. Police Chief K. B. Fuller stated that we have a volunteer officer and Adopt -•A -Cop Program. in every elementary school in Euless, and we have a mutual aid agreement with the other cities that join with Euless in supporting these programs that cross city limit boundaries. Chief Fuller reported that Captain Ziemi.an will graduate this week from the FBI Academy. City Attorney Bob McFarland stated it is a tribute to our Police. Department to have as many graduates of the FBT Academy as we do. Chief Fuller also reported. that Fire Chief Lee Koontz recently graduated from a comparable program in the Fire Department. Councilman Douglass recognized 3. P. Shull of TU Electric, who in turn thanked the Fire and Police Departments for their assistance in cleaning up a chemical spill_ several weeks ago.
