Those present were Mayor Harold Samuels, Mayor Pro Teri Mary Lib Saleh, and Council Members Frank Douglass, Todd. Smith, Bobby Baker, and Teter Staks. COUNCIL CONS.IDERA.TION OF SCHEDULED ITEMS COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:05 p.m., for the consideration of scheduled items. Staff Members Present Tom Hart, City Manager Kay Godbey, Assistant City Manager Bob McFarland, City Attorney Susan Crim, City Secretary Jean Harris, Deputy City Secretary Steve Norwood, Asst. to City Manager John Craig, Director of Development Paul. Kruckemeyer, City Engineer K. B, Fuller, Police Chief Rod Tyler, Asst. Director of Development David Allen, CIS Manager Beth Ann Earle, Public Relations Coordinator Visitors Charlie Miller Marland Ernest Glenn Wacker Frank Fletcher Dwayne. Wilcox Neal Adams Roy Power and other visitors as shown on register PLEDGE OF ALLEGIANCE Mayor Pro Tem Mary Lib Saleh led the Pledge of Allegiance. INVOCATION The invocation was given by Councilman. Frank Douglass. 1991-218 Euless City Council Regular Meeting of October 22, 1991 - Page Two TTISMI NO. 1: PUBLIC TNFORMMATTON SESSION Mayor Samuels opened the public information session and recognized the members of the Charter Review Committee who were present: Neal Adams, V:l.cr Chairman, Charlie Miller, Marland Ernest, Glenn Walker, and Dwayne Wilcox. The Mayor thanked the Committee ttee fo:r- their work in reviewing the Charter and preparing the proposed Charter changes. ile. stated that. the City of Euless would be having a Charter Election on November 5, 1991, and that the Council, Staff, and Charter Review Committee. would respond to questions regarding the Charter Election at this time. Neal Adams encouraged the citizens to vote in the Charter election, November 5. `there were no questions raised. Mayor Samuels closed the public information session REGULAR AGENDA ITEM NO. 2: APPROVE SECOND AND FINAL READING OF ORDINANCE NO. 1063 Mayor Pro Tem Saleh moved to approve second and final reading of Ordinance No. 1063, amending the Drainage utility Ordinance No. 1040. Councilman Baker seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Saleh, and Staks Nays: None Mayor Samuels declared the motion carried. ITEM NO. 3: BID NO. 91 -34 Councilman Douglass moved to reject all birds for Police Uniforms, change the specifications, and re-bid. Councilman Smith seconded. the motion. Ayes: Council Members Douglass, Smith, Baker, Saleh, and Staks Nays: None Mayor Samuels declared the motion carried. ITEM NO. 4: APPROVE MINUTES - OCTOBER 8, 1991 The Minutes of the the regular City Council meeting of October 8, 1991, were approved as written 1991 -219 Euless City Council Regular Meeting of October 22, 1991 - Page Three TTFPi NO 5: APPROVE RESOLUTION NO. 91-770 (City Secretary's Note: Councilman Staks advised he would abstain on Items 6, and 7, due to a conflict of interest and stepped down from the Council table.) Councilman Smith moved to approve Resolution No. 91-770, determining the neces- sity for and ordering the improvement of a portion of Midway Drive from Minters Chapel Road, eastward to State Highway 360. Mayor Pro Tem Saleh seconded the motion. Ayes: Council Members Douglass, Smith, Baker, and Saleh Nays: None Abstain: Councilman Staks Mayor Samuels declared the motion carried. i'PFl4 NO. 6: APPROVE RESOLUTION NO. 91-771 Councilman Baker moved to approve Resolution No. 91 -771, adopting the assessment roll and engineer's cost and estimates for improvements of a portion of. Midway Drive from Minters Chapel Road, eastward to State. Highway 360. Councilman Smith seconded the motion. Ayes: Council Members Douglass, Smith, Baker, and Saleh Nays: None Abstain: Councilman Staks Mayor Samuels declared the motion carried. ITS NO. 7: CALL A PUBLIC HEARING AND SET DATE Mayor Pro Tem Saleh moved to call a public hearing and set the date for November 26, 1991, regarding the street assessment process for a portion of Midway Drive from Minters Chapel Road, eastward to State Highway 360. Councilman Douglass seconded the motion. Ayes: Council Members Douglass, Smith, Baker, and Saleh. Nays: None Abstain: Councilman Staks Mayor Samuels declared the motion carried. 1991. -220 Euless City Council Regular. Meeting of October 22, 1991 -- Page four ITEM NO. 8: CONSIDER REQUEST TO RENAME MiD- CITIRS BOULEVARD Councilman Smith moved to approve the request of Tarrant County Commissioners Court to change the name of Mid- Cities Boulevard to Dan Echols Boulevard subject . to approval by all other cities affected. Councilman Baker seconded the motion. Ayes: Council. Members Smith and Baker Nays: Council Members Douglass, Saleh, and Staks Mayor Samuels declared the motion failed. Councilman Staks moved to table this request. Councilman Douglass seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Sa.ieh, and Staks Nays: None Mayor Samuels declared the motion carried. ITEM NO. 9: MINUTE ORDER Councilman Douglass moved. to accept the Texas Department of Transportation Minute Order # #100058, dated September 30, 1991, which authorizes construction of Mid - Cities Blvd. within the. City of Euless and Airfield Drive within the. City of Bedford. Councilman Staks seconded the motion. Ayes: Council Members Douglass, Smith, Baker, Sa.ieh, and Staks Nays: None Mayor Samuels declared the motion carried. ITEM NO. 10: APPOINTMENTS Councilman Staks moved to approve appointments to various Boards & Commissions as follows: Social Concerns - Michael Wright, Julia Devlin, Nancy Foster, and Nancy Taylor Lynn Civil Service - Henry Boatwright Economic Development. ° Gary Green, J. ITEM NO. 11: REPORTS a) City- Manager b) City Attorney c) Staff - David Allen - GIS Manager d) City Council (A) Tom Hart stated the Villages of Bear Creek Park is shaping up, that the Parks Department is doing a lot of work and recommended the Council and Staff tour that area. Mr. Hart also advised. that the deteriorating house on Slaughter Lane would be torn down and the property cleared after November 6, 1991, He also advised that the street projects were going well because of the good weather we have had. Mr. McFarland stated he had nothing to report. To Hart introduced David Allen, Geographic information System (GIS) Manager. Mr. Allen explained the GIS and gave a presentation showing overhead projections of maps generated by the system including voting precincts, zoning, areas where tax exemptions are claimed, and various others. He explained that data gathered. from a variety of sources can be combined into the system to produce an informational map. In answer to questions of the Council, Mr. Allen stated the appraisal. information is updated every two years, that. the M.apsco grids are larger than those used by the City, that a street index could be added to the Map Book created by Mr. Allen and that the Map Books will soon be on sale in the Code Enforcement Department. 1991 -222 Euless City Council Regular Meeting of October 22, 1991. _. Page Six Frank Fletcher spokesman for the Senior Citizens group thanked. the. Council and the Park and Recreation Department for their support of the Senior Citizen program and specifically" the Saturday night dances. (D) Councilman Staks thanked the Charter Review Committee for their atten- dance at the Council meeting and for their work on the Charter and stated he hoped all Euless citizens would vote. He also thanked David Allen for the presentation on the GIS and stated he feels the ability to automate is incredible. Councilman. Staks also said he feels the GIS is a very worthwhile system. Mayor Samuels advised he will be attending a luncheon for major commer- cial real estate agencies at which a lot of the GIS information will be introduced. Steve Norwood stated he has .3.sed. the GIS extensively in Economic Devel- opment opment and has projects planned that will include use of the GIS.
